Background

The AGORA Portal for Parliamentary Development (www.agora-parl.org) is an interactive knowledge hub that seeks to help parliamentarians, parliamentary staff and development practitioners access information, seek advice, and share and develop knowledge.  The AGORA partnership is jointly managed by UNDP, the World Bank Group, International IDEA and the National Democratic Institute, and is fully operational in English, French and Arabic. 

To maximise the use of the platform, AGORA would like to commission the development of a mobile app.  The app is meant to provide the key features of the AGORA platform to mobile users, thereby strengthening AGORA’s outreach and ensuring optimal availability of its knowledge products among the target audience. 

To develop this app, AGORA is looking to engage the services of a software developer and mobile Learning expert. 

Duties and Responsibilities

  • Create a design and layout for a responsive native mobile application;
  • Develop an application for both iOS and Android devices, by using the web API provided by the platform developer;
  • Develop the application in English, French and Arabic.

Deliverables:

  • Assist the AGORA team in testing and launching the application.

Required Skills and Experience

Education:

  • Minimum BA (or related Diploma) in Information Technology/Computer Science, Multimedia, or related field. 

Experience:

  • Minimum 3 years of work experience in developing mobile applications;
  • Strong knowledge of languages for mobile development, particularly Swift and Java;
  • Good understanding of Internet technologies, particularly REST APIs;
  • Good knowledge of software architecture patterns (MVC and ORM) and use of version control system (Git preferably);
  • Experience in software testing is a plus;
  • Experience in graphical design, Photoshop, Illustrator and video production is a plus;
  • Experience with Linux server environments is a plus;
  • Experience/familiarity with the UN system is an asset.

Language Requirements:

  • Fluency in English, essential;
  • Knowledge of another UNDP official language an asset. 

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (desk reviews based on cv) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation.

Financial Criteria - 30% of total evaluation.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. 

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
