Background

The Concept for transition of the Republic of Kazakhstan to Green Economy was adopted in 2013 in Kazakhstan. The Concept identified main targets for 2020, including reduction of GDP energy intensity (25% of the 2008 level), the share of alternative energy sources in electricity generation (not less than 3%) and the corresponding levels of carbon dioxide emissions from electric power generation to emissions in 2012. It is planning for the period from 2020 to 2030 to begin the transformation of the national economy, focused on the rational use of water, promotion and boosting the development and widespread adoption of renewable energy technologies, as well as the construction of facilities based on high standards of energy efficiency.

Kazakhstan is promoting the inter-regional cooperation toward "green economy" promotion through the implementation of "Green Bridge" partnership among the countries of Europe and Asia-Pacific regions, as well as public, private sector, NGOs and international organizations. Kazakhstan also initiated the inter-regional cooperation toward "green economy" promotion through the implementation of "Green Bridge" partnership among the countries of Europe and Asia-Pacific regions.

The "Green Bridge" Partnership Programme (GBPP) assumes close interaction of Central Asian countries in ensuring sustainable development, while supporting key international institutes and private sector.

The key goal of the GBPP is to assist in the implementation of measures for ensuring the “green” growth in the region. The sophisticated set of strategic goals is required for the GBPP, in order to effectively overcome various barriers and limits. Such goals should, first of all, help to overcome barriers for investments, in order to attract adequate funding to meet the development needs.

Project should elaborate organizational and regulatory frameworks for creation of the institutional system and further implementation, as well as promotion of the GBPP.

Under the conduction of Outcome 3, hence, it appears to be important to develop proposals on the potential mechanism, easing green technology transfer, i.e. mechanism that will “build up” the bridge.

Duties and Responsibilities

Analysis of international practices and elaboration of recommendations to develop  the potential mechanism, easing green technology transfer.

Scope of work:

  • Collect best practices and analyze international practices in the area of green technology transfer  based on the major subject areas of the Partnership Programme; 
  • Review current mechanisms and funds for technology and investment transfer, having global ecological importance, including risks, that counterparties may face when dealing with green technology transfer internationally and patent rights;
  • Review barriers associated with high costs of green technology and lack of finanancial abilities of countries;
  • Review pilot projects on green economy and mechanisms for theirimplementation in Europe and Asia, assess correlation “green” investments and “brown” investments;
  • Based on the conducted analyses and review, prepare recommendations on potential mechanism to ease green technology transfer in Central Asia, includingKazakhstan, attract green investments and interact with concerned partners from countries of Europe and Asia-Pacific regions, as well as propose green economy investment and strategic project package for financing and implementation;
  • In accordance with the work done, prepare information material for presentations, reports and other handouts to deliver required workshops, training courses, round tables.

Responsibilities:

  • Consultant is responsible for the quality of  prepared materials within his/her competence;
  • Consultant works under supervision of the UNDP biodiversity projects manager; 
  • Consultant prepares reports in English and Russian languages;
  • The reports are presented electronically in MS Word format for Windows files.

Required Skills and Experience

Education:

  • Master’s degree in areas related to ecology, economy, management, nature use.

Experience:

  • At least 7 years of relevant professional experience;
  • Experience of work in CIS and Central Asia countries in the field of green technologies;
  • Experience of work in green technology transfer;
  • Ability to deliver consultancy products within deadlines, ability to work independently and remotely with minimal supervision;
  • Excellent analytical skills, ability for multi-disciplinary analysis;
  • Ability to communicate effectively in writing to in a simple and concise matter.

Language:

  • Fluency in written and spoken English and Russian.
