Background

The role of the LSA is to assist Chief Security Adviser (CSA) / Deputy Security Adviser (DSA) / Field Security Coordination Officer (FSCO) or his designate in the execution of his/her security responsibilities at the assigned duty station. Under the guidance and supervision of the Field Security Coordination Officer (FSCO), the LSA is to demonstrate a client-oriented approach to security management with a high sense of responsibility, courtesy and tact. LSA is required to work with people of different nationalities and cultural backgrounds often in a complex security environment. The LSA will be responsible for assisting the CSA and/or DSA / FSCO on day-to-day security and administrative related operations for UNDSS Indonesia. His / Her main tasks include liaison with the national and provincial police counterparts to gather information on security matters affecting UN staff and programmes in various locations in the country and reporting them to the CSA. He / She will also assist UNDSS/UN agencies to facilitate investigation of criminal incidents/traffic accidents involving UN staff/premises in Papua and West Papua provinces and other UN locations where LSAs are not in situ.

 

Duties and Responsibilities

Summary of key functions:

  • Assists FSCO in collecting, updating and communicating information regarding the security situation in the country;
  • Assists in maintaining the regional Security Plan, including updating staff lists;
  • Supports the FSCO with the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Organizes and delivers training courses on security awareness and preparedness;
  • Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS)and office safety, and security preparedness;
  • Provides general administrative assistance to the FSCO


1.  Assists the FSCO in collecting, updating and communicating information regarding the security situation in the country:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the CSA/SA/FSCO;
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to UNDSS in the absence of the SA, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • Manage internal the security clearance system
  • May be requested to provide technical assistance at ASMT meetings, in the absence of the FSCO.


2.  Assists in maintaining the Regional Security Plan, including updating staff lists:

  • Helps in the preparation and review of the UN Regional Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.

3.  Assists the FSCO in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.  Also assists with the compilation of data required for the MOSS Self-Assessment Programme.


4.  Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report.


5.  Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.


6.  Provides general administrative assistance to the FSCO:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.


7.  Performs other security-related tasks assigned by the FSCO:

  • Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.

 


Impact of Results


The results achieved by the LSA have an impact on the efficiency of the UNDSS unit. Accurate presentation of information strengthens the capacity of the office and promotes the image of UN/UNDSS as an effective contributor to the development of the country. The administrative/logistical support lends directly to the effectiveness of the UNDSS unit. Most importantly, the LSA is to contribute to the enabling of the UN within the policy and procedures related to good risk management and the directive of the CSA.

Holds a valid national driving license and more than 5 years of driving experience with a good record.

  • Excellent analytical, reporting, communication and desk-top publishing skills; Ability to work in a team, meet management schedules and produce high quality results
  • Computer literacy in Word, Excel (finance, inventory tables), PowerPoint, Access and internet applications are compulsory.
  • Familiar with electronic and communication devices: GPS, Satellite phone, Radio

Education:

  • Completion of Secondary School or Diploma (complemented with 5 years experience) in business administration, public administration, journalism, languages, security or related field.
  • A university bachelors degree or higher is desirable but not a requirement.
  • A military staff college or police college combined with experience in a senior command post may be accepted in lieu.

Experience:

  • A minimum of 5 years experience in the field of security/safety, journalism, community services, humanitarian assistance or related field.
  • Experience with an international organization, NGO or IGO is desirable.
  • Excellent knowledge of the political and security situation in Papua and West Papua and good networking within Papua.
  • Language requirements:
  • Fluency in written and spoken English and Bahasa Indonesia is essential, including the ability to draft, edit and finalize documents in English.
