Background

A fundamental enabler in the new development agenda related to reforming growth and development models will be progress in demonstrating how livelihoods and jobs can be generated at a pace, scope and quality that satisfy expectations for rising incomes as well as declining poverty and inequality while meeting considerations of sustainability, inclusiveness and resilience. We now know from the studies of people’s livelihoods that most poor people already do some ‘work’ for themselves or others. Therefore one of the key issues has to deal with the improvements of the quality of existing jobs through various tools (social protection, skills enhancement or better way to match jobs with available talent or skills) or through enabling movement from less to more productive sectors.  This is a highly competitive area where UNDP has to be a key player if it is to remain relevant in many programme countries.

The Sustainable Development Goals (SDG) will be at the centre of UNDP’s work. Jobs and livelihoods will mainly be reported under Goal 8 -Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all; as well as other goals e.g. Goal 1- End poverty in all forms everywhere, with livelihoods and jobs, overall, being key to poverty eradication.

Countries have demonstrated success in achieving progress in MDGs related to health and education and yet face distressed labor markets, leading to social and political unrest. The region as a whole needs to create 5 to 6 million new jobs a year for new job seekers in order to stabilize unemployment rate and the public sector cannot easily absorb new entrants.

Globally, nearly 45% of young people are affected by unemployment. Migration and displacement has affected high number of refugees are struggling to manage the additional needs for jobs, access to services, and livelihoods opportunities, and the impact on the environment.

UNDP is already conducting regional mappings of its jobs and livelihoods programmes/projects in the past 4 years (2010 - 2014) in order to gauge the scope for scaling up action on inclusive and sustainable development. The analysis of the mapping will also refine UNDP’s approach to key ‘embedded’ issues such as women’s and youth economic empowerment, or understanding of what it means to build resilience in the job market and in livelihoods in different country contexts and settings.

In this context, UNDP is seeking a consultant to assist in compiling a global Jobs and Livelihoods Report and finalizing a UNDP Corporate Jobs and Livelihoods Strategy.

Duties and Responsibilities

Overall, the objectives to be achieved include the following:

  • Review, analyse and collate the regional reports on mapping for jobs and livelihoods;
  • Evaluate the regional mapping reports and assess linkages into corporate strategy around the areas of poverty reduction, social protection, youth employment and environmental sustainability;
  • Analyse trends and developments from the regional reports, highlighting key areas of and trends for each region, feeding into the formulation of the Corporate UNDP Jobs and Livelihoods Strategy;
  • Identify potential areas that can address economic, social and environmental dimensions;
  • Participate in team / task force discussions on jobs and livelihoods to better understand the focus of the Jobs and Livelihoods Strategy;
  • Assist and review of the Zero draft UNDP Jobs and Livelihoods Strategy;
  • In consultation with the Task Team Members, undertake indepth revision, editing and hence finalization of the UNDP Jobs and Livelihoods Strategy as is required by the supervisors;
  • From the regional mapping reports, compile a UNDP Global Report on Jobs and Livelihoods Mapping. NB: this Report is a collation of information from the Regional Reports on Jobs and Livelihoods Mapping.

The two main deliverables of this assignment are:

  • A UNDP Strategy on Jobs and Livelihoods;
  • A UNDP Global Report on Jobs and Livelihoods Mapping.

Competencies

  • Knowledge of UNDP programmes, crisis responses, environmental programming and emerging issues under Inclusive Growth and Sustainable development;
  • Strong written and verbal communication skills, in a multi-cultural setting;
  • Objectivity and strong ability to analyze large multi-country data sets in short period;
  • Excellent interpersonal skills and experience working collaboratively in small and large teams with tight deadlines.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in economics, agriculture, business development or other relevant field.

Experience:

  • At least 10 years of relevant international development experience with proven experience in designing/implementing/evaluating programmes and projects related to jobs and livelihoods, inclusive growth, social protection, employment generation, with a strong understanding and (preferably) expertise in macro-micro linkages between the upstream policy and downstream programmes and projects and experience in the area of Jobs and Livelihoods, with an excellent understanding of international development issues and knowledge of the UN system;
  • Strong knowledge and experience of UNDP’s portfolio in the region, across crisis and post crisis (conflict /disaster) countries, Least Developed Countries, middle income countries, non-crisis countries, and countries in development state;
  • Extensive and solid experience in research and data collection methodologies, data collection and analysis/data base management, including use of excel and/or other statistical software for data analysis;Preferably some experience with UNDP programming processes, especially at the country and regional levels.

Language:

  • Fluency in English and Arabic are required with strong verbal and written skills;
  • Fluency in French a bonus.

Scope of Price Proposal and Schedule of Payments    

The payment for this contract will be made upon submission of deliverables in two tranches. A first payment of 50% will be made upon submission of the draft deliverables by 18 Nov 2015. A second tranche of the remaining 50% will be paid upon delivery of final deliverables.

Criteria for Selection of Best Offer

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

  • Technical criteria weight (70%);
  • Financial criteria weight (30%);
  • Only candidates obtaining a minimum of 70 points out of 100 at the technical evaluation will be considered for the financial evaluation.

The breakdown of the evaluation of the technical proposal is as follows:

  • Criteria A: Experience with coordinating global research and proposals development for UNDP and similar organizations (40  points);
  • Criteria B: Experience with editing and producing quality reports in tight deadlines and preparing briefs (40  points);
  • Criteria C: Familiarity with UNDP’s Strategic Plan, Crisis response, SDG’s and global political trends around Jobs, livelihoods and related areas. (20 points).

 Interviews may be conducted.

 Financial Proposal (30%)

 The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal (30 points);
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
