Background

Project Description

The Philippines is one of the participating countries in a global Low Emission Capacity Building Programme focused on climate change capacity building for low emission development, primarily of the public sector. The global programme is supported by the UNDP with funding assistance from EU, Germany and Australia over a four-year period.

The Programme is being undertaken in the Philippines through the Low Emission Capacity Building Philippines Project (LECB PHL Project).  It is executed by UNDP Philippine Country Office with the Climate Change Commission as Implementing Partner.

The expected outcomes of the project for the public sector are as follows:

  • Outcome No. 1- Robust national system for preparation of GHG emission inventories have been established at a national level;
  • Outcome No. 2 - Nationally Appropriate Mitigation Actions (NAMAs) and/or Low Emission Development Strategies (LEDS) sectoral road maps have been formulated within the context of national development priorities; and
  • Outcome No. 3 - Measurable, Reportable and Verifiable (MRV) systems have been designed to support implementation and evaluation of NAMAs and/or LEDS sectoral road maps.

The Project output under Outcome No. 1 is the establishment and/or institutionalization of the Philippine Greenhouse Gas Inventory Management and Reporting System (PGHGIMRS). The LECB PHL Project is currently building capacity for the preparation of GHG inventories through training and seminar/workshops for relevant government officials and employees involved in this activity.  It is likewise undertaking the design and establishment of national systems for the implementation of NAMAs and/or LEDS sectoral road maps and institutionalizing mechanisms at the national and institutional levels to link GHG inventories to MRV-related activities for long term sustainabilitythrough the Nationally Integrated Climate Change Database and Information Exchange System (NICCDIES).

The public sector component of the project is set to be completed this year, 2015. There is therefore a need to measure the effectiveness of the capacity building activities conducted by the Project and to gauge the improvements achieved by institutional strengthening policies/frameworks developed through the project.

Duties and Responsibilities

Scope of Work

The LECB PHL Project requires the services of an Individual Consultant referred to herein as “Consultant” to evaluate the training or capacity building activities conducted by the Project in support of the PGHGIMRS and in the NAMAs/LEDS and MRV System/NICCDIES development.

The Consultant shall undertake at the very least the following tasks:

Scoping Study:

  • Collect data (through interviews, desk study, FGDs) and review trainings and workshops conducted by the CCC-LECB PHL Project under the different Outcomes/Components including training reports, workshop documentation, slide presentations, etc.;
  • Using appropriate criteria or methodology, evaluate the degree of relevance, effectiveness and efficiency as well as the degree of institutional strengthening achieved by the capacity building activities conducted through the project.

The following elements may be considered:

Trainee reaction or satisfaction:

  • This could be obtained from the forms that trainees fill out at the end of the workshop or training sessions, i.e., completed participant feedback questionnaire, comments/recommendations from participants,focus group sessions.

Learning achieved:

  • The extent to which participants change attitudes, increase knowledge, and/or increase skill;
  • Behavioral change. The extent to which a change in behavior has occurred because of attendance to the training program;
  • Overall result. Measurable organizational benefits resulting from attendance and participation in a training program;
  • Assess and, if necessary, recommend, additional training activities that may be conducted tocompletethe set of skills needed for effective and efficient conduct of a national GHG inventory, NAMAs development and MRV implementation.

Develop a set of training modules for the PGHGIMRS, NAMAs development and MRV implementation that will:

  • serve as a guide and later reference for trainees;
  • document procedures and best practices;
  • standardize task accomplishments;
  • provide a measure for performance evaluation;
  • Develop a capacity building plan that will strengthen the planning, development and implementation of the PGHGIMRS, NAMAs/LEDS and the NICCDIES; and
  • Serve as resource person for the presentation of the outputs;
  • Kirkpatrick Model.

Required Skills and Experience

Education:

  • Degree in environmental planning, environmental science, or related field. Advance or graduate degrees are preferable

Experience:

  • At least three (3) years’ work experiences in capacity building activities such as but not limited to the conduct of training needs assessment, development of training programs/modules, etc. 
  • Work experience on environment, climate change, GHG inventory, and/or related projects would be an advantage;
  • Demonstrate familiarity with climate change in the AWIT (Agriculture, Waste, Industry and Transportation) sectors and planning processes and regulations at the national, sub-national and local levels;

Language:

  • Strong communication skills, including demonstrated written and presentation skills and the capacity to relate to both internal and external constituencies of the project.

The Consultant should have successfully executed at least two similar contracts within the last 5 years and should meet the above requirements.
