Background

The Bureau for Policy and Programme Support (BPPS) has corporate responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogue initiatives, South-South and Triangular cooperation initiatives and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response.  BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to provide high quality, technical support to UNDP Country offices for the design, implementation, monitoring and evaluation of programme support activities.

Duties and Responsibilities

The Governance and Peacebuilding consultant (s) shall report to the Governance & Peacbuilding Cluster Team Leader and coordinate with task manager (Task managers will likely differ from task to task).  The main areas of work are as described below:

Outputs and deliverables

  • Research of knowledge and advocacy products in the field of governance and peacebuilding with particular relevance to Arab States;
  • Finalization of Resource mobilization documents of the Governance and Peacebuilding Cluster Arab States;
  • Any other task as required.

Assignment details:

  • Research, draft and edit texts (such as but not limited to project documents) – including charts and graphs, as needed;
  • The consultant will draft an outline based on research as well as consultations within the CO as well as with relevant external stakeholders to ensure that the content accurately reflects and includes the major needs and alignment to the priorities envisaged;
  • After the draft text is reviewed by the relevant G&P team members, the consultant will incorporate revisions related to content, design and/or language. Where applicable, the text will adhere to branding standards for language and presentation;
  • Ensure timely incorporation of feedback received from internal and external peer reviewers into draft manuscripts;
  • Finalize Resource mobilization documents;
  • Summarize, draft and edit succinct communications pieces in close cooperation with UNDP task managers.

Competencies

  • Excellent research, analytical and writing skills demonstrating complete fluency in English language;

  • Ability to be flexible and respond to changes as part of the review and feedback process;
  • Strong interpersonal skills and the ability to communicate and work well with diverse and multicultural supervisors and staff members
  • Demonstrated ability to meet deadlines and work under pressure.

Required Skills and Experience

Education:

  • Master’s Degree in development studies, human rights, governance and peacebuilding, social sciences, communications, international relations or other development or communications-related area of study.

Professional Experience:

  • Minimum 5 years of experience as consultant or analyst of relevant reports and articles;
  • Experience in writing for development-related organizations, research centres, or multilateral institutions required;
  • Substantive understanding of and/or background in one or more of the following areas of specialization: achievement of the Millennium Development Goals (MDGs) and the process to define a post-2015 development agenda; democratic governance; human rights, recovery;
  • Good understanding of issues of fragility and conflict and the role of international institutions in these settings;
  • Experience working in countries in the Arab States region an asset;
  • Experience of working for UNDP an asset, including knowledge of UNDP terminology, language and style;
  • Experience of working for UNDP an asset, including knowledge of UNDP terminology, language and style.

Language Skills:

  • The candidate shall be fluent in the English with excellent writing abilities.

Financial Proposal:

Interested candidates should make a lump sum to produce the 4 outputs which can be guided by the estimated number of days that have been provided for each output in the table above.

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Applications will be screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Masters degree in development studies, human rights, law, governance and peacebuilding, social sciences, communications, international relations or other development or communications-related area of study;
  • Experience in writing for development-related organizations, research centres, or multilateral institutions required;
  • Language: Complete fluency in English (written and oral);
  • Mandatory submission of UNDP Personal History form (P11);
  • Two samples of work you consider to be the best and most relevant examples;
  • Competences and qualifications based on the UNDP P11 form submitted by each candidate.

Candidates will be assessed and scored against the following evaluation criteria.

Evaluation of Candidates (max 100 points):

  • Writing as expressed in the work samples makes complex topics easy to understand with clear, coherent and concise argumentation and analysis; 40%;
  • Relevant experience in writing and /or editing; 30%;
  • Writing illustrates clear understanding and knowledge of the substantive issues covered by UNDP (as set out above); 30%.

Step II: Financial Proposals

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

  • Shortlisting/ Desk review: 70%;
  • Financial proposal: 30%.
