Background

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations.

UNDP is a lead agency in UNAIDS for addressing the dimensions of HIV and AIDS relating to human rights, gender and sexual diversity. In addition, UNDP contributes to public health and development partnerships through collaborations with the Global Fund to Fight AIDS, Tuberculosis and Malaria (the ‘Global Fund’), Roll Back Malaria, Stop TB Partnerships, and special programmes on human reproduction and infectious diseases that disproportionately affect poor populations.

As a member of the country-level UN Joint Team on AIDS, UNDP operates strictly in support, and within the framework of national health plans and disease specific national strategies, under the programmatic leadership of national health authorities and respecting the critical role of local civil society organizations (CSOs). Promoting national ownership, developing capacity and strengthening national systems is the over-riding objective of UNDP’s engagement.

As part of its wider engagement with the United Nations, the Global Fund has partnered with UNDP since 2003 to ensure that grants are implemented and services are delivered in countries facing complex challenges. The partnership focuses on three closely linked areas of work: implementation support, capacity development, and policy engagement. For implementation support UNDP serves as an interim Principal Recipient (PR) (currently in 25 countries) in a variety of settings including countries that face capacity constraints, complex emergencies, poor governance environments, political upheaval, or donor sanctions. It does so upon request by the Global Fund and/or the Country Coordinating Mechanism (CCM) and when no national entity is able to assume the role at the time. UNDP’s role as PR is an interim arrangement until national entities can assume full responsibility for implementation and the capacity of national partners (Government and CSOs) is also strengthened to ensure long-term sustainability of health outcomes.

Duties and Responsibilities

Under the guidance of the Deputy Country Director and the direct supervision of the Socio-economic Recovery Team Leader s/he will be responsible for the implementation of Global Fund Grants focusing on achievement of the following results:

Programme planning, management, monitoring and oversight:

  • Oversee and coordinate programmatic and financial management of the grant;
  • Support the formulation of an implementation strategy; all clarify and define roles/responsibilities of all stakeholders (SR, National Programmes, CCM, health centers, Civil Society);
  • Establish working procedures related to the management of the grant and oversee their compliance during the duration of the program;
  • In coordination with the Sub Recipients and all partners, ensure timely execution, based on the work plan defined with the Global Fund;
  • Ensure proper coordination with the Country Coordinating Mechanism (CCM) and other in-country stakeholders, in particular coordinate with the cooperating partners to ensure harmonized support, in particular on capacity development initiatives to strengthen national systems and processes;
  • Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results;
  • Ensure timely submission of financial and narrative reports to the Global Fund;
  • Oversee timely preparation of reports for UNDP and the Local Fund Agent (LFA);
  • Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner;
  • Ensure annual audits of GFATM sub-recipients;
  • Conduct visits to regions and districts sites to supervise the governmental and non-governmental activities supported by the Global Fund.

Support in the implementation of the capacity building plan:

  • Coordinate the design of the capacity development plan of implementing partners;
  • Provide support to the implementation of the capacity development plan;
  • Participate in technical committees of the CCM and provide advice on Global Fund procedures to these committees, as required;
  • Coordinate the organization of information events and fora in the areas of the grants.

Ensures facilitation of knowledge building and knowledge sharing in the UNDP Global Fund Unit focusing on achievement of the following results:

  • Oversee trainings for the National Programmes, Sub Recipients, and Project staff on programme management;
  • Disseminate best practices for management of projects at the local level and share experience/ best practices on the UNDP- GFATM partnership network;
  • Provide synthesis of lessons learnt and best practices in project management;
  • Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the health portfolio and project design process.

Partnership and resource mobilization:

  • Coordinate and build partnerships with the National Programmes, Ministry of Health, UN Agencies, Financial and Technical Partners and other implementing partners as well as with international and local stakeholders to ensure transparent and effective implementation of the programme;
  • Maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/ project implementation issues to ensure results are achieved as planned;
  • Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues;
  • Submit recommendations for resource mobilization to encourage donor interests and increase funding;
  • Establish dialogue with donors, partners and stakeholders to maintain effective working relationships, sustain interests and cooperation.

Impact of Results

The key results have an impact on the overall project management, smooth running of activities and success in implementation of the project strategies and particularly:

  • Smooth implementation of Global Fund grants;
  • Coordination with activities/interventions carried out by UNDP/GF and UN Agencies and other stakeholders and bilateral (Financial and Technical Partners);
  • Involvement of all stakeholders in implementation of grants.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Medical and/or Public Health, Management or related field.

Experience:

  • 2 years of experience in the project management, medical/public health background in a developing country, (Bachelors' degree or equivalent in combination with (4) years of experience may be accepted in lieu of the advanced university degree);
  • Experience in planning, programming, monitoring and evaluation of projects;
  • Experience in building and management of partnership: MoH, and donors;
  • Previous experience in monitoring and/or GFATM managing global fund grants is a strong asset.

Language:

  • Fluency in Arabic and English with good verbal and written skills.
