Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 With support from the Swiss Agency for Development and Cooperation, UN Women Asia Pacific Regional Office, Bangkok is implementing a regional project on “Empowerment of Women Migrant Workers through Implementation of Standard Terms of Employment” in South Asia.

 In taking the objectives of the project forward, UN Women is working in partnership with Regional and National government organizations, private recruitment agencies, civil society actors, migrant worker alliances and networks, other partner UN Agencies like ILO and IOM, to promote and implement standard terms of employment in line with the principles of ethical recruitment as the lack of it results in exploitation and violation of women migrant workers’ rights. The project is focused on working with women migrant flows from South Asia to the Gulf corridor predominantly in the care sector as domestic workers.

The Project Officer (Migration) under the guidance of the Deputy Representative India MCO and supervision of the Regional Programme Manager – Migration, APRO will be primarily responsible for the implementation of the Sri Lanka country project. She/ He will contribute to the effective management of the project by providing substantive inputs to programme design, formulation, implementation and monitoring of the activities.

 She/he will work in close collaboration with the APRO Migration team in Bangkok, India MCO Migration focal point person, other country project offices, Government officials, multi and bi-lateral donors and civil society groups in taking the project delivery forward.    

Duties and Responsibilities

Programme Development and Management:

  • Support effective management, implementation, and monitoring of the programme activities of at the country level defined in the programme work plans;
  • Provides support for timely implementation and monitoring the progress of project implementation in Sri Lanka;
  • Provides support to Regional Partners in developing concept notes and Terms of Reference (Tors) for the implementation of country and regional activities;
  • Undertakes research to assist development of proposals, advocacy initiatives and knowledge databases for the programme;
  • Coordinate and support the implementation of a monitoring system across countries in the collection of information and data for results reporting.

Inter-agency Coordination Support:

  • Contribute to the advocacy work around regional and global processes like the Colombo Process (CP), Abu Dhabi Dialogue (ADD), Global Forum on Migration and Development, and engagement with South Asian Association for Regional Cooperation (SAARC) and SARTUC;
  • Support the preparation of progress reports and inputs to various reports as required. Participate in project planning, review and monitoring, as well as provide support in preparing for policy dialogues with government and civil society partners including Intergovernmental processes with a focus on the Colombo Process and Abu Dhabi dialogue;
  • Support effective coordination with internal and external stakeholders. Develop partnerships and working relationships with ILO, IOM, and other multilateral and bilateral agencies, NGOs, donors, foundations, governments and other relevant networks for undertaking advocacy on gender responsive labour migration;
  • Provide support to the APRO and India MCO Management Unit in preparation of presentations for internal and external meetings; prepare briefings for country and regional visits, ensuring consistency of messaging and quality of materials.

Strategic partnerships and resource mobilization Support:

  • Fosters program sustainability and mobilization of resources;
  • Identification of emerging good practices synthesis and compilation of lessons learned linked to programme outcomes;
  • Timely information on the programme activities on the quarterly basis to ensure seamless coordination with donor;
  • Plan timely and structured support to donor reporting mechanisms, monitoring activities (including delivery of funds) providing timely inputs and related process documentation on programme implementation.

Advocacy support and Knowledge building and management:

  • Actively engage in knowledge sharing and peer learning. Proactively contribute to knowledge networks and Communities of Practice (COP). Support development and dissemination of knowledge products by assisting in the preparation of technical and advocacy publications, working papers, in collaboration with Programme team in respective country offices;
  • Assist with timely updating UN Women’s website on the project outcomes and stories from the field;
  • Undertake research to assist development of proposals, advocacy initiatives and knowledge products for the programme sustainability and explore future scope of the initiative in the region.

Any other duties assigned by the Supervisor.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Gender studies, Human Rights, Social Sciences or related field.

Experience:

  • Minimum 2 years relevant experience at the national or international level working with development projects including hands-on experience in design, monitoring and evaluation of development projects in the field of gender and migration.

Language:

  • Fluency in English and local language of the duty station.
