II. Organizational Context

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
Context of the REDD+ initiative
The Government of Indonesia has made a voluntary commitment to the world to reduce emissions as much as 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020. The commitment was later supported by signing of a Letter of Intent (LoI) between the Governments of Indonesia and Norway to establish a REDD+ Partnership on 26 May 2010. The first phase of this REDD+ Partnership (Phase 1) was to establish the infrastructure for REDD+ implementation including establishment of an agency with the capacity to coordinate and manage REDD+ projects in the country with eleven priority provinces across Indonesia. Under the Presidential Decree number 62 of 2013 about establishment of REDD+ Agency, the Government of Indonesia with the assistance from the Government of Norway was in the process of strengthening the REDD+ implementation in the country through the National REDD+ Agency. In January 2015 with the changing of the government, the National REDD+ Agency function was integrated into the Ministry of Environment and Forestry (MoEF) to ensure that REDD+ implementation is fully function under the Government of Indonesia system and integrated with policies in the environment and forestry sectors.
For REDD+ Partnership, this means continued implementation is led by a new Directorate General, where it is understood that REDD+, as a multi-sector program, will be mainstreamed in policies and plans across several Directorate Generals (Echelon I) within the ministry, as well as with the requisite engagement of other relevant ministries. The new, more streamlined bureaucracy has the potential to ensure better coordination of climate change issues by one mandated body, including REDD+.
The integration of the former National REDD+ Agency into the new directorate general includes responsibility for overseeing the entirety of the former Agency’s mandate, namely coordinating, synchronising, planning, facilitating, managing, monitoring, supervising, and controlling the implementation of REDD+ in Indonesia and ensuring the following:
1. Decrease greenhouse gas (GHG) emissions due to deforestation;
2. Reduction of emissions from degradation of forest and peat lands;
3. Maintenance and enhancement of forest carbon reserves through conservation, sustainable forest management and rehabilitate and restoration of degraded forest land; and
4. Improvement in environmental quality, biodiversity, and welfare of local communities and masyarakat hukum adat (MHA).
While the integration of the REDD+ Agency into the new Directorate General delayed the start of Phase 2, this period has been instrumental to ensure thorough handover of the functions and responsibilities of the former REDD+ Agency to the DG-CCC.
Transition Phase
The Interim Phase remains the implementation platform of the Partnership for nine (9) more months. Under this arrangement, the Ministry of Environment and Forestry is mandated to establish both a REDD+ funding instrument and the mechanism for Measurement, Reporting and Verification (MRV).
The Interim Phase will also focus on providing technical support to the MoEF on six priority REDD+ programs based on the foundational work completed in Phase 1 and by the former National REDD+ Agency, and in line with the objectives of Indonesia’s National Medium-Term Development Plan (RPJM-N) 2015-2019. These are:
1. Forest and Peat land fire prevention in fire prone provinces;
2. Law enforcement, Legal review of licenses and compliance audit for fire management;
3. Improvement of community welfare and sustainable land and forest management through social forestry;
4. Resolution of land-related conflicts;
5. Participatory mapping of territories by Masyarakat Hukum Adat and local communities; and Institutional strengthening, stakeholder engagement and awareness rising on related social, economic, and environmental issues for the preparation of Phase 2.
Context of this TOR
The improvement of community welfare and sustainable land and forest management through social forestry as well as land-related conflict resolution and recognition of masyarakat hukum adat (indigenous community) play significant portion in the REDD+ programme outputs. It is identified that the pressing condition of various illegal forest activities such as forest encroachment or logging are carried out by communities is more of due to structural issues, instead of pure criminal acts. The issues of unclear land status, unjust limited access of local communities to the natural resources as well as weak law enforcement are identified to be the main triggers why the local communities committed certain illegal activities in the forest. Therefore, it is suggested that relying on legal approach by criminalizing the local communities will not be effective to eradicate the mentioned problems, because the issues laid heavily on the unjust land and forest resource management. In addition, it was also suggested that the existing land-based conflicts could only be solved if there is a comprehensive efforts from the related authority to reform the existing forest and access management which affect the communities around forest directly.
As mandated by Perpres 16/2015, the Ministry of Environment and Forestry is responsible to undergo transparent forest management and to reform the existing forest governance which open more access for community’s active involvement in the forest utilization, so community’s welfare can be increased and conflict can be well-mediated as their rights are recognized.
The UNDP REDD+ project will facilitate the mentioned reform initiatives by supporting the Ministry’s Social Forestry, Conflict Resolution and Indigenous Community Rights Recognition programs. In order to effectively support the program, the project seek to recruit a Technical Officer for Social Forestry, indigenous people and Conflict resolution. Under the supervision of the REDD+ National Project Manager, the Incumbent will responsible for providing technical coordination assistance and support to the Ministry of Environment and Forestry in the areas of planning and implementing of Social Forestry scheme, Conflict Resolution Road Map and National Strategy for PPMHA, including institutional strengthening, strategic partnership, and capacity building.

