Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

With funding support from DFID, UN Women is implementing a program ‘consolidating the gains; transition from the Joint program on Gender Equality’ to; generate sector specific analytic gender disaggregated information supportive to planning and public expenditure management. The programme is informed by the UN Women position paper on monitoring gender equality and empowerment of women and girls in the 2030 agenda for sustainable development (UN Women 2015); the UN Statistical commission Guide to minimum set of gender indicators (UN 2013) and the United Nations Development Assistance Framework for Uganda 2016-2020.

Within this context, UN Women is recruiting, a short term consultant to provide technical assistance to enhance capacity in addressing gender gaps in statistical production in Uganda principles of state policy, the constitution notes that the State shall ensure gender balance and fair representation of marginalized groups on all constitutional and other bodies. In Article 32, the constitution points out that notwithstanding anything in this Constitution, the State shall take affirmative action in favour of groups marginalized on the basis of gender, age, disability or any other reason created by history, tradition or custom, for the purpose of redressing imbalances which exist against them.

The National Gender Policy (1997) and later on the Uganda Gender Policy (2007) provide a legitimate point of reference for addressing gender inequalities at all levels of government and by all stakeholders.

The Parliament of Uganda in 2015 under the Public Financial Management Act assigned a statutory responsibility to the Ministry of Finance Planning and Economic Development to develop a Gender and Equity Certificate (GEC) that would be appended to and become part of the budgetary submissions of line ministries, in cooperation with the Equal Opportunities Commission (EOC).  The Budget Call Circular issued by the Ministry  of Finance Planning and Economic Development instructs all budget proposals(frame work papers ) be vetted with a "Gender Equity Certificate that issued by the Ministry of Finance planning and Economic Development with recommendation from the Equal opportunities Commission EOC. The enactment of gender and equity certificate is expected to directly benefit both the production of and demand for gender statistics within the UBOS.

Following the expiry of NDP I (2010/11-2014/15) that identified gender issues as one of the 7 binding constraints to be addressed to ensure effective social economic transformation, Uganda is now implementing NDP II (2015/16- 2019/20) under the theme “Strengthening Uganda’s Competitiveness for Sustainable Wealth Creation, Employment and Inclusive Growth as the national development framework to guide interventions in all sectors. The NDPII goal and specific intervention area under the Social Development Sector is to “promote women’s economic empowerment through entrepreneurship skills, provision of incentives and enhancing their participation in decision making at all levels.”

Within the framework of the United Nations 2010, Round of Population and Housing Censuses, Uganda undertook a national Census under the theme ‘Counting for Planning and Improved Service Delivery’ in 2014. The final results of the national population and Housing Census are expected to be launched in March 2016.

Framed within the National Strategic Plan for Statistical Development, the Uganda Bureau of statistics has established an institutional structure, the Gender Statistics Committee, with a mandate to mainstream gender statistics across the UBOS as well as identify gaps within existing statistical instruments.  It has undertaken a gender profile of a number of sub-sectors, has created the Gender Facts and Figures handbook, a Situation Analysis Report, and is working with the Ministry of Gender, Labour and Social Development (MGLSD) to develop a strategic plan for statistics. It has also undertaken an analysis of the patterns of time use in Uganda to inform its pilot time-use study. In terms of international collaboration, UBOS has worked with the Organization for Economic Cooperation and Development to collaboratively produce a report on social institutions and gender in Uganda and, with support from the World Bank, has conducted a survey on measuring asset ownership that is engendered.

 Despite the progress made in generating gender disaggregated data, much of available gender related statistics remain descriptive in nature, often produced in piece-meal amounts and without deeper analysis. Proper interpretation of the information on the impact made by sectoral programmes to change the conditions that cause gender inequality is also still lacking. Besides analytical GDD, the National Gender Machinery and the Social Development Sector do not have planning frameworks that provide the opportunity to anchor gender equality programming into National Development Plans and the Medium-term Expenditure Frameworks.

An opportunity exists to address this gap through the gender analysis of the National Service Delivery Survey (NSDS), the   National population and housing Census Report as well as the Social Institutions and Gender Index (SIGI). The sector specific gender analysis of these reports would inform the indicators that Uganda will need to monitor the gender related SDG indicators and targets as well as inform major processes such as policy review and budgeting.

Therefore, there is need to enhance the  capacity of Uganda Bureau of Statistics for a gradual shift from producing descriptive to analytical gender disaggregated data (GDD).

Duties and Responsibilities

The overall objective of the assignment is to enhance capacity in gender analysis, mainstreaming and addressing gender gaps in statistical production to influence implementation of the NDP II (2015/16- 2019/20). Specific objectives include:

  • To design a plan of action for producing the sectoral gender Monographs for the 2014 National Population and Housing Census (NPHC), and gender analytical reports for surveys (National service Delivery Survey (NSDS) and the popular versions of the Social Institutions and Gender Index (SIGI) dimensions;
  • Support the production of a consolidated national gender report based on analysis of NSDS, NPHC and the USIGI in line with the NDP II and SDGs;
  • To develop policy and technical recommendations for improved production of gender statistics;
  • Train UBOS staff on how to produce GDD and analytical reports.

