Background

ORGANIZATIONAL CONTEXT

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Background
Indonesia is the third largest emitter of CO2 and the world’s largest emitter from agriculture, forestry and other land use. In response to this situation, on 26 May 2010 the Governments of Indonesia and the Kingdom of Norway signed a Letter of Intent to establish a REDD+ (Reducing Emissions from Deforestation and Forest Degradation) Partnership to tackle greenhouse gas emissions from deforestation and forest and peat-land degradation in Indonesia. REDD+ is a global mechanism which provides an opportunity for developing countries like Indonesia to move towards a sustainable green economy through the implementation of REDD+ activities and, for industrial countries like Norway, to support a reduction in global deforestation by contributing funds for these activities. For Indonesia, REDD+ also offers a way to achieve the Indonesian government’s voluntary commitment to the world to reduce emissions as much as 26 per cent under a business-as-usual scenario or up to 41 per cent with international support by 2020. This commitment internationally announced by the then President Yudhoyono at the G20 Summit in Pittsburgh on September 2009.

Under the President Yudhoyono’s administrations, climate change issues (including REDD+) have been addressed by several institutions,  namely Ministry of Environment, Ministry of Forestry, National Council on Climate Change and BP-REDD+ Agency, and Bappenas.
 
The changes in government after presidential election in 2014, has resulted changes in management approach. In January 2014, President Joko Widodo has agreed for the proposal to merge the Ministry of Environment and Ministry of Forestry. The President has decided that for the sake of better coordination, effective management and efficiency, climate change issues need to be addressed and managed under single institution. President then issued a decree. 16/2015 to establish a Ministry of Environment and Forestry – as a result of the merger of 4 national institutions (Ministry of Environment, Ministry of Forestry, National Council on Climate Change and BP-REDD+).

Included in this decree was the establishment of new Directorate General of Climate Change who is mandated to manage the climate change agenda (including REDD+).


Context of this TOR:
To support the new Directorate General of Climate Change, REDD+ Project is currently implementing legal reform programme. In this context, REDD+ Project is seeking to engage Technical Associate - Legal Reform.  Under the guidance and supervision of the Work Stream Coordinator, the Technical Associate -Legal Reform will provides support services to ensure high quality of work, as well as accurate, timely and properly recorded/ documented service delivery. The Incumbent will works in close collaboration with the Project Operations and other projects staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Summary of Key Functions:
1.    Support the legal reform team to ensure effective project planning, budgeting and  implementation
2.    Support to the effective reporting on progress of project implementation
3.    Provides administrative support to the legal reform team of the Project Management Unit
4.    Supports knowledge building and knowledge sharing


1.    Support the legal reform team to ensure effective project planning, budgeting and  implementation focusing on achievement of the following results

  • Coordinating of the legal reform planning and preparation, a large and highly complex component of the legal reform initiatives;
  • Analysis, researches, summary and presentation of  basic information/data on specific project and related topics;
  • Preparation for legal reform trainings, meetings, FGDs, workshops and other relevant activities.
  • Preparation for documents and submission to relevant parties for approval by relevant parties
  • Implementation of  project standard operating procedures in line with the government and UNDP’s regulations;

2.    Support to the effective reporting on progress of project implementation

  • Preparation and analysis of legal reform workplan and budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates   submissions of work proposal and budget estimation, ensuring requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.  
  • Preparation, submission of the training reports to the supervisor for necessary advices and follow up actions.
  • Preparation of results oriented progress reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner;
  • Preparation of data for monitoring of the legal reform projects; categorization, updating, tracking and analysing data related to projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews
  • Identification of issues and initiates requisite follow-up actions
  • Preparation of reports on budget revisions, expenditures and obligations, verification availability of funds;
  • Preparation for financial authorizations for expenditures to be approved and documentation in prevailing budget system;
  • Preparation of annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a medium size project.

3.    Provides administrative support to the legal reform team of the Project Management Unit focusing on achievement of  the following  results:

  • Provision of guidance to implementing partner and serves as focal point for coordination, monitoring and expedition of project   implementation activities, involving extensive liaison with a diverse organisational units to initiate requests,
  • Preparation of  standard terms of reference against project objectives, obtained necessary clearances, process and follow-up on administrative actions and provision of solutions to the issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
  • As focal point for responding to the complex information requests and inquiries; review and establishment of filling management system; organization of meetings, workshops; monitoring of implementation of various routine administrative tasks.
  • Preparation of draft correspondence on complex budget-related issues, periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
  • Establishment of filing management for internal databases; updated statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews;

4.    Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  • Organization of legal reform knowledge sharing for the projects staffs;
  • Preparing and assisting in publication of multiple languages report as a tool to communicate results, stakeholder knowledge and buy-in to the project, and resource mobilization for the project;
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department drafts project summaries, coordinates with editor, translation services, etc;
  • Preparation of draft correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares project’s contributions for a variety of periodic reports.
  • Synthesis of lessons learned and best practices in project management support function and
  • Contributions to knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the overall execution of legal reform activities of the REDD+ project management services and success in implementation of operational strategies.

Required Skills and Experience

Recruitment Qualifications
 

Education:  

Bachelor degree in Law.

Experience:   

  • Minimum 4 years of professional experience, preferably in the field of trainings for legal institutions and/or paralegals for Bachelor Degree.
  • Demonstrated familiarity with development projects in Indonesia, with related to the Legal, Justice or Social issues related would be desirable.
  • Knowledge of and experience in supporting technical assistance of Legal Reform related project will be highly desirable.

Language Requirements:    

  • Fluency in written and spoken Indonesian; and
    Fluency in spoken English and a working ability in written English.

Other Requirements:    

  • Strong knowledge and experience in project management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
  • Good inter-personal skills.
  • Full time availability for project management support duties is essential.
  • Familiar with Government and UN/UNDP procedures would be desirable
  • Up-to-date computer skills required, knowledge of spreadsheet and database packages
  • Experience in handling of web based management systems would be preferable.
