Background

The Independent Evaluation Office (IEO) is looking for a temporary consultant to support the administrative-operational function (budget, procurement, finance, HR) for the period of 9 December 2015-19 January 2016. The IEO is currently engaged in four corporate evaluation processes that involve intense procurement and coordination actions accompanied by large scale, multi-stakeholder processes as part of its annual workplan. Additionally, the IEO as co-leader of EvalPartners network has increased workload in supporting the PCA with a partner as all administrative functions are performed in HQ. This PCA requires high volume of administrative and financial actions. The consultant will provide the IEO any administrative support as needed during the period of assignment.

Under the supervision of the Deputy of the Independent Evaluation Office, the consultant will support the operational implementation of the Office’s work plan, in the areas of procurement, budget, finance, HR.

Duties and Responsibilities

Management of financial and administrative services:

  • Project budget monitoring, preparing budget revisions as necessary for clearance and approvals following standard procedures;
  • Collecting documentation for payment of invoices, ensuring conformity with agreed deliverables, for Evaluation Specialist’s clearance and IEO Deputy’s approval, issue Atlas receipt, submit to Finance Section;
  • Responsible for processing month-end/year-end certification to meet deadline;
  • Maintaining updated IEO Monitoring Tools: (a)  AWP with all budget, and expenditures actions, (b) Procurement Table, (c) Attendance Cards;
  • Processing FACE form and any requests related to PCA.

Management of procurement processes:

  • Collecting necessary forms and documents for the hiring of consultants and companies, identifying ATLAS COA, issue eRequisition, and ensuring correctness of information on contracts and SSA requests;
  • Supporting procurement processes for small value contracts and RFPs;
  • Processing payments, and liaison/follow up with relevant parties.

The consultant will support any administrative function as needed and as time permits.

Required Skills and Experience

Education:

  • High School Diploma required;
  • A college degree desirable;
  • Training in accounting or general administration preferred.

Experience:

  • 5 years of combined experience in the UN system in administrative related areas and in other organization with related tasks.

Technical Expertise

  • Familiarity with UNWOMEN rules and procedures and preferably strong experience in UN Women offices;
  • Competence in  ATLAS budget monitoring, Procurement and ATLAS travel module;
  • Knowledge of MS Office;
  • Experience working with the UN operations (HQ or field) required.

Language:

  • Excellent command of English and another UN language preferred.
