LOCAL SECURITY ASSISTANT.  

 

The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

 

UNDSS Office in Ankara is inviting suitably qualified Turkish nationals to apply for the position of Local Security Assistant (LSA) in Gaziantep, under supervision of the Security Advisor

 

LSA Gaziantep is responsible for assisting the UNDSS Security Adviser (SA) in all matters relating to the Safety and Security of the United Nations and its staff in Gaziantep province and, therefore, must possess knowledge and understanding of all relevant to the UN safety and security issues in Eastern, South-eastern and Mediterranean (ESEM) regions

 

Qualifications/experience required

  • Secondary education, University degree and/or completion of Military War College or Police Officer training school, Master degree is desirable.
  • Minimum of 6 years of safety and security related employment.
  • Prior international, UN, I/NGO, diplomatic or commercial security experience is desirable.
  • Fluency in English and Turkish, including excellent writing skills in both languages, is mandatory.
  • Computer literate in MS Word, Excel, Access and Power Point, digital mapping and GIS system.
  • Knowledge of the UN system in general and UNDSS is an asset.
  • Knowledge of host country safety codes.
  • Physically fit.
  • Possess a valid driver’s license.
  • Ability to travel.

Duties and Responsibilities

Under the overall guidance and supervision of the Security Adviser and direct supervision of the Field Security Coordination Officer (FSCO), the Local Security Assistant in Gaziantep assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in Gaziantep and Eastern, Southeastern and Mediterranean (ESEM) regions. The incumbent may perform duties of a sensitive and confidential nature, assisting UNDSS Turkey management and staff in problem solving, humanitarian operations project planning, and administration and execution of stated goals and objectives.

 

Functions / Key Results Expected

 

The functions/duties/key results of this job description are generic and not all duties are carried out by all Local Security Assistants.

 

Summary of key functions:

 

  • Assists SA/ FSCO in collecting, updating and communicating information regarding the security situation in Gaziantep and ESEM regions;
  • Assists SA/ FSCO in providing security support regarding the conferences and meetings in Gaziantep and ESEM regions;
  • Assists in maintaining the Turkey Security Plan and Area Security Plan for Gaziantep and ESEM regions, including updating staff lists in Gaziantep and ESEM regions
  • Supports the SA with the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
  • Assists SA/ FSCO in reporting security incidents affecting UN staff, offices and assets;
  • Organizes and delivers training courses, security briefings on security awareness and preparedness;
  • Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS) and office safety, and security preparedness in Gaziantep;
  • Performs other security-related tasks assigned by the SA/FSCO.

 

1.  Assists the SA/ FSCO in collecting, updating and communicating information regarding the security situation in the country:

 

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA/FSCO
  • Communicates information on security to the heads of United Nations agencies and provides host country security advice to ASC in the absence of the SA/FSCO as required;
  • Maintains regular contacts with Security Focal Points of UN agencies in Gaziantep and ESEM regions;
  • Provide assistance at Gaziantep Area Security Management Team (ASMT) meetings
  • Maintains a statistical database of all security incidents in the country and analytical charts;

 

2.  Assists SA/ FSCO in maintaining the Area Security Plan, including updating staff lists:

  • Helps in the preparation and review of the Area Security Plan;
  • Supports actions during the implementation of the Area Security Plan, as required.
  • Assists in preparing country Security Risk Assessment, Premises Security Surveys, Area specific Standard Operating Procedures.

 

3.  Assists the SA/ FSCO in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.  Also assists with the compilation of data required for the MOSS Self-Assessment Programme.

  • Maintains warden system and keeps up-to-date information related to UN offices and residences in Gaziantep and ESEM regions.
  • Maintains Pass and ID system for Gaziantep based UN staff
  • Ensures effective and efficient use of the guard force at UN facilities via liaising with commercial companies.

 

4.  Assists in reporting security incidents affecting UN staff, offices and assets, and preparation of security reports, such as the Security Incident Report, Mandatory returns, etc.

 

5.  Provides support in organising and conducting security briefings, and orientation to newly assigned staff members, as required.

The key results have an impact on the accurate and timely implementation of the overall UN security programme at the country level.

Required Skills and Experience

 

Education:

Secondary Education, University Degree and/or completion of Military War College or Police Officer training school, Master Degree is desirable. But it is not a requirement.  

 

Experience:

 

At least 6 years of safety and security related experience, preferably in the military or police context. Prior experience with the UN system or an international NGO is desirable.

 

 

Language Requirements:

Fluency in English and Turkish (both written and oral)

 

Other Skills and Requirements:

 

  • Knowledge of HF and UHF radio operation;
  • Experience in diplomatic security, protection and intelligence considered an asset;
  • Knowledge of host country safety codes;
  • Computer literate (MS Word, Excel, Access, Power Point, digital mapping and GIS system);
  • Possession of a valid driver’s license
