Background

Micro, small and medium enterprises (MSMEs) have been accepted worldwide as an important engine of economic growth and promoting inclusive growth. Improvement of business opportunities through strengthening MSMEs could serve as a catalyst for achieving the Millennium Development Goals (MDGs). To accelerate the achievement of the MDGs, the Government of Timor-Leste and UNDP are collaborating to explore innovative ways to mobilize the private sector to contribute proactively to development. This will be done by setting up social businesses and through partnership agreements, providing them with much needed business development services. 
Financed by the Korea-UNDP MDG Trust Fund, the Government of Timor Leste and UNDP Timor-Leste officially launched a new project entitled “Mobilize Social Business to Accelerate Achievement of Timor-Leste MDGs”, in April 2012. The overall objective of this 3-year project is to promote social businesses that will contribute to private sector development as well as attainment of MDGs. As a result of this project, social businesses are expected to contribute to the reduction of poverty in rural areas of the country and generate rural employment opportunities and income. 

In order to achieve this objective, the project will focus on four key outputs: (1) Enabling environment for Social Business development in Timor-Leste; (2) A Social Business Fund is established for financing to viable Social Business; (3) Improved capacity of service providers to provide accessible needs-based technical support to Social Businesses; and (4) Improved coordination and networking of investors, service providers, regulatory bodies and Social Businesses. As the social business project is progressing steadily in its third and final year of implementation, UNDP Timor-Leste seeks to recruit a CSR and Social Business Financing Expert to enhance the project implementation and support the project impact sustainability.

Duties and Responsibilities

Under overall supervision of UNDP TL Country Director and the direct supervision of the Chief Technical Advisor for the social business project, and in close coordination with the social business project team, the CSR and Social Business Financing Expert is expected to support the achievement of the project output through delivering the following results:

Provide technical review of the existing legislation on CSR and the design of the national CSR legislation for TL: 

  • Collect all relevant government legislation documents on CSR applied in Timor-Leste;
  • Analyze the current private sector CSR policies in TL and the application to private sector; 
  • Propose a draft national CSR policy that may eventually contribute to mobilize finances for social enterprise and small and medium enterprises business activities;
  • Facilitate discussions and consultations with relevant government Ministries, private sector and development partners to endorse the proposed CSR policy document;
  • Provide final revision to the draft CSR policy following the consultations and inputs from stakeholders and relevant Ministry counterpart.

Develop a model for utilizing CSR to support financial sustainability for the social business fund:

  • Based on the proposed CSR policy document for TL, develop and recommend possible options to finance the social business fund; and
  • Consult with key stakeholders on Social Business fund financing through CSR contributions;

Competencies

  • Familiarity with theory and proactive of development economy, poverty reduction and sustainable socio-economic development; 
  • Demonstrated capacity and expertise in doing policy research; 
  • Ability to work under pressure, effectively coordinate and advise a research team, and meet tight deadlines without compromising on the quality of work, and being flexible; 
  • Strong interpersonal and cross-cultural communications skills; and 
  • Excellent presentation skills. 

Required Skills and Experience

Education:

  • Master degree in economics, economic development, public policy, business or public administration, finance and law or related field from a recognized institution. 

Experience:

  • A minimum 7 years of relevant experience in conducting research and policy work related to corporate social responsibility; 
  • Experience working with Government institutions and providing policy advisory services; 
  • Strong analytical, writing and documentation skills proved through minimum of 5 relevant reports or publications produced in the area; 
  • Experience in facilitating meetings with multiple stakeholders and presenting policy research findings at high-level forums; and
  • Experience in UNDP as technical advisor and programme manager in the relevant field is an asset; and
  • Experience in Timor-Leste or other Asia Pacific countries is an advantage.

Language:

  • Proficiency in written and spoken English; 
  • Knowledge of Portuguese, Tetun or Indonesian language are considered assets.