The consultant will work closely with the Directorate of Statistical Coordination Services of the Uganda Bureau of statistics, the Gender Technical Advisory Group, the School of Women and Gender Studies (SWGS) and the Gender Task Force.  The task force will update and consult members of the Gender Statistics Advisory Group. The consultant in consultation with UBOS, SWGS and Gender task Force will be responsible for carrying out all necessary activities related to the production of the national gender reports.

The assignment will consist of the following tasks:

Task 1:

  • Map gender equality statistical needs  and technical capacities;
  • Conduct a three day training  for 30-40 selected participants in Uganda including statisticians from the selected sectors;
  • In partnership with UBOS and Makerere University School of Gender Studies design and implement a plan of action for producing gender monographs for the Census and abridged versions for the USIGI dimensions;
  • Preparing and presenting the plan of action for producing NPHC gender monographs and USIGI in a participatory workshop to relevant stakeholders.

Task 2:

  • Provide technical assistance to UBOS and Makerere University School of Gender Studies to analyze gender  disaggregated data in the NPHC, NSDS and the USIGI;
  • Provide technical assistance to UBOS and Makerere University School of Gender Studies to produce a gender analysis report;
  • Present the gender analysis report of the NSDS, Census and USIGI in a participatory workshop to relevant stakeholders.

Task 3:

  • Synthesize  and write a coherent and concise draft  National gender report;
  • Develop recommendations on the use of the gender report to monitor the implementation of the Gender and equity certificate;
  • Develop policy recommendations on the use of the gender report to implement the NDP II.

 Task 4:

  • Validation Workshop to discuss key recommendations of the national gender report.

Task 5

  • Finalize the national gender report integrating the outcome of the validation workshops and comments from relevant stakeholders.

Outputs and Deliverables:

  • Inception Report/Work plan;
  • Draft Plan of action;
  • Training report;
  • Report of stakeholder meetings including validation meetings;
  • Final report of the Gender report including recommendations for policy makers and for the National Bureau of statistics.

Location, Timeline/ Estimated Duration of Assignment:

  • The location of assignment is Kampala and home based.The expert is expected to spend at least 15 days of the total assignment in Uganda (beneficiary country). Home based working days are subject to prior approval by UN Women;
  • The expert is expected to undertake up to a maximum of two in country missions to Uganda. The missions are tentatively expected to take place in December/January 2015 and in February/March 2015 subject to the request and approval of UN Women;
  • The entire time period of the assignment will be from 01 December 2015 to 30 April 2015;
  • A maximum of 35 working days for the assignment. The exact working days will be defined in line with the progress of work plan and would be subject to approval from UN Women Country Representative.

The tentative timetable and number of working days of the assignment, under supervision of UN Women is as follows:

Phase one: Expected duration; 10 Working days:

  • Map GE statistical needs and technical capacities;

Phase two: Expected Duration 25 Working Days:

  • Provide technical assistance to UBOS and Makerere University School of Gender Studies to analyze gender  disaggregated data in Census, NSDS and the SIGI;
  • Provide technical assistance to UBOS and Makerere University School of Gender Studies to produce a gender analysis report;
  • presenting the gender analysis report of the NSDS,  Census and SIGI in  a participatory  workshop  to relevant stakeholders;
  • Synthesis analysis and write a coherent and concise draft  National gender report;
  • develop recommendations on the use of the gender report to monitor the implementation of the Gender and equity certificate;
  • Develop policy recommendations on the use of the gender report to implement the NDP II;
  • Validation Workshop to discuss key recommendations  of the national gender report;
  • Finalize the national gender report integrating the outcome of the validation workshops and comments from relevant stakeholders.

Required Skills and Experience

Education:

  • Minimum a Master’s Degree, preferably a PhD degree in Social Sciences, preferably in Economics, Gender, Development or related areas.

Experience:

  • At least 10 years of international experienceand record of accomplishment in research and development activities, with an emphasis on feminist economics, gender or similar;
  • Proven ability to produce high quality reports and to work under tight deadlines;
  • Demonstrated knowledge and understanding of statistical production processes and data analysis;
  • Good knowledge and experience in leading and designing gender statistical capacity enhancement programs in developing countries particularly In Sub-Sahara Africa;
  • Proven ability to advocate and provide policy advice to senior government officials, international development partners, civil society representatives etc.;
  • Ability to lead strategic planning and reporting processes with multi-stakeholder involvement and interaction;
  • A relevant working experience in Uganda is added advantage;
  • Excellent knowledge of the latest trends and policy issues in the Ugandan context.

Language:

  • Excellent English communication and writing skills, preferably with published research studies, articles in scholarly journals and/or policy briefs or similar.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

 Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points:

  • Criteria A:  Relevance of Education – 15 points;
  • Criteria B: Special skill (excellent communications, professionalism) Language, etc. - 5 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 20 points;
  • Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.
