Background

Under the guidance and direct supervision of the Programme Analyst, the Programme Associate provides leadership in execution of services in the Country Office (CO) Programme Unit, supports the design, planning and management of the country programme by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Associate support the staff of the Programme Unit and works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.

Duties and Responsibilities

Administration and  implementation of  programme strategies, adapts processes and procedures focusing on achievement of the following results:

  •  Presentation of thoroughly researched information for implementation of the Country Programme Action Plan, effective application of Results Based management tools;
  •  Presentation of information/ reports for identification of areas for support and interventions.

Support to management of the CO programme focusing on the achievement of the  following results:

  • Support to project initiation processes;
  • Provision of guidance to the executing agencies on the implementation of projects, tracking use of financial resources;
  • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports;
  • Analysis of the situation in programme, identification of operational and financial problems, development of solutions;
  • Preparation for the conduct of audit of National Implementation Modality (NIM) projects, implementation of audit recommendations.

Support to the Programme Unit focusing on the Proper control of the supporting documents for payments, review of projects Financial Reports.

Expected Outputs and Deliverables

  • Support in the finalization and signature of two new project document;
  • Prepare the required project information for entry into the online systems and on Shared Drive;
  • Support in the completion of the annual and quarterly reporting requirements;
  • Support in the formulation of Terms of reference forProject personnel;
  • Preparation of required documentation for the annual programme audit exercise;
  • Support in the organization of International Days events.

Deliverables/ Outputs:

  • Output 1, 2 & partial of output, Due Date: End of First month, Payment schedule in percentage: 35%, person who will review output and confirm acceptance: Programme Analyst;
  • Output 4, and partial of Output 3, Due Date: End of Second Month, Payment schedule in percentage: 35%, person who will review output and confirm acceptance: Programme Analyst;
  • Output 5 & 6, Due Date: End of Third Month, Payment schedule in percentage: 30%, person who will review output and confirm acceptance: Programme Analyst.

Institutional Arrangement:

  • The Programme Analyst will directly supervise the Contractor, and to whom he/she will be directly responsible to, reporting to, seeking approval/acceptance of output from;
  • A monthly report must be presented on the activities performed and outputs delivered;
  • The Contractor is expected to liaise/interact/collaborate/meet with various stakeholders in the course of performing the work (e.g., other agencies, project co-implementers, communities, local government units, etc.).

Duration of the Work:

  • 3 months starting December 2015.

Duty Station:

Kuwait, the Contractor will be required to report regularly and be present at a UN House during the normal working hours of the office.

Scope of Price Proposal and Schedule of Payments:

  •  lump sum amount must be “all-inclusive ”;
  •  contract price is fixed regardless of changes in the cost components;
  •  Include in its initial payment the actual cost of the IC’s travel to arrive at the designated Duty Station, such cases therefore imply that the completion of the journey can be considered as one of the deliverables payable upon arrival.

Required Skills and Experience

Academic Qualifications:

  • University Degree in Business or Public Administration, Economics, Political or Social Sciences.

Experience:

  • 5 years of progressively responsible administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluent in English.

Evaluation:
Cumulative analysis, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation.

Evaluation will be based on desk review, oral interview might be requested for additional clarification.

Documents to be included when submitting the proposals:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
