Background

One of “green economy” development areas in Kazakhstan is ecosystems maintenance and effective management, which supposes the development of fishing industry having high potential reserves for the production growth, providing rural population employment and food safety as renewable biological diversity source. In this industry, the authorized body works on balancing the existing water bioresources reserves and field facilities on production and processing of fish products from natural water basins in order to provide conditions for fishing industry sustainable development and rational use of fishing and another shellfish resources.

Collapse of the existing system of fishing, processing and marketing of products in the late 80s and early 90s of the last century, and, in many ways, the lack of good governance, including fishery resources protection, led to the formation of small-scale local fishing and illegal fishing with the sale of virtually not processed products through a chain of dealers that did not contribute to the revival of fishing industry and above-limit export of fish outside the country. As a result, Kazakhstan lost about 40% of fish production volumes from natural water basins, fishing of herring (including pilchards) and sturgeon completely stopped, the reserves of such commercially valuable fish species as carp and perch were undermined.  

Total catches decreased from 80 to 33 thousand tons/year. As a result of the main equipment deterioration, deep processing of fish has become virtually impossible, and now the main object of sales is fresh fish or fish processed by artisanal methods. Kazakhstan has almost entirely lost its aquaculture, aquaculture production has reduced by more than 12 times, from 9800 tons to 800 tons/year. However, given the expected increase in population of the republic and on the basis of the recommended norm (14.6 kg per capita) to meet the needs of the population in fish and fish products, it is necessary to increase the volume of catch, cultivation of commercial fish and fish imports to 272,0 thousand tons per year.

Duties and Responsibilities

Objective:

  • Evaluation and development of recommendation on improving fishing reserves sustainable management system facilitating economic development, especially in rural areas.

Scope of work:

  • Studying and evaluation of fishing industry potential in Kazakhstan as a source of income, employment growth, production export and other opportunities;
  • Studying of institutional basis of fishing industry management and evaluation of fishery sustainability level in terms of 8 basins, the degree of marketing development and access to markets and the level of investments attraction into new technologies in aquaculture;
  • To describe the available barriers associated with introduction of fishing reserves sustainable management in Kazakhstan;
  • Analysis on the implementation progress of provisions of the Code of responsible fishery referred to aquaculture and fishing industry with the use of new FAO survey in the Republic of Kazakhstan;
  • Preparation and introduction of recommendation based on the best international practices and taking into account the current state of fishing industry of Kazakhstan: 1) on providing fishing industry sustainability (sustainable use stimulation, regulatory and legal basis improvement, improvement of monitoring, control and supervision system, introduction of co-management principles by distinction of function between state governing body and users); 2) on extending fish products sales markets and increase of the added value (processing sector development, private investments development, increase of the incomes from the product sales); 3) on investing,  transfer and distribution of new technologies (in the field of improving fish farms, to support the aquaculture development, for improved small water basins management); 4) on improving the management structure and strengthening of management potential, on scientific support and financial sector;
  • To prepare information materials for presentations, reports and other handout materials for necessary workshops, trainings, roundtables on the results of the works performed;
  • To present the results of the works at the Roundtable on discussion of national and international approaches to sustainable fishery and aquaculture.

Responsibilities:

  • The consultant shall be responsible for the quality of materials prepared within its duties;
  • The consultant shall work under the Project Profile Manager on saving biodiversity and ecosystems;
  • The consultant shall prepare reports in English language;
  • The report should be presented in electronic format of MS Word for Windows files.

Required Skills and Experience

Education:

  • Master’s degree in areas related to ecology, economy, management, nature use.

Experience:

  • At least 7 years of relevant professional experience;
  • Experience of work in CIS and Central Asia countries in the field of green technologies;
  • Experience of work in green technology transfer;
  • Ability to deliver consultancy products within deadlines, ability to work independently and remotely with minimal supervision;
  • Demonstrated excellent analytical skills, ability for multi-disciplinary analysis;
  • Demonstrated ability to communicate effectively in writing to in a simple and concise matter.

Language: 

  • Fluency in written and spoken English and Russian.
