Background

The United Nations Country Team (UNCT) has agreed to develop an inter-active mapping of UN agencies’ programmes and activities at the provincial level in Cambodia. The envisaged online map “Who is doing what and where” intends to promote coherence and collaboration as well as increase transparency and accountability with the information being made publicly available on the UNCT website in the future.

Duties and Responsibilities

The UNCT aims to recruit external assistance to develop an interactive mapping of the UN’s programmatic activities in Cambodia. In preparation for the GIS mapping exercise, data of UN programmes and projects has been collected in an excel spreadsheet. The geogreaphical representation of this data shall be focused at the provincial level.

The functions and outputs of the consultant are as follows:

  • Review existing technical solutions for interactive mapping available to the UN System in Cambodia, if any;
  • Create a user-friendly, web-based interactive map based on provided data set, using mangomaps, cartodb or other available online solutions, appropriately hosted to ensure data security as well as availability;
  • Present an interactive draft map to UNCT and make changes to the system based on comments received from UNCT;
  • Collect and integrate missing programming data from UN agencies into the system.

The consultant will work in close collaboration with the Office of the UN Resident Coordinator under the overall authority of the UN Resident Coordinator.

The consultant is required to provide all orginal data before conversion and its final related documents.

Deliverables

  • First draft of interactive online map;
  • Final draft of interactive online map including all data provided by UN agencies.

Competencies

  • Demonstrated ability of data transfer, data analysis, data mining, and data inventory using basic spreadsheet applications (e.g., Excel, Access, ArcGIS attribute tables);
  • Knowledge of ArcSDE, ArcServer, Python, .NET, Java, PHP, HTML, key markup language is a plus;
  • Ability to translate user needs to solutions;
  • Good communication skills;
  • Detail oriented.

Required Skills and Experience

Education:

  • Technical Certificate related to ArcGIS.

Experiences:

  • At least 3 years of experience in the field of GIS/GPS;
  • Excellent knowledge of MapInfo, ArcGIS and/or other software necessary to perform the task;
  • Experience of working with online GPS mapping systems;
  • Work experience on projects financed by international organizations will be an asset;
  • Demonstrated experience with ArcGIS 10.0-10.1 or higher as well as knowledge of cartography and computer mapping including design principles and understanding map creation procedures in ArcGIS required.

Language:

  • Good oral and written skills in English language.
