Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system’s efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It also provides coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of the following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

In this context, one of UN Women’s key functions is to proactively drive the strategic positioning of UN Women through effective communications and advocacy on GEWE. Under the supervision and guidance of the UN Women Special Representative, the Advocacy and Capacity Building Consultant will build the capacities of both the UN Women Palestine Office as well as of UN Women’s partners (Government and civil society organisations (CSOs)) to effectively advocate to advance the cause of GEWE.

Duties and Responsibilities

Under the overall supervision of UN Women Palestine Special Representative and the National Programme Coordinator, the International Consultant (IC) for advocacy and capacity building on gender equality and women’s empowerment (GEWE), will undertake the following tasks, duties and responsibilities:

Advocacy:

  • Review and assess UN Women’s advocacy strategies related to women’s rights and GEWE;
  • Draft and submit a UN Women Palestine Office advocacy strategy based on a consultative process and inputs received from UN Women Palestine Office team, national counterparts, donors and UN partners;
  • Draft, in collaboration with the Gender Task Force (GTF), an advocacy concept note for a joint project that would be submitted to donors through the Resident Coordinator (on behalf of the GTF/UN Country Team) – in line with the report recommendations of the gender scorecard;
  • Draft  and submit a report on the implementation of the partnerships and resource mobilization strategies and action plans that were developed in 2015 for Palestine CO and suggest remedial actions as needed;
  • Work closely with UN Women staff on increasing the visibility of UN Women’s work in Palestine.

Capacity Building:

  • Develop and deliver capacity building trainings to UN Women Palestine Office programme team on advocating for women’s rights  & GEWE issues;
  • Draft and submit a training report for the training to the UN Women Palestine Office programme team, including training materials and pre- and post-assessments;
  • Develop a capacity building strategy for UN Women’s for its advocacy related capacity development work with national counterparts (Gov’t and CSO partners);
  • Develop and deliver capacity building trainings to national counterparts (Gov’t and CSO partners) on evidence-based advocacy – aiming to promote our bottom up approach to advocacy and linking our developmental programs with our advocacy work at the regional and global levels;
  • Draft and submit a training report for the trainings to national counterparts (Gov’t and CSO partners) on evidence-based advocacy, including training materials and pre- and post-assessments.

Programme Support:

  • Ensure full familiarization with the UN Women Strategic Note  and Annual Work Plan (2014-2016), the UNDAF (2014-2016), the National Development Plan (2014-2016) and the related national priorities and plans for gender equality and women’s empowerment;
  • Ensure full familiarization with existing and planned UN Women programmes;
  • Conduct an external review of implementation of UN Women Palestine Office’s Strategic Note (2014-2016)(Potential extension to 2017 pending HQ’s clearance, following the one-year extension of the UNDAF to 2017) and AWP for 2016  and prepare a final report on the same, which includes a set of recommendations for the development of the 2017-2019 SN & AWP.

Deliverables: (Please note that deliverables will only be considered final when they have the approval of the relevant UN Women Palestine colleagues):

  • Assessment report on advocacy related strategies related to women’s rights & GEWE issues;
  • UN Women Palestine Office Advocacy Strategy based on a consultative process and inputs received from UN Women Palestine team, national counterparts, donors and UN partners;
  • Development and delivery of capacity building trainings to UN Women Palestine Programme team on advocating for women’s rights & GEWE issues;
  • Advocacy concept note (drafted in collaboration with the GTF) for a joint project to be submitted to donors through the RC (on behalf of the GTF/UNCT) – in line with the recommendations of the gender scorecard report;
  • Development and delivery of capacity building trainings to national counterparts (Gov’t and CSO partners) on evidence based advocacy – aiming to promote our bottom up approach to advocacy and linking our developmental programs with our advocacy work at the regional and global levels;
  • Final report on the SN & AWP (2014-2016) and 2016 AWP implementation, following a review of the same, and provide a set of recommendations for the development of the 2017-2019 SN & AWP;
  • Report on the implementation of the partnerships and resource mobilization strategies and action plans that were developed in 2015 for Palestine CO and suggest remedial actions as needed.

Required Skills and Experience

Education:

  • B.A. in Political Science, Marketing, Communications, International Relations or related field.

Experience:

  • Minimum 5 years of job experience in advocacy, women’s rights and capacity building;
  • Minimum 9 years of experience may substitute for a university degree;
  • Proven expertise/experience of at least 3 years on GEWE;
  • Substantial previous experience in design and development of gender-sensitive training manual, curricula and material within the legal sector;
  • Demonstrated experience in developing and managing capacity development programmes for professionals within the Justice/ legal sector;
  • Understanding and experience of legal Sector Reform, including in the context of conflict and post conflict situation;
  • Previous experience with the United Nations and/or other international organisations is considered an asset;
  • Proven experience in the Arab region and familiarity with the Palestinian context is considered an asset.

Language Requirements:

  • Fluency in spoken and written English;
  • Arabic will be considered an asset.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Relevant education: max. 10 points;
  • Experience within the Arab States region and familiarity with the Palestinian context: max. 10 points;
  • Experience/knowledge related to advocacy, capacity building and programming on gender equality and women’s empowerment: max. 15 points;
  • Experience in the UN system both at the country/regional and HQ levels: max. 10 points;
  • Quality of the methodological proposal: max. 25 points;

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
