Background

Thailand’s Low Emission Capacity Building (LECB) project has been designed to address climate change and environmental security issues through the enhancement of national capacity and policy readiness, particularly on the low emission and climate resilient society initiatives, and public-private investments are translated into relevant policy planning and implementation by the Thai Government with private sector engagement.

An additional LECB Enhanced Support outcome has been developed. Under this LECB Enhanced Support outcome, the capacities of public and private sectors to account for consolidated mobilized resources (approved, disbursed, executed, requested) in preparation for up-scaling mitigation activities will be strengthened. This work will contribute to developing new mechanisms and capacities in key public sector actors and private sector associations to ease the process of country consolidated reporting that would support NAMA implementation.

This outcome will contribute to establishing a credible and transparent reporting practice targeting both the public and private sectors.

This project is implemented by the Office of Natural Resources and Environmental Policy and Planning (ONEP) and responsible by Thailand Greenhouse Gas Management Organization (Public Organization) (TGO).

Duties and Responsibilities

Objective of the assignment

The National Consultant - Senior Technical Specialist will work with Low Emission Capacity Building (LECB) project under the supervision of UNDP’s Programme Specialist on Inclusive Green Growth and Sustainable Development to support the ONEP and TGO in conducting the scoping phase of the LECB Enhanced Support outcome.

The National Consultant - Senior Technical Specialist will conduct a quick assessment which includes mapping of existing fiscal initiatives, institutional structure, policy framework, database availability in 3 sub-sectors consisting of renewable energy, energy efficiency in buildings and energy services companies (ESCO) on government's private sector mobilization and formulating a methodology for Private Climate Expenditure and Institutional Review (PCEIR). The UNDP methodology, Tracking Private Climate Finance Flows at the National Level, will be followed in formulating a methodology for PCEIR, which sets out a series of steps and principles for quantifying and classifying private sector financial flows. The methodology is aligned with the CPEIR (see Methodological Note - UNDP in Asia and the Pacific) and OECD best practices from a methodological standpoint. The proposed methodology will be consulted and approved by a stakeholder consultation meeting with ONEP and TGO co-led chairs with participating members such as Department of Alternative Energy Development and Efficiency (DEDE), Energy Policy and Planning Office (EPPO), Board of Investment (BOI) and private sector representative(s).

Scope of Work

The National Consultant - Senior Technical Specialist will be responsible for the deliverables under Activity 1.1.1, Activity 2.1.1, Activity 2.1.2, and Activity 2.1.3 as specified in the Project Document for LECB Enhanced Support. Activity 1.1.2, 1.1.3, 1.1.4 and 2.1.4 will be the responsibility of ONEP and UNDP, but suggestions and recommendations from the Senior Technical Specialist are expected.

Activity 1.1: Based on results from a quick assessment selecting a sector for in-depth study of private climate expenditure review:

  • Activity 1.1.1 Conducting a quick assessment which includes mapping of existing fiscal initiatives, institutional structure, policy framework, database availability in 3 sub-sectors consisting of renewable energy, energy efficiency in buildings and energy services companies (ESCO) on government's private sector mobilisation;
  • Activity 1.1.2 Selecting of a sub-sector for comprehensive sectorial review of the government's private sector mobilisation mechanism in consultation with stakeholders;
  • Activity 1.1.3 Formulating of a Working Group on Private Sector Financial Flow with stakeholders such as ONEP, TGO, DEDE, EPPO, BOI, FTI, Chamber of Commerce and private financial institutions;
  • Activity 1.1.4 Obtaining legal authority for data collections from various government agencies for the sub-sector selected for comprehensive review.

Activity 2.1: Developing a methodology on private climate financial expenditure review:

  • Activity 2.1.1 Formulating a methodology for Private Climate Expenditure and Institutional Review;
  • Activity 2.1.2 Defining the scope of a proposed methodology and scale of data collection on Private Climate Expenditure and Institutional Review;
  • Activity 2.1.3 Organising consultations with stakeholders on the proposed methodology and scale of data collection for the selected sub-sector of comprehensive Private Climate Expenditure and Institutional Review;
  • Activity 2.1.4 Obtaining endorsement of methodology and scale of data collection in consultation from stakeholders.

Required Skills and Experience

Education:

  • Thai national only with a post graduate degree in development economics, business/finance, science or other related field.

 Experience:

  • At least 7 years of experience in policy research on climate change mitigation and energy development;
  • At least 7 years of experiences in working with government agencies and provide policy advisory services in the areas related to climate change;
  • Knowledge of econometric studies and modelling (for top-down analysis of sector investment flows).

 Language:

  • Excellent command of English and Thai, both spoken and written;

 Final Products

  • A quick assessment study of 3 sub-sectors on institutional structure, policy framework, and database availability on government's private sector mobilisation mechanisms. The quick assessment study will be consulted and approved by a stakeholder consultation meeting with ONEP and TGO co-led chairs with participating members such as Department of Alternative Energy Development and Efficiency (DEDE), Energy Policy and Planning Office (EPPO), Board of Investment (BOI) and private sector representative(s);
  • An approved methodology for assessment of private climate financial expenditure review. The proposed methodology will be consulted and approved by a stakeholder consultation meeting with ONEP and TGO co-led chairs with participating members such as Department of Alternative Energy Development and Efficiency (DEDE), Energy Policy and Planning Office (EPPO), Board of Investment (BOI) and private sector representative(s);
  • A recommended sub-sector for in-depth review of Private Climate Expenditure and Institutional Review based on institutional structure, policy framework, database availability, agreed methodology for assessment of private climate financial expenditure review, and scale of data collection.

Provision of Monitoring and Progress Control

The Senior Technical Specialist will report to UNDP’s Programme Specialist of the Inclusive Green Growth and Sustainable Development Unit through the Director of ONEP’s Office of Climate Change Coordination, Deputy Executive Director of TGO and The Project Manager of LECB Project will review the progress and quality of assignment upon outputs prior to issuance of the payment. Review/approval time required to review/ approve outputs prior to authorizing payments is 21 days.

The technical clearance of each deliverable will be through the review and endorsement of the Director of ONEP’s Office of Climate Change Coordination, Deputy Executive Director of TGO and UNDP’s Programme Specialist of the Inclusive Green Growth and Sustainable Development Unit. Upon the receipt of ONEP’s and UNDP’s clearances, UNDP will release the payment accordingly.

Documents to be included when submitting the proposals

Interested individuals must submit the following documents /infor:mation to demonstrate their qualification, experience and suitability to undertake the assignment.

All below supporting documents must be part of the detailed CV and uploaded as one document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV and P.11, indicating all past experience from similar projects, as well as the contact details email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Financial Proposal

Professional Fee:

The contract will be based on Lump sum payment including Professional Fee.

The financial proposal will specify the Lump sum professional Fee (with breakdown of daily fee x number of working day) in Thai Baht (THB). The payments will be made to the Individual Consultant based on the completion of the deliverables indicated in the TOR.  To submit Financial Proposal, please use Template of Submission of Financial Proposal Template provided in Annex IV.

Evaluation

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation.
