Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women MCO Strategic Note for 2015-2015 states that UN Women is well positioned to support UN concerted efforts on mainstreaming gender within ongoing programming, supplemented by work where UN Women has a comparative advantage: advancing temporary special measures, securing women’s civil and land rights, access to economic resources and services, providing social protection to the most excluded groups of women, ending violence against women and girls, tackling gender aspects of HIV, enforcing UNSCRs on WPS.

In Kazakhstan, UN Women coordinates gender mainstreaming of UNCT programming and leads GTG and in line with identified needs for practical gender mainstreaming capacity development for UN programme personnel, a gender mainstreaming training was planned 2015.

With the overall goal to improve the capacity and understanding of gender issues by UN personnel, and in view of preparation for the new Strategic Note for 2016-2017 UN Women MCO plans to organize 2 two-day training sessions on gender mainstreaming in development programming for UN personnel with focus on Gender Theme Group (GTG) and Inter-Agency Programme Working Group (IAPWG) members.

The objectives of the training are:

  • To clarify learners’ understanding of concepts of gender equality and women’s empowerment;
  • To improve learners’ skills in gender analysis;
  • To improve learners understanding of gender indicators and their use in gender responsive planning and monitoring;
  • To increase learners’ understanding of approaches and strategies of gender mainstreaming within UN Development context with tailored case studies

Duties and Responsibilities

Under general supervision of Programme Specialist the Consultant will perform the following tasks:

  • Develop training module on gender mainstreaming in UN programming and all required handouts (3 w.d.);
  • Conduct 2 two-day training sessions (4 w.d. in total);
  • Prepare training reports (1 w.d.).

Expected deliverables (Deliverables / Timeframe / Number of working days) 

Training module, agenda, presentations and other preparatory documents for the training on gender mainstreaming in UN programming / By 21 October 2015 / 3 working day (w.d.).

Completion of two 2-day trainings (22-23 October (Almaty) and 26-27 October 2015 (Astana) on gender mainstreaming in UN programming for UN personnel in Almaty and Astana/ By 27 October 2015 / 4 w.d.

Report on the 2 conducted training events on gender mainstreaming in UN programming and soft copies of all training materials / By 30 October 2015 / 1 w.d.

Roles and Responsibilities: 

UN Women MCO will provide the venues for the event and ensure participation of relevant UN staff. The Consultant will ensure that training agenda and materials include case studies derived from programming documents of participating UN agencies.

 

Competencies

  • Sound knowledge and understanding of gender equality and human rights agenda in Kazakhstan (as evidenced by record on previous experience and, where necessary, reference check);
  • Ability to facilitate high-level discussions with participation of public officials;and
  • Ability to undertake self-directed research and produce well-written analytical papers (as evidenced by record on previous experience and, where necessary, reference check).

Required Skills and Experience

Education:

  • Advanced University degree in Gender Studies, Law, Development Studies, Public Policy, Political Science, International Relations or related field.

Experience:

  • A minimum of 10 years of professional experience on gender, women’s empowerment  and UN development programming with at least 5 years of proven record in designing and conducting capacity-building training on gender mainstreaming in UN programming, including development of training materials/modules on gender issues;
  • Experience working on development and implementation of UN development programmes in Central Asia is an advantage;
  • Experience working on development and implementation of UN Women programmes is desirable.

Language:

  • Full professional fluency in English and Russian.

Evaluation Process:

The candidates must possess the minimum qualification criteria to be eligible for further technical evaluation. The minimum qualification criteria include Education, Experience, and Language requirements. 

The second stage of the evaluation will be conducted for the short-listed candidates and will be comprised of submission of the evidence on relevant experience and expertise and cumulative evaluation of the technical proposal (70%) and a financial proposal (30%) of the technically qualified candidates.  

Criteria / Max points

  • Advanced University degree in Gender Studies, Law, Development Studies, Public Policy, Political Science, International Relations or related field / 40;
  • A minimum of 10 years of professional experience on gender, women’s empowerment  and UN development programming / 50
  • At least 5 years of proven record in designing and conducting capacity-building training on gender mainstreaming in UN programming, including development of training materials/modules on gender issues / 40;
  • Experience working on development and implementation of gender components of UN development programmes in  Central Asia / 30;
  • Experience working on development and implementation of UN Women programmes / 50;
  • Language Requirements Full professional fluency in English and Russian / 40.

Total: 250

At the second stage of evaluation up to 250 points will be scored to each candidate. 

Only candidates, who will accumulate at least 175 points of the maximum 250 points during the second stage of the selection process, will qualify to the third stage. 

At the last (third) stage of evaluation, the financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:

Fmin - lowest financial offer of all candidates qualified into the second stage

Fc – financial offer of the given candidate       

Financial offer should include all costs related to completion of the task under the current Terms of Reference: honorarium expectations per working day that should be inclusive of any expenses the candidate might incur in relation to above deliverables, inclusive of all travel related expenses (travel to/from Almaty and to/from Astana economy fare and per diem expenses, visa fees if applicable). 

The successful candidates are those, who have accumulated the highest aggregated score (technical  and  financial scoring).

Payment will be disbursed in two instalments upon submission and approval of deliverables and certification by the UN Women that the services have been satisfactorily performed.

Notes:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
