Background

The United Nations Development Programme (UNDP) Country Office (CO) in the Democratic Republic of Congo (DRC) is aligned with UN reform and the UNDP Strategic Plan (2008-2013). UNDP’s vision in DRC is to remain a viable and trusted development partner promoting and consolidating peace and security while strengthening good governance and poverty reduction, in close partnership with the Government and all other stakeholders.

UNDP supports programmes aligned with DRC’s national priorities which target the Millennium Development Goals (MDGs) and the mobilization of political and financial commitments for actions conducive to the removal of barriers to the countries’ development. UNDP advocates for donor support to DRC while ensuring that the Congolese are at the centre of their own development. UNDP has played a critical role in the transition, post electoral and post conflict stabilization and development phase.

The Country Programme of UNDP DRC 2013-2017 has aligned its interventions to support the five Poverty Reduction Strategy Paper (PRSP) pillars. The CPD consists of three outcomes and focuses on two main pillars: Governance and Inclusive growth.

As a part of the change management processes of the CO, the Programme Quality Assurance and Advocacy (PQAA) Unit was established in 2014 to enhance programme capacity and delivery within the CO. The PQAA Unit groups the cross-cutting teams (M&E, Communication, Gender and Partnership) at the CO level to ensure the compliance of UNDP Programme requirements and management of development results.  The Unit supports the CO Senior Management in the development of innovative substance-driven partnerships, ensures linkages between strategy and programme implementation, ensures overall programmatic compliance, and monitors programme effectiveness. It supports data and evidence-driven planning and decision making of the country office.

Duties and Responsibilities

Under the supervision of the Deputy Country Director (Programme) and in close collaboration with other programme units (Governance and Inclusive Growth) and Operations quality assurance unit , the Coordinator specialist will be responsible for the following:

  • Ensure and facilitate linkages and synergies between teams and ensure effective day-to-day collaboration with the programme teams;
  • Monitor the programme overall performance, PQAA’s staff capacity building and knowledge management;
  • Ensure compliance of the CO to the UNDP M&E requirements and effective communication between the CO and the HQ Units on M&E and management of development results;
  • Ensure high level of  quality reports;
  • Manage communication for developments by ensuring that UNDP quality reports and best are documented and communicated to its clients, partners and HQ;
  • Support the UNDAF planning and reporting processes;
  • Ensure that UNDP programme is gender sensitive and gender is factored and mainstreamed in all UNDP related matters;
  • Support the CO in the development and consolidation of strategic partnerships.

Summary of Key Functions:

Ensure and facilitate linkages and synergies between PQAA teams and to ensure effective day-to-day collaboration with the programme teams:

  • Ensure strategy-driven country office outreach and communication;
  • Coordinate and expand the country office partner base;
  • Supports strategic planning and monitors development effectiveness & impact;
  • Support the programme development effectiveness through provision of assistance in the programme and project design;
  • Ensure collection, management and visualization of data;
  • Ensure the implementation of the CO gender strategies.

Ensure the compliance of the CO to the UNDP M&E requirements and ensure the effective communication between the CO and the HQ Units regarding country office performance M&E and management of development results:

  • Ensure that the programme units conduct M&E activities, Communication, gender and partnership in line with UNDP corporate policies, procedures and requirements;  
  • Manage the implementation of the UNDP DRC M&E Business Process and mechanism within all the relevant programme units and update the business process document, the memos and tools as necessary;
  • Provide relevant technical support to the programme units on matters related to M&E, results-based planning, communication, gender and partnership, including training;
  • Monitor the M&E related indicators in the RBA BID to ensure the compliance of corporate requirements.

Manage monitoring and evaluation activities at the CO level:  

  • In collaboration with the Programme and Operation Units, manage the preparation and timely submission of Results-Oriented Annual Report (ROAR), by providing technical guidance and coordination support;
  • In collaboration with M&E staff from the programme units, manage quarterly results monitoring of key projects and outcomes by using Atlas Project Management and ERBM Platform and organize the results review meeting on a quarterly basis;
  • In collaboration with the Deputy Country Director/Programme, organize annual review meetings of Programme Board with partners;
  • In collaboration with programme units, organize mid-term and annual review meetings of the Outcome Board in order to systematically review the progress of CPAP outcomes with partners;
  • Monitor the realization of quarterly review meetings with partners by Programme Units and report to the Deputy Country Director/Programme;
  • Manage the implementation of the UNDP DRC Evaluation Plan in accordance with the UNDP Evaluation Policy and monitor UNDP Evaluation Resource Centre (ERC) on a regular basis;
  • Manage decentralized evaluations at the CO level (e.g. final CPAP evaluation) and support the management of independent evaluations by the Evaluation Office (e.g. Assessment of Development Results);

Ensure that the CO strategy for communication for and capacity is enhanced:

  • Coordination of and support to effective communication for development;
  • Coordination of the planning and design of internal and external strategies for communications and outreach;
  • Promotion of the country office social media presence; technical and capacity support to the development of programme-based communication materials;
  • Ensure that UNDP development results are documented and communicated and the organization success stories are told.

Support the CO gender strategy and programme sensitivity to gender issues:

  • Ensure the quality assurance of gender activities in the Country office;
  • Coordinate the development of annual work plans with the inclusion of gender in programmes and projects documents and reports;
  • Coordinate the various steps of the gender process with gender experts from UNDP and other bi- multilateral partners, in support of programme activities.

Support the development and consolidation of strategic partnerships:

  • Ensure the analysis of CO opportunities for partnership building and resource mobilization; development and maintenance of partner-specific intelligence; identification of CO opportunities in light of CO comparative advantages and partner/client needs;
  • Ensure the analysis and preparation of information to country office senior management and staff on developments and strategies in the framework of the international aid effectiveness debate;
  • Lead the maintenance of country and UNDP programme-specific aid effectiveness indicators and data; Compilation, analysis and distribution of lessons, experiences and knowledge from UNDP programme implementation.

Management and Leadership of the Unit:

  • Manage the annual work plan and budget of the PQAA Unit;
  • Supervise the staff of the PQAA Unit;
  • Coordinate with the team leaders, programme advisors and experts from the programme units to ensure the effective communication and information sharing and to promote programme quality assurance and advocacy activities;
  • Serves as lead advisor to the CO senior management on the development of programmes and projects to ensure strong independent evidence base, results focus and quality;
  • Oversee the design and the implementation of the CO programmes and projets;
  • Provide authoritative advices for the collection of reliable, accurate and coherent information and data to assess the performance and impact of programmes and projects.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in International Development, Public Administration, International Affairs, or other related field;
  • Completed Prince2 training and certification in results-based management are desirable.

Experience:

  • A minimum of 7 years’ experience with progressive responsibilities in monitoring and evaluating programmes/projects in the field of development, crisis prevention and recovery and/or humanitarian settings;
  • In-depth knowledge of results-based planning, monitoring, reporting;  evaluation and programme/project management;
  • Experience as a trainer on results-based M&E;
  • Experiences in developing practical guidance and tools on M&E;
  • Knowledge of UNDP and UN system programming is desirable;
  • M&E experiences in UNDP and/or other UN agencies are desirable.

Language Requirements:

  • Fluency in both English and French (speaking, reading and writing) is required for this post.
