Background

The deterioration of the security and humanitarian situation in Syria has forced thousands of Syrians to flee and seek refuge in neighboring countries, including Jordan. The large influx of refugees has placed a considerable burden on local Jordanian host communities, that are already poor, and their access to basic social and economic services. It is widely reported in the Northern governorates that crowding effects the local market, in particular with regards to housing and labour. The present crisis comes at difficult time for Jordan. Despite many efforts to engage in economic stabilization and liberalization, the country faces real economic and social challenges. Thus, it is important that direct support be provided to vulnerable Jordanians in host communities of the Northern governorates of Irbid and Mafraq to mitigate the impact of the Syrian crisis. In addition, it is essential that the assistance provided in the current context complements governmental development efforts, as highlighted in the Jordan Vision 2015 – 2025, the Jordan Response Plan and related policies and strategies. UNDP has a programme to support social stability in Jordan and mitigate the impact of the Syrian refugees, focusing on several pillars, including local governance strengthening social cohesion and community security.

 Under the overall supervision of the Socio-Economic Portfolio Manager, and the direct monitoring of the Programme Specialist, the incumbent will provide oversight, quality assurance, and technical support to the implementation of the legal aid and community security project

Duties and Responsibilities

  • Conduct a legal study/desk review for legislations, laws, procedures, and frameworks that support the creation of a national legislation for legal aid in Jordan;
  • Prepare background materials on the legal aid eligibility criteria in Jordan;
  • Prepare a background paper on proposed quality assurance standards and procedures for legal aid in Jordan;
  • Prepare background materials to create sustainability mechanisms for the national legal aid system and service provision in Jordan.
  • Prepare background materials to ensure the institutionalization of legal aid in Jordan;
  • Facilitate the above five workshop for stakeholders and partners;
  • Finding and recommendations for every workshop;
  • Submit a final report to UNDP & the MoJ to compile the results of this consultancy contract.

Competencies

  • Demonstrated ability in monitoring and evaluation and reporting experience;
  • Excellent communication and advocacy skills;
  • Proven ability to conceptualize, develop, plan, and manage human rights interventions as well as transfer knowledge and skills.
  • Good interpersonal skills with experience of networking with partners at all level and knowledge of technology and use of computer applications. Good understanding of national and international human rights mechanisms, and excellent inter-personal skills.
  • Ability to establish priorities and to plan, coordinate, and monitor the work of others, ability to make timely decisions;
  • Displays cultural, gender, religion, race, and age sensitivity and adaptability and capacity to work effectively in a multicultural environment;
  • Ability to coach, mentor, motivate, and develop staff and encourage good performance.

Required Skills and Experience

Education:

  • BA degree in law, human rights, or international relations or relevant fields. Master's in Law would be a plus.

Experience:

  • Seven years of progressive relevant experience working in the field of rule and law, of which at least 3 years in the field of rule of law, access to justice, justice sector coordination, legislative reform or human rights;
  • Specialized knowledge in legal aid, including in-depth familiarity with the international legal and policy framework, comparative international models and ‘best practices,’ as well as specialized knowledge of Jordan’s legal aid context;
  • Proven experience in developing strategies for legal aid provision;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages experience handling of web based management systems.

Lanugages:

  • Fluent in written and spoken Arabic and English.

Financial Proposal

Lump sum contracts

The financial proposal shall specify a total lump sum amount including fees, DSA and transportations (local travel will be provided within the scope of the project’s resources). Payments are based upon output, i.e. upon delivery of the services specified above.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Evaluation

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation.

Technical evaluation on the following criteria:

  • Qualification, 20%;
  • Proven experience capacity development of local government institutions required, preferably in a transitional context, 20%;
  • Proven experience capacity development of local government institutions required, preferably in a transitional context, 30%.
