Background

Millions of women and girls worldwide suffer some form of gender-based violence, be it domestic violence, rape, female genital mutilation/cutting, dowry-related killing, trafficking, sexual violence in conflict-related situations, or other manifestations of abuse. In fact, for women and girls 16-44 years old, gender based violence is a major cause of death and disability (About UNiTE: Fact Sheet, p. 1 http://endviolence.un.org/pdf/factsheets/about_unite.pdf;). Up to 70 per cent of women experience violence in their lifetime (Violence Against Women: The Situation; http://endviolence.un.org/pdf/factsheets/unite_the_situation.pdf).

Violence against women persists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality. Such violence is unacceptable, whether perpetrated by the State and its agents or by family members or strangers, in the public or private sphere, in peacetime or in times of conflict. The UN Secretary-General has stated that as long as violence against women continues, we cannot claim to be making real progress towards equality, development, and peace (“In-depth study on all forms of violence against women”, Report of the UN Secretary-General, 6 July 2006, p. 9;).

States have an obligation to protect women from violence, to hold perpetrators accountable and to provide justice and remedies to victims. Eliminating violence against women remains one of the most serious challenges of our time. The knowledge base and tools to prevent and eliminate violence against women developed over the past decade must be utilized more systematically and effectively to eliminate all forms of violence against women. This requires clear political will, outspoken, visible and unwavering commitment at the highest levels of leadership of the State and the resolve, advocacy and practical action of individuals and communities ( ibid;).

In order to support the Government of Georgia to meet its obligations undertaken on the international, regional and local levels inter alia in terms of eliminating violence against women and girls and in particular domestic violence and sexual violence, with the generous support by the Swedish Government, the second phase of the UN Joint Programme for Gender Equality (hereinafter UNJP) has been launched in November 2015. The UNJP is implemented by UNDP, UN Women, and UNFPA.

The second phase of the Joint Programme continues to respond directly to the women’s rights and gender equality commitments undertaken by the Government of Georgia (GoG) on international and national levels, and aims to upscale the results achieved by the previous phase of UNJP (2012-2015) and UN agencies in general, as well as other stakeholders in the area of enhancement of gender equality and women’s empowerment in Georgia.

The Joint Programme will address gender inequality in a coherent and comprehensive manner, covering a wide range of issues, such as political and economic empowerment of women, reducing violence against women and girls and promotion of women’s sexual and reproductive health and reproductive rights.

The overall goal of the UNJP is to promote gender equality and women’s empowerment by means of strengthening capacities of government at both central and local levels and across the executive, legislative and judicial branches, engaging civil society and raising public awareness about gender equality.

This ambitious goal will be achieved by realization of the following outcomes:

  • Enhanced women’s political and economic empowerment;
  • Enabling environment to eliminate violence against women and girls, especially sexual and domestic violence, created in Georgia;
  • Advanced gender equality and reproductive rights, including for the most vulnerable women, adolescents and youth.

UN Women leads work under the second outcome of the UNJP being responsible for creation of enabling environment to eliminate violence against women and girls, especially domestic and sexual violence in Georgia.

In order to ensure successful completion of the UN Women’s component under the UNJP and meet the contractual obligations of the initiative, UN Women plans to hire a Project Analyst, who will work under direct supervision of the UN Women / UNJP Component Manager and overall guidance of UN Women National Programme Officer.

Duties and Responsibilities

The Project Analyst will carry out the following functions:

  • Together with the UN Women / UNJP Component Manager  ensure that progress is made in achieving UNJP goals and objectives in line with the programme document and UN Women’ s country strategic plan, especially focusing on the work on the level of policy advice and strengthening national institutions (UNJP outputs 2.2 and 2.3);
  • Work towards timely implementation of the detailed annual work plans together with project partners and beneficiaries;
  • Work towards safeguarding, monitoring and facilitating quality assurance of all the UNJP activities as spelled out in the project document;
  • Contribute to the identification of capacity development needs and develop adequate solutions to ensure efficient implementation of the project, in particular with regards to  further building capacity of  local partners;
  • Contribute to the development of tools commissioned under the project, with emphasis on ensuring result based management and evidence-based approaches for the project implementation (e.g. training materials, training workshops, data collection, monitoring and evaluation tools, knowledge-sharing publications and outreach materials);
  • Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UN Women rules and guidelines;
  • Together with the UN Women / UNJP Component Manager ensure day-to-day implementation of the project activities and provide ad hoc support to the local partners, individual consultants/experts and companies to realize project objectives;
  • Together with the the UN Women / UNJP Component Manager  organize, co-ordinate, provide technical support, and conduct project related activities in line with the annual work plans;
  • Under the guidance of the UN Women / UNJP Component Manager  ensure proper information flow, communication and coordination between UN Women and its partners as needed;
  • Under the guidance of the UN Women / UNJP Component Manager elaborate of project’s detailed monitoring and evaluation plans including data collection tools and instruments;
  • Keep updated a mapping of main stakeholders/ partners in the field including UNJP target regions;
  • Undertake continuous internal monitoring of progress of project activities implemented directly by UN Women as well as by responsible parties and other staff of the UNJP, including monitoring visits to the UNJP sites;
  • Organize and support technical assistance, monitoring and evaluation missions in the UNJP target regions;
  • Assist in the development, implementation and monitoring of programmatic and financial plans on a monthly and quarterly basis;
  • Together with the UN Women / UNJP Component Manager  to prepare relevant progress and annual reports and/or other project-related materials for UN Women’s use as requested by management;
  • Effective application of Result Based Management (RBM) tools looking at mechanisms to track use of RBM tools in project implementation and reporting;
  • Documenting evidences, facts and other information and reviewing and compilation of inputs for responsible parties to contribute to the preparation of reports;
  • Ensure proper maintenance of the documentation and filing system;
  • Follow up on performance indicators/success criteria, targets and milestones, preparation of reports related to EVAW issues covered by UNJP;
  • Together with the UN Women / UNJP Component Manager  prepare analytical and regular progress reports on UNJP and related activities;
  • Perform other relevant duties as required.

Required Skills and Experience

Education:

  • University degree in law, human rights, or related field;

Experience:

  • At least three years of relevant professional experience in project / programme management and implementation;
  • Experience in collecting and analyzing data.

Languages:

  • Fluency in Georgian and English languages.
