Background

The mandate of the Integrated Office, which is the Office of the DSRSG/RC/HC in Haiti, is to ensure a coherent, effective, efficient and integrated approach between the United Nations Country Team, MINUSTAH, the Office for the Coordination of Humanitarian Affairs (OCHA) and humanitarian partners in the planning and implementation of the UN internationally agreed development goals and humanitarian mandate. This mandate is supportive of national priorities, strengthens national leadership and institutional.

The DSRSG/RC/HC in Haiti coordinates the operations of the UN agencies, funds and programs, and is directly responsible for MINUSTAH’s Civil Affairs Section, Child Protection Unit and the HIV/AIDS Unit. The DSRSG/RC/HC is also entrusted with the overall responsibility to move the aid effectiveness agenda forward, leading the group of the main donors in Haiti – the G12+.

Under the overall guidance of the DSRSG/RC/HC and direct supervision of the UN Coordination Advisor, the Coordination Specialist supports the DSRSG/RC/HC in his/her coordination mandate in order to achieve a coherent and effective UN. She/He supports the UN common programming process (CCA/UNDAF/ISF) which is the UN response to the national priorities and strategies, the MINUSTAH’s transition and other planning exercises.

The Coordination Specialist works in close collaboration with UNCT members, MINUSTAH staff, Non Resident Agencies, the operational Agency teams, the UNDGO staff and Government officials, and civil society ensuring successful and transparent coordination of UNCT activities. The Coordination Specialist makes proposals on operational priorities, and ensures follow-up and feedback. She/he advocates for the implementation of UN Reform. She/He guides the work of the national coordination officers.

Duties and Responsibilities

As a member of the Integrated Office, ensure support focusing on achievement of the following results:

  • Supports UN common programming process by focusing on achieving the following results:
  • Provide overall technical support to the formulation, planning and the implementation of the ISF/UNDAF; facilitate its annual, mid - term review and final review with the view to drawing lessons and good practices;
  • Assist in facilitating the key events related to planning processes, including various presentations to Government, key stakeholders and to UN colleagues.

Provides support to Coordination Functions focusing on achievement of the following results:

  • In liaison with the Thematic groups, assists in the formulation of the UNCT annual workplan, helps monitoring its implementation and its mid-term review;
  • Provide technical support and guidance to Pillar Groups (formulation of their Annual Workplan, support thematic presentations and timely follow up of decisions taken) and ensures the participation of MINUSTAH’s staff;
  • Assist in mobilization of resources for coordination’s activities;
  • Keep abreast the RC about the initiatives of the UNDG and DOCO;
  • Assist in the effective organization of visits for high-level UN officials;
  • Facilitate the development of partnership with Civil society collaboration;
  • Provide support for monitoring the progress towards the SDGs.

  • Identify and resume best practices and lessons learnt (both in the country and in other countries) directly linked to country policy goals;
  • Contribute to knowledge networks and communities of practice.

Ensures administrative responsibilities and reporting by focusing on achieving the following results:

  • Provide advice and guidance to other staff of the Integrated Office on key coordination tasks, mainly the national coordination officers;
  • Provide requested support to the UN agencies;
  • Assure quality of the reports.

Impact of Results:

  • The key results have an impact on the overall UN programmes coherence, efficiency and resources;
  • Accurate analysis and presentation of information strengthens the coordination capacity;
  • The information provided facilities decision making process by the management (DSRSG/RC/HC, UNCT, MINUSTAH, Pillar Groups and Thematic Groups).

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences, Development Management or related field.

Experience:

  • At least 5 years of experience in the area of development management and cooperation, and in UN coordination and UNDAF development;
  • Good knowledge of Peacekeeping Operations;
  • Good knowledge of the UN system and UN Reform processes;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in French which is the official language of the duty station;
  • Excellent working language of English is necessary.
