Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Rooted in UN Women’s mandate on ending violence against women, and in line with its Strategic Plan 2011-2017, UN Women is implementing a Global Programme “Safe Cities Free of Violence against Women and Girls” (SC GP). The programme builds on the experiences to date of leading women’s and international organizations and local level initiatives across various parts of the world. The Global Programme aims to produce a global model, tested and proven through a comparative impact evaluation in the cities of Kigali, Quito, Delhi, Port Moresby and Cairo, which can be widely disseminated to policy-makers, mayor’s offices, donors, and civil society for adaptation and upscaling. UN Women office in PNG joined the SC GP, and has developed and is currently implementing with local authorities, NGOs, and other civil society partners the “Port Moresby: A Safe City for Women and Girls Programme” (PM SC Programme).

The PM SC Programme has five outcomes and associated strategies:

  • Reformed and enhanced systems and mechanisms to prevent and reduce SV in public spaces;
  • Strategy: Policy-oriented advocacy with local and national authorities to prevent and reduce SV in public spaces;
  • Enhanced capacity of duty bearers and agents of change to prevent and respond to VAWG;
  • Strategy: Capacity development of duty bearers, and agents of change to prevent and respond to VAWG;
  • Increased respect amongst market users for women’s and girl’s rights to a life free from violence;
  • Strategy: Increasing public awareness and community mobilisation, including outreach to men and youth, to promote gender equality and end VAWG;
  • Gender sensitive infrastructure and social planning measures to address women’s and girls’ safety are in place;
  • Strategy: Integrating gender in development plans, including gender responsive budgeting;
  • Media representatives acquire knowledge to report and cover issues of VAWG and provide information about services available and new campaigns are developed to highlight issues of VAWG in public spaces.

Strategy: Outreach and partnership with the media

Contributing largely to outcome 3 but also potentially to outcome 5, UN Women intends to launch a city-wide behavior change campaign.  The campaign will particularly reach out to men and boys, but also women and girls.  It will be applicable to all public spaces, in particular markets and public transport.  It should focus on a range of behaviours that support safe, accountable and economically empowering public spaces – issues of violence, cleanliness and civic responsibility, and corruption should all be included in the campaign in a locally sensitive manner.  The campaign should be as widespread and widely appealing as possible, making use of local media outlets as well as innovative and appealing to youth.  To the extent possible the campaign should involve local youth in the development and implementation.  Elements of the campaign may include: a regular radio show/adverts; social media; print media campaigns; street art and street theatre.

Under the direct supervision of the Safe City Programme Specialist, the consultant will undertake a participatory design process to develop a costed Safe Cities Behaviour Change campaign, within a budget that will be made clear to the consultant at the outset.  The campaign design should include costed activities, procurement requirements and a timetabled implementation plan.

Duties and Responsibilities

Key functions, expected results and deliverables

The consultant will be expected to:

  • Develop rapport and close working relationships with NCDC Markets Division staff, NCDC Gender and Youth Desks and other stakeholder representative groups such as Vendors Associations, Ginigoada and youth groups;
  • Develop a participatory design process;
  • Reference international and local research on behavior change campaign methodologies and theories of change including the Safe Cities Global Initiative Communications and Advocacy Strategy;
  • Develop a comprehensive costed and timetabled campaign design for validation and feedback;
  • Design validation workshop.

Required Skills and Experience

Education:

  • Masters degree in a relevant field such as Communications, International Development, Community Development, Social Work is essential.

Experience:

  • At least five years of relevant work experience in international or community development with a focus on gender relations;
  • Experience designing, implementing and monitoring gender equity programs essential;
  • Experience in Papua New Guinea and or a developing nation context a strong asset;
  • Experience working with men and boys on issues relating to gender and masculinity a strong asset;
  • Experience designing, implementing or monitoring advocacy campaigns a strong asset;
  • Significant stakeholder capacity development experience a strong asset;
  • Experience working with or alongside UN Women, or any other UN agency or international NGO an asset.

Language:

  • Fluency in English is essential.
