Background

Ethiopia is one of the 12 countries participating in the GEF Funded Integrated Approach Project on Fostering Sustainability for Resilience and Food Security. The project, which was approved in June is now at the design stage.

At the request of the GEF, the Scientific and Technical Advisory Panel STAP developed a guideline on Resilience Adaptation Pathways and Transformation Assessment (RAPTA) to support capacity of implementing agencies to incorporate a systems approach into project design and implementation, and for monitoring and assessment of food security outcomes and Global Environmental Benefits (GEBs).

UNDP is seeking the services of a systems expert to support the design process currently underway. The expert will support the Project Design Team to integrate the principles of RAPTA into project design and development of the project interventions.

Duties and Responsibilities

The specific tasks of the expert will be:

  • Work with the Project Design team to select appropriate sites and entry points for the RAPTA;
  • Facilitate multi-stakeholder workshops on the application of RAPTA;
  • Development of the theory of change, system assessment, designing appropriate adaptation pathways; monitoring and learning frameworks;
  • Work with the design team to write the project strategy section;
  • Propose RAPTA-guided participatory action research to support the implementation and assessment phases of the IAP project.

Competencies

Functional Competencies:

  • Advanced conceptual understanding and practical experience in application of system thinking, theory of change, resilience, adaptation and transformation approaches, with application to land management  and food security in the drylands.

Core Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Required Skills and Experience

Education:

  • PhD or advanced master’s degree in Agricultural Economics, Development Economics, Development Management, Natural Resources Management, Environmental Science, Rural development or other relevant field of study.

Experience:

  • A minimum of 10 years of experience (after MSC) in conducting similar assignment, experience in developing a Full Size Project Document for the GEF Financed Project on Integrated Landscape Management to Enhance Food Security and Ecosystem Resilience Project is an asset;
  • Experience in international best practices in Integrated Landscape Management to Enhance Food Security and Ecosystem Resilience Project;
  • Rich experience in working on food security issues in sub- Saharan Africa in general and in Ethiopia in particular;
  • Previous experience in designing Resilience, Adaptation Pathways and Transformation Assessment (RAPTA) is an assets;
  • Capacity to communicate fluently with different stakeholders; and 
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.

Language:

  • Excellent knowledge of English language, including the ability to set out a coherent argument in presentations and group interactions;
  • Knowledge of Amharic is an asset;
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff)