1. Support to the Project Manager in providing strategic inputs for the design and implementation of programmes/projects.

3. Support to the Programme Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority outputs.

1. Support to the Project Manager in providing strategic inputs for the design and implementation of programmes/projects.
- Provide inputs and strategic recommendations for the development of relevant programme/project proposals in line with UNDP’s Country Programme and support to Social Forestry, Conflict Resolution, as well as Protection and Recognition of Indigenous Community Rights programs.
- Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
- Support the formulation exercise by synchronising and harmonising various Ministry of Environment and Forestry programmes with related UN agencies’s programmes and CSOs working in the issue of social forestry, conflict resolution, and indigenous community protection and recognition in accordance with UNDP’s procedures.
- Assist in conducting analyses of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes, and develop strategies to address identified weaknesses.
- In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation. Support the implementation of capacity development strategies to enhance the quality and impact of programmes/projects under his/her supervision.
2. Support to the management of the project/programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio
- Support the creation of strategic partnership model among key actors in the Social forestry, conflict resolution and indigenous community protection by identifying pressing challenges as well as their formidable risks towards the values and projected results within the scope of Project’s Result framework.
- Support National Project Manager in monitoring social forestry programme and projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures by providing recommendations to manage risks and challenges posed by the programmes/projects dynamics.
- Support National Project Manager in overseeing all stages of project management, including initiation of the project, presentation of the project to the relevant stakeholders, collecting project data for producing substantial reports, finalization of road maps and work plans with the key stakeholders and coordination of project implementation at the site level, up to the closure consolidation of projects with national and sub-national implementing partners based on corporate procedures.
- Support Project Manager in monitoring Social Forestry programme and projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures.
3. Support to the Project Manager in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority outputs.
- Facilitate the communication and engagement among national, sub-national and district stakeholders related to the Social Forestry establishment, Conflict resolution and Indigenous community protection to ensure the transparency and sustainable progress of each mentioned program streams.
- Actively facilitate the consultation and coordination processes both in national and sub-national levels with development partners, government agencies, private sectors, civil societies and academia to garner resources, substantial progress and supports for ensuring effective portfolio.
- Actively participate as a member of various Special Teams/Taskforces established by the Ministry of Environment and Forestry and donor community related to the Social forestry issues and land-based conflict management in order to facilitate information sharing and dialogues within the government and donor community.
- Provide support in strengthening cooperation with key stakeholders as well as support the communication of the Social Forestry and REDD+ programme/projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
4. Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:
- Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
- Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
- Prepare briefs, talking points, and other documents as required by UNDP Headquarters, UN agencies and other stakeholders.
- Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the REDD+, Social Forestry, Conflict Resolution and Indgenous Community area.
- Conduct training programme for project staff as necessary on UNDP operational/ project policies and procedures.

V. Recruitment Qualifications
Education
- University degree in Natural Resource Management, Agriculture, Social Sciences, Economics or related fields.
Experience
- A minimum of two (2) years of work experience for Master degree or minimum of six (6) years of work experience for Bachelor degree.
- Ability to draft and develop capacity building programmes.
- Professional experience in working with national, local governments and a variety of locally based community groups, ideally at the provincial level, especially in community development and forestry management.
- Professional experience in the field of harmonizing complex work programmes.
- Capacity to conduct work activities that extend from the technical to quite routine.
- Experience as a mediator or intermediary in resolving conflicts.
- Experience in facilitating recognition and/or protection of indigenous community rights.
Language Requirements
- Fluency in written and spoken Indonesian; and

Other Requirements
- In addition to the scope and output stated above, the incumbent will be required to undertake other ad hoc tasks that may arise during the contract period. These tasks will be delegated by the incumbent’s supervisor who will ensure that these ad hoc tasks do not impede on the incumbent’s ability to meet contractual obligations/deliverables.
