Background

UNDP Myanmar has been implementing UNDP Country Programme for 2013-2017 with the aim to promoting local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary components; Local Governance, Environmental Governance and Disaster Resilience, and Democratic Governance.

Environmental Governance and Disaster Resilience Component of UNDP focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

UNDP has been closely working with Ministry of Environmental Conservation and Forestry to improve environmental governance in Myanmar. UNDP developed the Project Identification Form (PIF) on Ridge to Reef: Integrated Protected Area Land and Seascape Management in Tanintharyi” with the guidance of MOECAF and in consultations with the relevant line departments and Tanintharyi Region Government. The PIF was submitted to Global Environmental Facility (GEF) and it was approved by GEF Secretariat.

 A Project Preparation Grant (PPG) has been obtained to carry out necessary preparation of a fully-fledged project proposal. In order to ensure the results of the project preparation work, UNDP is seeking a national consultant, Community and Gender Specialist to support the development of project document. The approved PIF and PPG plan are attached for reference and to be supported for fully formulated project document.

Duties and Responsibilities

Under the direct supervision of the PPG Team Leader, and with guidance from other PPG team members, Programme Specialist/Programme Analyst of UNDP CO and MOECAF, and in consultation with Gender Specialist of UNDP CO, the specialist will lead engagement with communities in target landscapes for project preparation, ensuring their understanding and consent for participating in project activities on the ground.  S/he will:

  • Identify community stakeholders and their responsibilities pertaining to land/forest/marine resource management in target land/seascapes;
  • Assess the influx of returning refugees and IDPs within the target landscape and identify how their needs can be integrated into project design.
  • Assess demographic and socioeconomic situation of potential target communities including current land use, their natural resource use, livelihood-nature relationship, refugee and conflict issues,  community dynamics and power relationships in target land/seascapes;
  • Identify community related social risks including human rights issues and develop risk mitigation measures using the SESP checklist;
  • Assess community roles in the project implementation and their capacity needs for fulfilling the roles through extensive consultation process;
  • Directly engage with the communities and ensure local communities’ understanding and consent to the project, full participation in project development and implementation;
  • Conduct a gender assessment reviewing the role of both females, males and youth in the project development and implementation (for each envisaged output) and potential impacts of the project on each gender group;
  • Identify community incentive (including training, technical support, PES schemes, livelihoods improvement) mechanisms for conservation compatible land/sea use practices with concrete plans for project interventions as well as viable livelihood options;
  • review global experiences in CBNRM and community co-management and identify opportunities within the target landscapes for establishment of CBNRM activities and co-management system;
  • Identify opportunities for alternative livelihood/livelihood enhancement interventions in target landscapes and conduct feasibility assessment estimating potential and quantitative socioeconomic benefits and impact;
  • Develop a full community involvement plan;
  • Develop a gender mainstreaming plan for the project, including plans for improving gender equality and women’s empowerment, which will be also fed into SESP.

Required Skills and Experience

Education:

  • Degree from tertiary education instiution in development study, social science, natural resource management or other related fields.

Experience:

  • Minimum 5 years of demonstrable experience in engendering community engagement and participation in conservation and/or projects;
  • Knowledge of gender and youth analysis in project design and management;
  • Familiarity with community-based village mapping, and biodiversity conservation;
  • Computer proficiency, especially related to professional office software packages (Microsoft Office)

Language Requirements:

  • Excellent ability to work in Karen, Myanmar and English, effective oral and written communication skills.
