Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; the achievement of equality between women and men as partners and beneficiaries of development; human rights; as well as humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Albania operates in four core areas, focused on women’s economic empowerment, promoting women in decision making and their active political participation, eliminating violence against women (EVAW) and supporting gender responsive national planning and budgeting.  UN Women support to the Government of Albania and civil society seeks to support the adoption and application of global normative standards and in line with CEDAW and EU Doctrine on Gender Equality and Empowerment of Women. Under the EVAW portfolio UN Women supports both implementation of normative standards (CEDAW, Istanbul Convention) and national legislation and provision of targeted assistance to establishment of pilot services in compliance with international standards. In addition, UN Women is the lead agency coordinating UN efforts around the UNiTE to end Violence against Women campaign and providing technical assistance and guidance to the Ministry of Social Affairs and Youth in coordinating government and non-government efforts to prevent violence including through involvement of men and boys.

To assist with professional expertise on the implementation of the EVAW initiatives, UN Women will need the services of an International EVAW Junior Consultant.

Overall objective

The overall objective of the international junior consultant is to assist with professional expertise on the implementation of the UN Women’s EVAW activities.

Duties and Responsibilities

Under the guidance of the UN Women Representative and direct supervision of the Head of Programme, the incumbent will support UN Women in the planning and implementation of the EVAW portfolio. With specific responsibilities for providing leadership and coordination of the HeForShe campaign in Albania, and directly supporting the drafting of policy documents for UN Women and with the Government of Albania.

In more detail inputs will include:

  • Under the guidance of the Head of Programme provide leadership and coordination and oversight to all aspects of the HeForShe campaign; notably in determining the campaign communication strategy and leading on implementation.
  • Advise the Head of Programme on planning and budgeting processes necessary for the implementation of the EVAW Programme and HeForShe;
  • Provide policy advice on all EVAW related engagements by the Albania country office including as part of regional initiatives;
  • Implementation of the new projects to be developed and funded in EVAW and involvement of men and boys;
  • Advice and oversight regarding selection of consultants and CSOs that will collaborate with UN Women under the EVAW portfolio and HeForShe;
  • Under the guidance of the Head of Programme, take a strong role in drafting EVAW policy documents and liaise closely with the Government of Albania;
  • Lead reporting of EVAW portfolio and RBM within a “One UN” context,  highlighting process, analysis, outcomes and lessons learned from the interventions undertaken with the reported period;
  • As directed provide oversight to contracted consultants and organisations, including supervision, including as related to UNTF and FGE grantees, providing technical guidance and monitoring their activities;
  • Coordinate, innovate and lead preparation of promotional materials under the programme portfolio; including driving creativity in shared programmes, visibility and measurement of behavioural change;
  • Interact with UN agencies, noting the strong One UN stance in Albania, and government counterparts in the framework of the EVAW portfolio, with a view to support their partnership with UN Women;
  • Monitoring and evaluation of EVAW portfolio related activities, results and impact as required;
  • Support and participate in capacity building activities related to the programme portfolio and the UN Women CO;
  • Technical assistance in organizing project activities as specified in the Annual Work Plans;
  • Other tasks as assigned by the Head of Programmes and UN Women Representative.

Competencies

  • Knowledge and understanding of the principles of sustainable human development and human rights approaches;
  • Strong commitment in advancement of women’s rights, achievement of gender equality and eradication of domestic violence;
  • Good knowledge and understanding of United Nations System and particularly the role and mandate of UN Women is essential;
  • Analytical skills, initiative, sound judgment, results-oriented and efficiency in a multi-tasking environment;
  • Good inter-personal and teamwork skills, networking attitude, ability to work in multi-cultural environment;
  • Ability to work under pressure in complex situations;
  • Ability to work in an independent manner, set priorities and organize the workflow efficiently;
  • Willingness to travel around the country to coordinate, attend and monitor project activities;
  • Full working knowledge of English, including excellent writing and presentation skills;
  • Very good computer skills and ability to use information technology as a tool and resource.

Required Skills and Experience

Education:

  • Master’s degree in Communication, Development or Gender Equality studies desirable. University degree in social sciences and development-related disciplines (communication, international development, gender and social studies, or any other social science related to development).

Experience:

  • At least 3 years of professional experience working in the field of social development, gender equality and violence against women;
  • Experience in implementing EVAW policy, development programmes and projects in the Balkans strongly preferred;
  • EVAW communication experience essential;
  • Experience working on international policy essential, preferably linked to the implementation of international law and global normative standards;
  • Sound knowledge and previous experience in EVAW policies and most importantly EVAW communication sound expertise;
  • Previous experience with awareness raising campaigns on gender equality and involvement of men and boys;
  • Study and work experience in other countries preferred.

Language:

  • Fluency in English (spoken and written).

Duration of the Work

The international junior consultant will be contracted for a period of one year (January 1st – December 31st, 2016) with required level of effort of up to 20 days per month.

Duty Station

The successful contractor will be required to perform tasks with physical presence in Tirana, Albania. Some travel to other regions as well as international travel for project activities might be required when authorised by the UN Women Representative. UN Women Albania will cover these travel related costs based on UN Women travel policies.

Evaluation of applications

UN Women applies a fair and transparent selection process. Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications/skills and their financial proposal.

Contract will be awarded to the junior consultant whose offer has been evaluated and determined as:

  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below combined technical and financial criteria.

The award of the contract will be made to the junior consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight – 70%;
  • Financial Criteria weight – 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for the Financial Evaluation

Technical: Weight 70%   Max. Point 70:

  • Education: Weight 10% Max. Point 10;
  • Expertise in the area of social development, GE and EVAW: Weight 10% Max. Point 10;
  • Experience in implementing EVAW policy, development programmes and projects in the Balkans; experience working on international policy essential, preferably linked to the implementation of international law and global normative standards: Weight 15% Max. Point 15;
  • Sound knowledge and previous experience in EVAW policies and most importantly EVAW communication sound expertise; Weight 10% Max. Point 10;
