Background

The Global Fund was created at the initiative of the G7 countries in order to use most efficiently the financial resources allocated for the prevention and the fight against endemic diseases and devastating as HIV / AIDS, Malaria and tuberculosis around the world; these three diseases kill over 6 million people each year and the numbers are growing. The Global Fund works as a financial instrument and provides national and international partners, public and private, voluntary and community additional financial resources, based on the existing network and an emphasis on participation and integral accountability of all actors. With regard to the South Sudan, the Global Fund supports the activities of the fight against AIDS, Malaria and Tuberculosis since 2004 with funding from various grants. Active grants currently being implemented are Round 7 TB and Round 4 HIV transitional funding mechanism and Round 9 HSS. UNDP South Sudan has been selected as a last resort of the principal beneficiary for transitional financing mechanisms of the two grants and Round 9 HSS.

For the implementation of the Global Fund program, UNDP South Sudan has established a Program Management Unit (PMU) that coordinates the implementation and provide general guidance on Global Fund rules and procedures. One of the key activities under the grant is to strengthen the national pharmaceutical supply chain management system to ensure safe and effective use medicine for improved health standards. A review of the pharmaceutical warehouse reveals serious capacity gaps in medicine procurement, storage, and distribution in South Sudan. Drugs, reagents and other health commodities have been exposed to heat due to repeated breakdown of the generator in the warehouse. In view of the projected scale up of health services by the government of South Sudan, these gaps pose a major risk to the HIV and TB program outcomes if regular maintenance and operation of the generators is not provided to the warehouse.  In order to address this gap, the GFATM Project intends to recruit one generator mechanic/operator to support the strengthening of the GFATM supported warehouse in Gumbo. Under the overall leadership of the admin and finance manager and day-to-day supervision of the head of the GF warehouse, the Generator mechanic/Operator provides reliable generator maintenance services. The Generator Operator demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds. The Generator Operator provides services within the HDIG – GF project warehouse in Gumbo (including Office generator if required).

Duties and Responsibilities

Under the overall leadership of the admin and finance manager and day-to-day supervision of the head of the GF warehouse, the Generator Mechanic Operator will support the strengthening of the GFATM supported warehouse in Gumbo and will perform the following duties and responsibilities:

  • Ensures provision of reliable and secure generator maintenance services;
  • Ensures cost-savings through proper use of generator services materials;
  • Ensure daily generator operations and care-taking (including daily checking and/or refilling of engine oil, coolants for the radiators etc.;
  • Switching on and off the generators as per the approved ‘generator operating schedules’;
  • Clean generator area on daily basis;
  • Report on generator fuel status and problem;
  • Fill fuel tanks of generators;
  • Recommend monthly services for generator;
  • Assist electrician in any work that needs his/her attention;
  • Fill generator radiator with water/coolants whenever required Perform any other duties as directed by the Supervisor;
  • Perform all tasks related to generator installations. Install new generators, including allied works, Proper installation, connectivity of cables and main switches, as well as allied works;
  • Test performance of electromechanical assemblies, Generators, and other office electrical supplies;
  • Carry out scheduled routine maintenance i.e. changing oil and filters as well as daily refuelling of the generators;
  • Carry out emergency repairs of generators as and when required;
  • Maintain operation logs for the generators;
  • Provide lists of spare parts for diesel engines, alternators and control panels as well as necessary tools and equipment, well in advance;
  • Carries out other duties as assigned by the Team Leader or any person designated by him/her.

Required Skills and Experience

Education:

  •  Secondary Education.

Experience:

  • 5 years’ highly satisfactory work experience as a generator Operator and/or Generator Mechanic.

Language:

  • Excellent knowledge of English and ability to communicate clearly in written and spoken English.
