This post is opened in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of Belgium and is addressed exclusively to Belgian nationals who have successfully completed the training programme (Cycle d’Information Générale) organized by the Belgian Technical Cooperation (BTC / CTB).

Interviews will be taking place in Brussels, Belgium in the week 8-12 February 2016. Invited candidates are required to be present in person for the interview. Travel cost to Brussels will be at the candidates’ own expense.

Background information

NFPA is developing its activities in the adolescent and youth areas; in alignment with the cluster approach of working adopted by the institution and Niger is one of the pilot countries for this approach. One cluster will concentrate on Maternal and reproductive health, the other on Adolescents and Youths. The content of this work is being defined and the UNFPA Niger office is eager to have a JPO who has knowledge and experience in Youth issues to re-enforce its team.

The Country Programme Document of Niger is its mid-term review phase and a new programme of cooperation will be designed during 2012 to be presented to the Executive Board in June 2013; a strong youth and adolescent focus is planned.

 

Duties and Responsibilities

Under the overall supervision of the Representative and the direct supervision of the Gender Programme Officer, the JPO will support UNFPA Niger Office in the implementation of the Country Programme as well as the UN Reform and ensure full compliance to UNFPA rules and procedures in performing her tasks.

The JPO will provide specific support to the Youth and Adolescents cluster as described in the action plan approved by the Head of Office.

 

The JPO will specifically:

  1. Contribute to the implementation of the Country Programme through the design and implementation of annual work plans in conformity with the rules and procedures, the UN Reform guidelines, and particular attention to results- based and youth and gender approaches as well as risk management and good Governance ;
  2. Provide technical insights to the work of the Youth and Adolescents cluster with emphasis on Youth empowerment, Gender and Human Rights, Sexual and Reproductive Health and Population Dynamics; and ensure UNFPA leadership in the UN-system Youth thematic group.
  3. Build, cultivate relationships with youth leaders and youth organizations, and assist them in their propositions and actions for furthering a youth-focus in the post 2015 agenda
  4. Provide innovative ideas for working with adolescents and youth and maintain a youth-related presence on UNFPA social media platforms
  5. Develop and write Reports and other related administrative documents, Terms of Reference of studies and other deliverable under his/her responsibility ;
  6. Undertake monitoring and evaluation field missions as planned and in compliance with security requirements and report as prescribed;
  7. Provide assistance to the Representative on development of communication outreach, presentations, and documents.
  8. Ensure any other task as required by Head of Office.

Required Skills and Experience

Education:

Postgraduate degree in social sciences or related fields with specialized knowledge in the field of Youth issues, Gender and Human Rights

Required Experience:

At least 2 years of experience in programme design and implementation, with civil society and NGO partnerships. Prior experience in developing countries is an asset.

Languages:

Fluency in English and French

Ability to write clearly and concisely in French and English.
