Background

The African, Caribbean, Pacific (ACP) Group of States, the European Union and the United Nations Development Programme (UNDP) have initiated a 3-year, €13.1 million capacity building program to support the low-value minerals and materials (LVMM) sector in the Africa, Caribbean and Pacific Group of States. The sector includes the mining of construction materials (e.g. gravel, sand, clay and limestone), dimension stones (e.g. marble and granite), industrial minerals (e.g. gypsum, potash, salt, bauxite, graphite) and semi-precious stones.

The initiative “Capacity development of mineral institutions and of small-scale private sector operating in low-value minerals in African, Caribbean and Pacific (ACP) countries” aims to help the sector contribute toward the ACP Framework of Action on the Development of Mineral Resources Sector, endorsed by the ACP Committee of Ambassadors in 2011, as well the ambitious United Nations Sustainable Development Goals. The initiative also aims at supporting the development of a competitive local private sector in ACP countries, in line with the EU communication "Increasing the impact of EU Development Policy: an Agenda for Change". This intra-ACP program was initiated by the ACP Secretariat, financed by the European Commission and UNDP, and will be implemented by UNDP at the request of ACP Group of States.

The main focus of the program will be on building the capacity of key stakeholders in the sector, including public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises, associations, and business development centers; and social stakeholders such as civil society organizations and community groups.

Training and support will be provided in the following thematic areas of importance to the sector: 1) mine and quarry management; 2) environment, health and safety; 3) entrepreneurship skills; 4) market analysis and investment promotion; 5) geo-data and maps design; 6) community relations and addressing grievances.

The project will partner with a range of institutions specialized in mining and low-value minerals to develop tailored knowledge products and deliver training in these focus areas.

Website development:

The project seeks to develop a website tailored to its specific knowledge management needs targeting: a) four key stakeholders in the sector, including public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises, associations, and business development centers; and social stakeholders such as civil society organizations and community groups; and b) other key players in the sector including key regional institutions in the ACP, multi-lateral and bi-lateral institutions, development partners, research institutions, academia, international and national NGOs, civil society actors, the financial services sector, private equity firms and other UN agencies.
