Background

The Cambodia United Nations Development Assistance Framework (UNDAF) 2016-2018 presents the collective, coherent and integrated support of the UN system in Cambodia in line with national development priorities. The UNDAF 2016-2018 focuses on the priorities of: (i) inclusive growth and sustainable development;  (ii) social development, social protection and human capital; and (iii) governance and human rights. Proposed funding for the three year period is totaling $280 million to be invested on activities, programmes and projects across three UNDAF Outcome areas.

Enhanced partnerships with Government, Development Partners, Donors, Private Sector and civil society shall support the implementation of the UNDAF 2016-2018. The UNCT in Cambodia shares the vision that joint resource mobilization shall be capitalizing on the UNCT’s suite of emerging Joint Programmes and identified areas of joint programming, drawing on respective UN agency mandates and comparative advantages.

The purpose of the Joint Partnership and Resource Mobilization Strategy (PRMS) is to lay out a strategy for the UNCT to jontly forge partnerships and attract resources to address the gaps in the financial resource requirements to deliver on the UNDAF (2016-2018) outcomes.  Within this framework, the strategy aims in particular to enhance partnerships with development partners and donors in support of Joint Programmes and joint programming intitiatives under the UNDAF. The Joint PRMS does not intend to replace individual agency resource mobilization and partnership efforts but to provide a coordinated approach to joint resource mobilization under the UNDAF 2016-2018.

Duties and Responsibilities

The UNCT aims to recruit external assistance to facilitate the development of a Joint Partnership and Resource Mobilization Strategy (PRMS) including a detailed implementation plan. The consultant will be responsible to develop the strategy in collaboration with the UNCT and UNDAF Advisory Group.

In preparation for the development of the Joint Partnership and Resource Mobilization Strategy, a comprehensive mapping of traditional Donors and UN programmes has been conducted and comprehensive donor profiles of relevant donors have been developed. Areas in which the UNCT is best positioned to succeed in joint resource mobilization have been identified and a matching exercise of UNDAF 2016-2018 areas of intervention with strategic priorities of ‘traditional’ donors has been conducted. The UNCT has developed a high level conceptual vision and goal for joint resource mobilization under the UNDAF 2016-2018:

In transition towards the Sustainable Development Goals (SDGs) and LDC graduation, the UN system agencies in Cambodia aim to partner with “traditional” and “non-traditional” development partners and donors, as well as leverage the support of other stakeholders, including the Government and the private sector, in order to support the delivery of the UNDAF 2016-2018 outcomes, and to enhance the effectiveness and coherence of joint programming in this context.

UNCT Goals for Joint PRMS:

  • Meaningful partnerships with “traditional” and “non-traditional” development partners, donors and other stakeholders under each of the Joint Programmes established;
  • Resources additional to UN agency resources mobilized, looking at the full range of relevant stakeholders, for the successful delivery of the UNDAF outcomes, specifically through the implementation and scaling up of Joint programmes and joint programming initiatives.

The functions and outputs of the consultant are as follows:

  • Review of UNDAF 2016-2018 to ensure solid understanding of its priorities, expected results and resource requirements;
  • Review UNCT meeting reports and consult with UNDAF Advisory Group to understand the vision, goal and focus areas of the envisaged Joint PRMS;
  • Review produced Donor profiles, UN Programme mapping, Joint Programming concept notes/documents and analyse the potential of partnership with “traditional” and “non-traditional” donors, the Royal Government, the private sector and other stakeholders as appropriate vis-à-vis UNDAF 2016-2018 areas of intervention;
  • Prepare an UNDAF Partnership and Resource Mobilization Strategy including a detailed action plan for the implementation of the strategy that outlines clear timelines. Present the draft PRMS to the UNCT and UAG and finalise the strategy and action plan based on comments received.

The Joint PRMS shall include at least the following components:

  • Summary: Aid environment in Cambodia;
  • Past UNCT Resource Mobilization experiences;
  • Donor/Partner mapping – UNDAF Programme matching and prioritization (available);
  • Partnership and Resource Mobilization Strategy (PRMS);
  • UNCT-agreed principles for coherent agency resource mobilization;
  • PRMS Communication and Advocacy Strategy;
  • Analysis of Donors and Partners added value to partnership;
  • Follow-up actions / Action Plan.

Following the development of the resource mobilization strategy, individually tailored proposals per selected donor shall be elaborated. The donor proposals intend to facilitate joint dialogue with selected donors in an informed and coherent way.

Under the leadership of the Office of the UN Resident Coordinator, support the organisation of focus groups discussions with DPs and other relevant stakeholders, and facilitate individual dialogue meetings with selected donors to present the Joint PRMS and envisaged Joint Programmes.

The consultant will work in close collaboration with the Office of the UN Resident Coordinator, the UNDAF Advisory Group, the UNCT, and under the overall authority of the UN Resident Coordinator.

Deliverables

  • Document review;
  • First draft of UNDAF PRMS and implementation plan; presentation to the UNCT Planning retreat;
  • Second draft PRMS with incorporated feedback;
  • Draft of individually tailored partnership proposals per identified donor;
  • Final Partnership and Resource Mobilization Strategy;
  • Summary presentations of PRMS to the UNCT and partners/donors;
  • Final draft of individually tailored partnership proposals per identified donor.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in social sciences, management, development, international relations, development, communications or other related field.

Expereinces:

  • At least 5 years of relevant professional experience at the national or international level working in the development sector, preferably in fundraising, resource mobilization or partnership building;
  • Demonstrated prior experience in resource mobilization suitable for development agencies;
  • Substantive knowledge of the Cambodian development context a definite advantage;
  • Proven ability to work collaboratively with a range of stakeholders, take initiative and deliver quality outputs through a complex process with a clear methodology.

Language:

  • Excellent oral and written communication skills in English.
