Background

The Stage 1 of the HCFC phase-out Management Plan (HPMP) for Angola was approved in 2011 and is to cover the HCFCs reductions obligations between 20111 and 2016. This project is currently being implemented with support from the UNDP and it is funded by the Multilateral Fund for the implementation of the Montreal Protocol (MLF).

It was recently approved a Presidential Decree (January 2011) establishing importing quotas system that is in the early phase of implementation. Although this is a comprehensive legislation covering HCFCs, implementation must be strongly supported and the existing control mechanisms must be, in the best cases strengthened, or altogether established.

The overall HCFC phase-out consists in the delivery of technical assistance to Public and Private Institutions, as well as to RAC technicians, in the identification and use of ODS-free alternatives as well as in the retrofit practices and application of good practices in RAC servicing sector.

Duties and Responsibilities

Roles and Responsibilities:

The consultant will work under direct supervision on the UNDP Programme Officer and in close collaboration with the National Ozone Unit of Angola in the implementation of the following activities:

 For the implementation of the Stage 1:

  • Prepare a national plan for training of technicians in RAC;
  • Provide actionable recommendations on the Implementation of a system of Certification for refrigeration technicians on HCFCs;
  • Conduct a two-day training of the trainers and technicians training on both retrofit and good practices in refrigeration in Angola;
  • Advise on publications which can be used and/or adapted by Angola in this effort.

Required Skills and Experience

Education:

  • First-level university degree in Administration, Law or related field = 10 points.

Experience:

  • Working experience of at least 10 years = 7.5 points;
  • Experience related to refrigeration issues (desirable = 7.5 points;
  • Profound Knowledge of Montreal Protocol related issues (desirable) = 10 points;
  • Knowledge of refrigeration market issues (desirable) = 5 points;
  • Experience on retrofit related training (desirable) = 5 points;
  • Experience with market surveys or field research in RAC (desirable) = 5 points;
  • Experience of work/knowledge UN System (highly desirable) = 10 points.

Language:

  • Proficiency in English is a must = 5 points;
  • Proficiency in Portuguese is (highly desirable) = 10 points

Financial Evaluation = 30%

Evaluation Criterion

The Best value for Money approach will be used in the evaluation and will lead to a combined score for technical capabilities and the financial offer.

Candidates that receive less than 52.5 points in the technical evaluation will not be short listed. The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.

Technical Evaluation = 70% (based on the criterion below)

Duration of the Contract:

  • The contract will be effective from the date of its signature and will be valid up to 5 (five) months.

Duty Station:

  • Home based with one mission to Luanda, Angola.

 Official Missions/Travel:

  • Mission 1: expected to be carried out from January, 25th to 29th to Luanda and Lobito.

 Expected Deliverables and Payment

The consultant will quote his/her professional fees for services based on the deliverables identified below. Travel related costs and other foreseeable mission related expenses must be quoted separately from the professional fee.

The consultant will receive payment upon satisfactory completion of the deliverables identified below.

Expected list of Deliverables   

D1 (15%) – Evaluation report on the current status of training programme and suggestions for improvement.

D2 (85%) – 5-days mission to the cities of Luanda and Lobito, Angola to deliver training to trainers and technicians on retrofit and good practices and guidance on the Stage 2 preparation and finalization report.
