Background

UNDP is implementing a project titled “Upscaling energy efficient production in small scale steel industry in India”. The objective of this project is to scale-up adoption of energy efficient technologies in small scale steel industry in India. The details of the project are available at www.steelindia.org

The steel upscaling project aimed at upscaling energy efficiency in small scale steel industries from March 2013 to Dec 2015. It builds up on an earlier project where UNDP and Ministry of Steel demonstrated energy efficiency in 34 steel rerolling mills [SRRM]. The project is funded by UNDP, MoS and Australian Aid. The steel upscaling project aimed at building up on these results with scale up target of making energy efficiency in 300 steel units. It also aimed at expanding energy efficiency to other subsector of Electric Induction Furnace. The project also aimed to bring new energy efficiency measures in SRRM. The project has progressed well and achieved significant results. As of now 260 steel units have adopted energy efficiency.

 The National consultant is required to carry out the terminal evaluation of the project titled “Upscaling energy efficient production in small scale steel industry in India”. The objective of the evaluation is to assess the achievement of project results, and to draw lessons that can both improve the sustainability of benefits from this project, and aid in the overall enhancement of UNDP programming.

Duties and Responsibilities

The National consultant is expected to become well versed to the project objectives, historical developments, institutional and management mechanisms, activities and status of accomplishments. Information has to be gathered through document review, individual interviews and site visits. He/She would work with International Consultant. International consultant is the team leader.

The evaluation must provide evidence-based information that is credible, reliable and useful. The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, UNDP Country Office, Project Management Unit, and other key stakeholders.

The scope of work for the consultant is as given below.

   Desk review of documents [5 days]

The evaluator will review all relevant sources of information, such as the project document, annual work plans (AWP), project progress reports, minutes of Project Steering Committee meetings, Back-to-Office Reports of UNDP/PMU staff, study reports/Conference proceedings, baseline reports, consultancy inputs for implementation, post commissioning measurement studies, knowledge products and any other materials that the evaluator considers useful for this evidence-based assessment.

Field Mission [10 days] 

The evaluator is expected to conduct a field mission that includes visit to 3 clusters that have adopted energy efficiency in Mandi [Punjab], Raipur [Chattisgarh] and Ahmedabad [Gujarat]. It will also include discussions with 5 to 6 industry associations in these locations and Delhi. It will include speaking to 5 to 7 agencies [in person or over telephone/skype that have conducted baseline, providing technical assistance, post implementation measurements. It will include discussions with UNDP officials, Ministry of Steel officials, Australian aid, some Project Steering Committee members, and vendors.

Submission of report [15 days]

The consultant should make a presentation about the findings and results of the evaluation to UNDP and MoS as part of mission.  The consultant as part of evaluation should submit a detailed report documenting the whole evaluation process providing a set of conclusions, recommendations and lessons. A draft format for report with suggestive content is included in Annex-1. The final report should not be more than 50 pages without including annexes

Required Skills and Experience

Academic Qualification:

  • Post-Graduate in Engineering, Management or Business administration.

Professional Experience:

  • Minimum of eight years accumulated and recognized professional experience in energy efficiency and climate change projects, and knowledge of UNDP;
  • Minimum of five years of project evaluation and/or implementation experience in the result-based management framework, adaptive management in climate change projects;
  • Ability and experience to work with multi-disciplinary teams, and deliver quality reports within the given time;
  • Experience with multilateral and bilateral supported energy efficiency and climate change projects.

Desirable

  • Ability to assess energy savings from energy efficiency implementation projects and calculate the resultant GHG reductions
  • Experience in the manufacturing processes of steel industry and energy efficiency options is advantageous;
  • Comprehensive knowledge of national energy efficiency best practices in Steel rerolling mills industry; and experience in energy audits.

Required Language:

  • Excellent command over spoken and written English.

Assignment Timelines:

  • Preparation and document review by 8 Dec. 2015;
  • Field Mission by 19 Dec. 2015 (starts on 10 Dec. 2015);
  • Presentation of initial findings by 19 Dec. 2015;
  • Draft Evaluation Report by 25 Dec. 2015;
  • Final Report by 8 Jan 2016.

Payment Schedule:

  • 20% on work plan  submission;
  • 50% on submission of the draft evaluation report;
  • 30% on submission and approval of the final evaluation report incorporating the comments received in the draft report.

Documents to be submitted:

  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules or all the arrangment would be done by UNDP.

Evaluation Criteria:

Cumulative analysis : The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial

Criteria specific to the solicitation.

 Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

 Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation would be as under:

  • Qualification - 10%;
  • Relevant Work Experience-Project evaluation in result based management framework such as GEF - 40%
  • Exposure to secondary steel sector- 10%
  • Experience of working in UNDP or other international organization projects- 10%
