Background

The overall objective of the assignment is to design and develop a customized Tracking database for the United Nations Capital Development Fund (UNCDF) to aid in the tracking of project related activities including spending, requests, contracts, and dates etc. for the various projects implemented by different government agencies and local authorities in districts in Somalia.

Objectives of the assignment:

  • Design and develop a database for use by the various government agencies and local authorities in Somalia for tracking of project spending, accounting, advertisements for contractors, contract issuance, important deliverables, reporting and other purposes;
  • Develop the database system using open source tools and provide viable and affordable hosting options, preferably on the cloud;
  • Develop a relevant user guide/operation manual;
  • Train staff on how to operate the database to satisfy the various government, UNCDF and donor data needs and enable it to address minor troubleshooting problems;
  • Where necessary, and in consultation with UNCDF, recommend and develop alternative data collection tools that would better serve the concerned agencies’ data management.

Duties and Responsibilities

The consultant is expected to develop a database system that enables:

  • Capture of yearly budget and funding information per districts including by distribution per sector;
  • Capture of primary project information including but not limited to the unique project identifier, project title, project description, sectors and districts;
  • Tracking of the allocation of contracts to contractors;
  • Tracking of spending per project;
  • Tracking of advertisements for contracts in districts, tracking of contract issuance dates, and tracking of requests (Invoices, payments);
  • Sending of notifications of SMS and emails to contractors on the progress of their requests;
  • Trigger alerts when specific dates and milestones are reached;
  • Capture the approval processes and workflows from the district, local government, Ministry, to the UNCDF and Donor level. This should be inclusive email notifications generated once each level of approval is finalized;
  • Tracking of project contract information using barcode scanners and/or QR code readers.

Donor and government counterparts should be able to query the status of any given project to find out how far it has progressed via email / sms notifications:

  • Mapping and spatial reports;
  • District and sector specific analysis;
  • Different levels of user rights;
  • Analysis and generation of general and specific reports.

Competencies

  • Good understanding of management information system is required;
  • Ability to handle simultaneous projects and tasks in a process-oriented manner.

Required Skills and Experience

Education:

  • Basic degree in Computer science, with at least 5 years’ experience in Website Design and Development.

Experience:

  • At least 5 years technical experience in the design of database set up and design of relevant user guides/manual;
  • Programming experience, with an emphasis on website design and development and/or server-side/client side applications;
  • Excellent skills in web development and open source operating systems, open source tools including PHP and PHP frameworks, MySQL, JQuery, HTML5;
  • Client side coding - Mastery of Cascading Style Sheets (CSS), XHTL, DHTML, Java scripts;
  • Server side - Extensive knowledge of scripting languages such as PHP, ASP, VB and ASP.NET;
  • Extensive knowledge of database-driven websites integrated with Content Management Systems (CMS) both Open Source and Propriety;
  • Proficient with Database; MYSQL, SQL, CGI / PEARL;
  • Experience with Macromedia Dreamweaver, Macromedia Fireworks, Visual Studio, Adobe Photoshop and Front Page, with ability to use FTP if necessary.

  • Fluent in English.
