Background

Under the overall Supervision of H.E. Minister of the International Cooperation and in coordination with the United N at ions Development Programme ( UNDP), the Di rector is responsible for managing OUDA Secretariat and OUDA Implementation Services projects.    The Director also coordinates activities of the UNDP supported projects.  The Director also works closely with UNDP and the relevant Government Officials ensuring successful UNDP supported programme implementation.  The Director leads a group of professionals and support staff performing technical, financial and administrative functions.

Duties and Responsibilities

Functional Responsibilities:

Following UNDP Rules and Regulations and in line with UNDP development priorities:

  • Co-ordinates the establishment and finalization of term s or reference for technical services, training activities and the definition of technical specification for equipment requirements;
  • Co-ordinates these services and specifications wit h t he corresponding technical and/or executive secretariats and projects requesting OU DA services;
  • Ensures the establishment of a short list of suitable consulting firms, institutions or individual consultants for the subcontracting technical services;
  • Evaluates equipment requisition forms to ensure validity of specifications, target dates and budget. The Unit must reconcile any anomalies with the Project Authorities and with the UNDP Progra mme Officer responsible for the Project(s);
  • Evaluates and analyses bids and quotations prior t o selecting awardee;
  • Supervises the review of invoices and shipping documents prior to payment approval;
  • Supervises t he preparation of detailed inventories by project of non-expendable equipment purchased by OUDA;
  • Recruits and administers, from the inception to t he completion of a mission, a ll national experts and international and local consultants, as per agreements signed wi th the various projects;
  • Ensures compliance wit h the Government procedures, UN DP financial rules, PPMS and other instructions from UNDP and other funding offices;
  • Supervises the preparation of monthly, quarterly, semi-annual and annual financial reports and statements for various sources of funding;
  • Prepares agreements with UN Regular Programmes to assist the administration of t heir projects in the country;
  • Carries activities specified in the project documents and agreements above;
  • Undertakes the necessary action to ensure that OUDA acquires a legal status allowing it to operate independently;
  • Takes action to implement auditor's recommendations;
  • Organizes trainings for the OUDA staff and project staff on UNDP Rules and Regulations.

   Managerial Duties:

  • Maintain financial self-reliance and manage the sustainability of OUDA 's operations as per the factors of demand :and  change in related areas of competence;
  • Ensures t hat the level of services rendered by OUDA remains of the highest quality standards and transparency;
  • Ensures, manages, and recommends the lending technical support to the Ministry of International Cooperation (MIC);
  • Manages and advises on rendering OUDA 's services to other development programmes and project s other than those assisted by UNDP;
  • Prepares :and submits to each t ripartite review meeting (TRM) an Annual Project Report (APR);
  • Builds the necessary mechanism under appropriate legal framework, and negotiating a legal framework through legal advisors;
  • Maintains close contacts wit h UNDP Officer and keep UN DP office i nformed of work progress.

 External  Contact:

  • Maintains a network of communication with foreign donors and agencies beyond UNDP, for business development activities; marketing OUDA services as well as developing other activities within its mandate that is namely the area of institutional capacity building and human resources development.;

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in political science, sociology, law, international relations or related field;
  • A first level university degree in relevant field with a combination of minimum of 20 years of relevant experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 15 years of relevant experience;
  • Rleveant professional experience at the national and international level in providing management advisory services;
  • Familiarity with UN policies, rules and procedures, particularly in relation to development projects;
  • Knowledge of institutional mandates, policies and guidelines pertaining to financial and procurement procedures;
  • Ability to express clearly and concisely, ideas and concepts in written and oral form;
  • Knowledge/working experience with UNDP is desirable.

Language:

  • Proficiency in both oral and written Arabic and English.
