Background

UNDP Iraq has been nominated by the Global Fund (GF) sponsored Country Coordinator Mechanism (CCM) to serve as the Principal Recipient (PR) of round six Tuberculosis (TB) grant for Iraq from the Global Fund to flight Aids, Tuberculosis and Malaria. The Programme aims to support the national TB programme (NTP) by enhancing directly aobserved therapy-short term DOTS ( directly observed treatment short-course) services , improving access to TB care to poor and vulnerable groups, expanding DOTS to the three nothern governorates and developing programme management capacity at the NTP.

  • Under the overall authority of the Resident Representative, the Country Director the direct supervision of the Deputy Country Director (Programme / Operations) , the Project Manager ensures the effective implementation of all related projects that are funded by the Global Fund to reach planned targets and expected results with good quality and timely manner;
  • The project manager supervises professional staff of the unit;
  • The project manager liaises with UNDP GFATM partnership at headquarters on any issue related to Global fund projects.

Duties and Responsibilities

Oversee and coordinate programmatic and financial management of GF grants in Iraq:

  • Establish/ adopt working procedures related to the management of GFATM programmes and oversee their compliance with UNDP procedures;
  • Ensure timely submission of good quality periodic technical and financial reports of PR for submission to GFATM through LFA; Expenditures reported linked to programmatic results;
  • Successful implementation of GF grants according to established work plans;
  • Implement strategies to help reduce TB burden in consolation with WHO guidance;
  • Set delivery targets in Atlas and work on achieving them;
  • Keep programmatic updates according to UNDP requirements updated (e.g. targets, indicators, Issues Log)
  • Arrange to get the disbursements on time without delays;
  • Guide capacity development of Global Fund programme management team.

Ensure management support to government counterparts and implementing partners, Coordinate with Country Coordinating Mechanism (CCM) and other external/ local stakeholders in the field of TB, Malaria and HIV /AIDS to ensure effective and efficient implementation of the grants:

  • Ensure implementing partner’s compliance with , international, national policies and standards for delivery of services through coordination of technical assistance;
  • Resolve all issues resulting during implementation;
  • Successful restructuring of the CCM;
  • Full harmonization between implementing partners through coordination;
  • Ensure an effective communication and information flow between finance and non finance actors ( on CCM, PR, LFA and sub recipient level) in order to effectively link the programmatic results to expenditures as required by GFATM.

Management of Sub Recipient to ensure harmonization and achieve planned targets:

  • Lead the administration of contracts with implementing partners under the GF grants; including overseeing preparation of Letters of Agreement / Project Cooperation Agreements, in accordance with UNDP’s general framework agreement with the GFATM, UNDP’s Operations Manual for projects financed by the GFATM, specific grant agreements, and UNDP’s corporate policy on procurement and contracting ;
  • Harmonize reporting and accounting practices of sub-recipients including programme results, budgeting and financial key performance indicators;
  • Manage to receive the programmatic updates from SR on time and reflect it in programmatic updates;
  • Ensure continuous support for programme, financial and procurement personnel of sub-recipient organizations;
  • Ensure timely annual audits of sub-recipients.

Ensure an efficient flow process for procurement and supply management with the framework of GF requirements:

  • Ensure compliance to GFATM programme implementation, data and procurement quality assurance requirements;
  • Ensure full coordination with all partners on procured items to minimize issues/conflicts;
  • Ensure compliance with UNDP audit requirements and thus pass all LFA review with success;
  • Ensure reporting all procured items on the GFATM website;
  • All procured items are within standard quality assurance requirement.

Lead the establishment of M&E system for GFATM programmes that is well mainstreamed within the national M&E system in Iraq through creating linkages between GFATM M&E and National AIDS, TB and Malaria Programme and M&E Unit of the federal Ministry of Health:

  • Work on strengthen M&E national system;
  • Coordinate adaptation of new forms that are in line with Stop TB Strategy;
  • Implementation of a successful M&E web-based system;
  • Implement programme evaluation and impact on outcomes;
  • Keep and updated record of all assets, make sure to enter project assets into Atlas.

Acts as a focal point for HIV/AIDS at UNDP Iraq, and advice and lead on any health related project under UNDP implementation.

  • Manages the implementation of the current joint agreement titled Preparatory Phase HIV/AIDS Policy Support and Capacity Building Programme:
  • Advice on all upcoming issues related to UNDP Iraq HIV/AIDS section;
  • Represent UNDP Iraq in all meeting, conferences and workshop related to HIV/AIDS;
  • Any other task assigned by Senior Management Team of UNDP Iraq.

Required Skills and Experience

Education:

  • Masters Degree in Public Health or Social Sciences , or other relevant fields .

Experience:

  • At least 10 years of relevant experience in project management, and at least 7 years in the field of HIV/AIDS, Malaria, and Tuberculosis project control, and resource mobilization, a focus and demonstrated ability to administer budgets/resources/people, including 2 or more years of experience within UNDP, working on management of governance-related projects. Some experience in design, monitoring and evaluation of development projects is required;
  • Experience working in a developing country (other that one’s own) in a developmental capacity;
  • Experience working in a multi-cultural and/or international work environment;
  • Experience from previous UN assignments and/or multilateral banks (World Bank, Asian Development Bank, etc.) and bi-lateral aid organizations would be an asset.

Technical skills required:

  • Functionally-related professional management skills;
  • Plan and prioritises work activities to meet organizational goals and organizes and oversees work processes efficiently to achieve quality results;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, as well as experience in the handling of web based management systems;
  • Experience from previous UN assignments and/or multilateral banks (World Bank, Asian Development Bank, etc.) and bi-lateral aid organizations would be an asset.

Language Requirements:

  • Fluency in the English both written and oral;
  • Good working knowledge of Arabic and/or Kurdish an asset.

Note:
