Background

UNDP Regional Electoral Support Project for the Middle East and North Africa  intends to support and helping organize a delegation from the region to participate in the October Forum. This is upon invitation by Mexican INE, and as an activity under a Cooperative Framework Agreement between UNDP Regional Project and Mexican INE (through its International Institute for Training and Research). The number of participants will be around 20.

Main goals to be achieved and benefits to be obtained from this activity are the following:

  • Arab electoral stakeholders of different institutional layers are exposed, many of them for the first time, to an international democracy forum, which can provide a learning experience about the organisation and management of this kind of activity;
  • Through panel formal presentations and more informal discussion at work groups and plenaries, they can introduce current themes and challenges from the Arab World to a grader international audience in the field of democratic development;
  • An opportunity for personal and professional contacts as well as for networking is offered. This would apply to interaction between and among participants from the Arab region as well as between them and participants from other regions of the world, mainly Latin Americans (it is worth mentioning here that the Latin America and the Arab World are the two regions with more clear commonalties in the structure of their culture and -common language and religion- and certain political dynamics -post colonialism, republicanism, continued search of political identity);
  • The possibility of being exposed to regional information and knowledge products in the field of democracy, which could inspire similar products in the Arab region;
  • As for members of the forthcoming Organisation of Arab EMBs, they will have a change of personally meeting a large number of colleagues from partner organisations in Latin America and hopefully other regions of the world being invited to the Forum;
  • In preparing the activity, regional cooperation among prospective participants will be necessary (a panel on the Arab region will take place).

Duties and Responsibilities

  • Provide interpretation services Arabic-Spanish to the Group of participants from Arab Region during the three-day Conference in Mexico City, 21-23 October 2015;
  • Provide interpretation support Arabic-Spanish to the Group of participants from Arab Region during the meetings with participants/organizations outside of the Conference time.

Required Skills and Experience

Education:

  • Bachelor’s degree in languages, journalism, management or humanities.

Experience:

  •  A minimum of 10 years of experience of drafting and editing documents, reports and/or translating in Arabic and Spanish.

Language:

  • Fluency in Spanish and Arabic.

Other requirements:

  • Experience of working with UN and International Organizations;
  • Interpretation experience for the events related to Good Governance and Electoral field;
  • Must have previous experience in the MENA region.

The interested individual consultant must submit the following documents/information to demonstrate your qualifications:

  • Cover Letter: Brief one-page letter explaining why the applicant thinks they are an outstanding candidate for the job;
  • Detailed Technical proposal for the assigned tasks;
  • Financial proposal: indicating all-inclusive lump sum fee;
  • Personal CV and/or signed P-11: including past experience in similar projects and the name and contact details of 3 references.

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract).

Payments are based upon completion and acceptance of output, deliverables specified in the TOR. The financial proposal should include a breakdown of this lump sum.

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria - 70% of total evaluation – Max. 100 points:

  • Bachelor's degree in languages,journalism,managemnt or humanities-15 points;
  • A minimum of 10 years of experience of drafting and editing documents, reports and/or translating in Arabic and Spanish-20 points;
  • Experience of working with UN and International Organizations-25 points;
  • Interpretation experience for the events related to Good Governance and Electoral field-20 points;
  • Must have previous experience in the MENA region.-20 points.

Financial Criteria weight; [100]30%

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.
