Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Programming focuses on increasing leadership and participation in public life among women, increased economic opportunities, advancing the women, peace and security agenda, ending violence against women and girls, and providing policy input to regional and global processes on gender equality and the empowerment of women.

The Programme Associate/Consultant works with the Program Specialist under the Consolidating Gender Equality Gains Programme. Specifically the incumbent will support the development and implementation of the component related to Gender Statistics and support other program team on women’s economic empowerment. The incumbent will work in close liaison with the Uganda Bureau of Statistics, the Makerere University School of Women and Gender Studies, Ministry of Gender Labour and Social Development and Civil Society partners to implement assigned responsibilities.

Duties and Responsibilities

Under the direct supervision of the Program Specialist, the Program Associate will have the following responsibilities:

  • Provide technical support and assist in the development and implementation ofactivities and processesfor effective implementation of components on gender statistics within the Consolidating the gains program;
  • Review, compile and analyze data, maintain accurate recordsand files for Implementingpartnerswithin the specific components;
  • Prepare periodic and adhoc reports to support accuracy and efficiencyof information presented to internal and external stakeholders;
  • Extract relevant information from reports, minutes, budget records and files and other documentation, make information available for countrybriefs , country profiles and other related purposes and contribute to preparation of a range of reports;
  • Liaise with internal counter parts to support effectivecollaboration, implementation and monitoring ongoing program activities;
  • Organize program meetingsand briefing sessions as required;
  • Act as a point of contact foroperational queries within technical area of responsibility;
  • Provide programmesupport in the preparation of work plans, budgets and implementation arrangements as necessary;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers;
  • Support in the organization of key high-level meetings within the technical area of work;
  • Organize, compile and process information for donors, Regional Office, and programme team, as inputs to various databases and documents;
  • Support synthesis of lessons learnt and best practices related to programme management;
  • Support synthesis of lessons learned and best practices in programme finance;
  • Sound contributions to knowledge networks and communities of practice;
  • Contributes to the efficiency and success in implementation of programme strategies;
  • Provides accurate analysis, data entry and presentation of information ensure proper programme implementation.

Required Skills and Experience

Education:

  • Master's Degree in Social Sciences, preferably in Economics, Gender and Development Studies or related field.

Experience:

  • A minimum of 3 years of programming experience preferably in a large or international corporation or organization;
  • Experience in working in a computer environment using multiple office software packages, experience in ATLAS an advantage.

Language:

  • Fluency in English is required;
  • Knowledge of local language in Uganda is an asset. 

Evaluation:

Individual consultants will be evaluated based on the following methodology:

 Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points

  • Criteria A:  Relevance of Education – 15 points;
  • Criteria B: Special skill (excellent communications, professionalism) Language, etc. - 5 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 20 points;
  • Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.
