Background

The project “Deepening Linkages Between Formal/non-formal VET System and the Labor Market needs in the context of Lifelong Learning in Georgia” addresses the Mismatch between the Vocational Education and Labor Market Needs in Georgia” within the broader lifelong learning context. Based on its experience, UNDP proposes the action to concentrate around with two specific objectives, which on the one hand improve the capacity and quality of formal VET education and on the other hand introduce recognition of non-formal VET learning.

The specific objective 1 will result in increased employability and productivity of VET graduates and decreased skills mismatch on the Georgian labour market. In order to reach these results UNDP will carry out activities under three broad areas: a. monitoring the introduction and implementation of the modular VET teaching; b. introducing the innovative ways for accessing VET education (mobile VET extension centers, e-learning programs in VET, distance learning, creating international mobility programs, introducing the industrial simulations at the premises of the VET colleges etc.) and c. capacity-building of the VET providers.

The specific objective 2 aims at establishing life-long learning opportunities for adult population through provision of non-formal VET. Major activities under this objective focus on:

  • Conceptualizing and developing the vision for LLL provision in Georgia;
  • Including the private sector as service provider in non-formal VET (piloting the schemes for VET-based retraining of adults, Developing related organizational approach and policy);
  • Developing the minimum standards for teaching environment (standards for workshops­/mini-plants – teaching materials, equipment, instruments and materials;
  • Creating VET programs in LLL format.

In addition to supporting above-mentioned public-private partnerships in the field of formal and non-formal VET in Georgia the concept proposes essentially new approaches in VET, such as providing professional skills and competences to adult population by means of labour market-oriented retraining (non-formal learning), and introducing innovative techniques in Vocational colleges (formal learning) aimed at improving its accessibility, quality, and response to labour market needs.

UNDP announces the vacancy of Project Officer to provide expertise and support to UNDP project team in implementation of the project.

The key results of the post strengthen UNDP’s contributions to the effective implementation of the project which is a complex set of activities.

The project will support to effective implementation of national policy, capacity development of the relevant national institutions, while the post will enhance the policy level impact of the projects.

Duties and Responsibilities

Under the supervision of Project Manager the incumbent will carry out the following duties and responsibilities:

Designing and application of VET schemes linked to Employment:

  • Elaboration and application of LLL concept together with MoLHSA staff and the project team and consultant;
  • Implementation of labor market surveys at the colleges level in target areas;
  • Coordination of the development of guidelines, assessment instruments based on modular teaching methodology in the selected vocations from industrial and services sector;
  • Coordination of the development of teaching materials (textbooks and teaching elements) for VET;
  • Coordination of planning and delivery of the training of teachers and administration staff of Vocational Colleges/secondary schools;
  • Coordination of planning and delivery of Vocational College teachers retraining;
  • Coordination of the development and promotion of entrepreneurial initiatives of VET trainees;
  • Coordination of planning and monitoring project activities related to the Vocational Education and Training and Employment;
  • Preparation of the operational work plans related to the VET and Employment issues;
  • Support in planning and organizing public outreach activities to ensure UNDP and donor visibility;
  • Other duties as required.

Implementation of capacity development activities of the target institutions:

  • Coordination of the introduction of formal vocational education in two Vocational Colleges and secondary schools and supporting the implementation of corresponding components;
  • Providing support to ensure the introduction of non-formal vocational education (vocational retraining and skills development) in two Vocational Colleges and secondary schools and supporting the implementation of corresponding components;
  • Advising the relevant stakeholders in introducing a modular teaching methodology in the vocational training system;
  • Planning and management of partnership schemes and leading the thematic working groups comprised of the project stakeholders;
  • Drafting relevant ToRs for implementing partners and individual consultants and ensuring their competitive selection, monitoring of implementation of the contracts and quality of deliverables;
  • Coordination and monitoring of contractors, national and international consultants contracted by the project;
  • Coordination of knowledge products elaboration (reports and assessments);
  • Application of monitoring system of relevant project activities effectiveness, including quality of the deliverables, contracts.

Required Skills and Experience

Education:

  • Advanced University degree or equivalent in education, social sciences, public policy analysis and other related disciplines.

Experience:

  • At least 3 years of professional experience in education, development and employment projects;
  • Experience in working either with public sector, or private sector and donor organizations on the VET/Employment systemic and institutional development projects is an asset;
  • Experience in monitoring and evaluation of projects results is an asset;
  • Experience in the use of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in the English and Georgian languages is a must.
