Background

UNDSS Somalia is supporting the UN Agencies through security advice and guidance so as to enable the UN Agencies conduct their operations in the safest way possible.  In view of the need for improvement of staff training on safety and security and with recommendations from the Under Secretary General for Somalia and the Security Management Team, UNDP and UNDSS are collaborating in the development of a generic and mandatory pre-deployment security package known as “Secure and Safe Approach to Field Environment (SSAFE).”  The SSAFE course is designed to provide UN personnel who are traveling/working in Somalia with awareness, skills and knowledge for safer and secure implementation of programmes and humanitarian activities. 

The Senior Training Associate will act as the deputy to the head of the UNDSS – Somalia Training Unit.  In the absence of the FSCO, the Senior Training Associate acts as head of the unit and lead instructor on the SSAFE course.  The Senior Training Associate provides instructional and operational support for all other UNDSS – Somalia training modules.  The incumbent will ensure effective logistical and administrative support to UNDSS – Somalia training activities.  The Senior Training Associate promotes a client, quality and results-oriented approach.

Duties and Responsibilities

Summary of key functions:

  • Acts as lead instructor on UNDSS – Somalia SSAFE course.
  • Provides instructional support for all other training modules. 
  • Ensures logistical support provided to the UNDSS Somalia Training Unit
  • Ensures administrative support to the UNDSS Somalia Training Unit
  • Provides support to knowledge building and knowledge sharing in the CO

Acts as lead instructor on the UNDSS – Somalia SSAFE course, focusing on the achievement of the following results:

  • Provide strong coordination to all UNDSS Somalia courses, both in Kenya and Somalia;
  • Supervision of the UNDSS Training Logistical and administrative coordination of the UNDSS Somalia Courses;
  • To show excellent Client Orientation in liaising with UN organizations;
  • Provides instructional support for all UNDSS Somalia training modules;
  • Assist in the designing, implementation and administration of UNDSS – Somalia Security Training Programmes;
  • Oversees and provides advice, guidance and training to SSAFE team staff members;
  • Edits and prepares note to file for the extension of IC contracts for critical SSAFE training consultants for the FSCO- Training approval and signatures.

Provides instructional support for all other UNDSS – Somalia training modules, focusing on achievement of the following results:

  • Provides support to knowledge building and knowledge sharing within SSAFE team;
  • Coaching of all SSAFE trainers and consultants on suitable training approaches in delivering their sessions;
  • Oversees and provides advice, guidance and training to junior staff and participants on courses, focusing on resolving conflicts which may arise between participants or facilitators;
  • Conducts theoretical (classroom based) sessions on hostage survival, communications (VHF, HF and satellite), convoy procedures and first aid with groups of up to 45 participants;
  • Conducts ambush, community awareness and civil/military scenario based training for small groups (8 – 10 participants);
  • Provides instructional support for all other UNDSS – Somalia training modules;
  • Conducts theoretical (classroom based) sessions in the ETB, LSA as well as active shooter courses, and others training courses, workshops and modules, as required. 

Ensures logistical support for the UNDSS – Somalia training section, focusing on achievement of the following results:

  • Coordinate with the training site manager on facilitating classroom, accommodation and meal services to the participants;
  • Coordinate with procurement to facilitate transport for the participants to and from the training site;
  • Assists in the design, implementation and administration of UNDSS – Somalia Security Training Programmes, focusing on organizing, maintaining and updating the security training modules;
  • In conjunction with the other members of the training team organize schedules, logistics and administrative requirements for courses;
  • Produce security training schedules.

Ensures administrative support for the UNDSS – Somalia Training section, focusing on achievement of the following results:

  • Monitor implementation of training strategies, proposing solutions and making recommendations to streamline administrations.
  • Assist in the conduct of security training needs assessments.
  • Organizes and maintains security training databases.
  • Follow up with procurement on the progress of a request and assisting with additional specifications or information when necessary.
  • Coordinate that agencies focal points received invoices for all the participants who have attended SSAFE, Module 3 Refresher, ETB and Module 2 in country training with the training team.
  • Maintains and dispatches all UNDSS Somalia Security Training databases. 
  • Distributes pre-course reading materials and instructions to participants on courses.
  • Maintained a system of inventory and control of training assets as well as follow up on the proper use, maintenance, repair and replacement of training equipment.
  • Any other assignments assigned by the supervisor (FSCO – Training).

Provides support to knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Participation in the training for the operations/projects staff on administration;
  • Coaching of all SSAFE trainers and consultants on suitable training approaches in delivering their sessions;
  • Review and analyzes feedback/recommendations from participants to improve the effectiveness of security training programmes;
  • Empowers junior staff to take on increased training responsibilities, providing guidance and constructive feedback when necessary;
  • Contributes to knowledge networks and communities of practice.

Impact of Results

The duties performed by the Senior Training Associate will have a direct impact on the security and safety of UN staff operating in the field.  The key results have direct impact on the overall efficiency and effectiveness of the UNDSS Training section.

Required Skills and Experience

Education:         

  • Completion of secondary education;
  • University Degree in Business Administration, Political Science, Education or Public Administration, Security Management is desirable, but it is not a requirement;
  • Training of Adults Certification.

Experience:       

  • At least 7 years of relevant security and/or training experience;
  • Completion of the SSAFE Training of Trainers course is an advantage;
  • Completion of the Emergency Trauma Bag (ETB) qualification is an advantage;
  • Completion of the Pre-Hospital Trauma Life Support (PHTLS) course is an advantage;
  • Completion of UNDSS Local Security Assistant’s (LSA’s) course is an advantage;
  • Experience in the UN system or with an international non-governmental organization is desirable;
  • Direct experience in Somalia is desirable;
  • Knowledge of and experience with web-based management systems (ATLAS) is desirable.     

Language Requirements:
