Background

Duties and Responsibilities

The objective of the assignment:

UN Women is embarking on a Business Change Initiative that aims at reviewing and re-engineering a significant number of existing business processes in order to improve compliance including with QCPR (Quadrennial Comprehensive Policy Review), pursue with simplification and harmonization of business practices and achieve efficiency improvements.

Under the guidance and direct supervision of the Chief of Procurement, the consultant will work in close collaboration with the Procurement Section and its stakeholders (Operations, Program and Projects staff). This collaboration will take place both locally and internationally, ensuring transparency, efficiency and effectiveness, as well as establishing a standard of practice in the execution of procurement services and processes to solidify the collaborative efforts by developing new and innovative approaches to strategic sourcing across the UN agencies. The consultant will be based in UN Women’s HQ office location in NY.   The objectives of the assignment is to:

  • Project Lead for Procurement-To-Pay (InTend) rollout and implementation;
  • Assist Procurement team in analyzing policy gaps and coordinate policy work improvements;
  • Support Procurement team with rollout and implementation of new policies.

Project Lead for Procure-To-Pay (InTend) rollout an implementation, focusing on the achievement of the following results:

  • Coordinate the development of customized templates and configuration of the system as per UN Women requirements. Assume system administrator role, manage users and groups accounts and profiles, develop access rules and control procedures. Upload procurement templates and other documents and ensure proper Atlas data integration;
  • Define test approach and procedures, develop test cases based on UN Women requirements. Conduct appropriate test of the training environment, applications and interfaces. Conduct appropriate installation tests prior to rollout. Package the test kit for testing of new releases. Develop new tests and add to the test kit as changes are made to the system;
  • Revise project document, UN Women policies and procedures, make the necessary amendment to reflect new workflows and final system configuration. Draft/design new or modified templates and forms as needed. Update online support tools consistent with new policies, procedures, forms and templates;
  • Develop user's guidelines and quick reference materials. Determine training approach and develop training material to be used for training system users. Establish, communicate and implement training plan. Train users and trainers. Publish training documentation. Implement and provide technical support and online help as needed;
  • Plan and oversee the implementation process, including phased rollout with users to move onto the new system in a series of steps over an extended period of time. Go live with the new system, monitor system performance and tune as needed. Monitor bug reports and coordinate bug fixes;
  • Conduct post implementation project and system reviews. Keep requirements documentation up to date when specifying changes to be made to the system. Make sure that necessary changes are applied and tested before being implemented. Update workflows and procedures as changes are made. Update documentation as required and communicate the changes.

Assist procurement team in analyzing policy gaps and coordinate policy work improvements, focusing on achievement of the following results:

  • Recommend and/or introduce innovations and good practices based on emerging trends (e.g. in the normative operational context), mechanisms and tools;
  • Assist in coordinating the maintenance and updating of policies and procedures, ensuring that the policies and procedures reflect international standards are streamlined, understandable and in line with best practice;
  • Coordinate the maintenance and updating of policies and procedures, and ensure alignment between UN Women and other Agencies policies where appropriate, and updating of all related prescriptive content;
  • Support in streamlining business processes across applicable business units and in compliance with applicable regulations and rules, policies and procedures to meet UN-Women commitments, goals, and objectives;
  • Provide direct support to the formulation of coherent, holistic and implementable conceptual policies. This will include: formulation of related policy directives, specification of relevant business and implementation procedures, and support to the rollout of requisite systems and tools, and specific guidance on monitoring and evaluation systems.

Support procurement team with the rollout and implementation of new policies, focusing on achievement of the following results:

  • Design the appropriate forms, workflows, training materials, and plans for the roll out/implementation in support of the procurement related initiatives at HQ and in the country offices;
  • Conduct user trainings as needed;
  • Promote the new policy by designing the most effective tools using appropriate methodologies and analyzing various needs and constraints of policy users, in close collaboration with colleagues at HQ and in the country offices.

Required Skills and Experience

Education:

  • Bachelor’s Degree in public or business administration, procurement, finance or other related field;
  • Procurement Certification will be a distinct advantage.

Experience:

  • Minimum of 5 years experience in procurement and in working with procurement-to-pay systems and tools;
  • Experience in implementation of procurement-to-pay computer or internet based solution (including ERP procurement modules) will be an advantage;
  • Solid procurement and project management skills;
  • Familiarity with IT systems and tools, especially ERP systems, procurement-to-pay systems is an advantage;
  • Familiarity with UN procurement;
  • Experience in organizational change management initiatives;
  • Proficiency in using PC computers and Microsoft Office Suite software programs (Word, Excel, Outlook, PowerPoint);
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of automated procurement systems, experience in handling of web based management systems.

Note:

Travel and Logistics:

In the case of International Consultant, the incumbent will be responsible for her/his travel cots from her/his home/resident country to/from New York (duty station).  If US visa is required, UN Women will provide a Note Verbal to facilitate the visa process.  However, the consultant will remain responsible to obtain her/his visa.
