Background

Under the overall guidance and supervision of DCD/P and day to day supervision of the Coordinator of Programme Oversight and Advocacy Unit (UPAQ), the Capacity Development and Finance Analyst is responsible for identification of the programme capacity development needs and the development and implementation of a capacity development programme addressed to the key programme stakeholders. He/she is also responsible to assist UPAQ to play the quality assurance in the utilization of programme resources. The Capacity Development and Finance Analyst promotes a client-oriented approach consistent with UNDP rules and regulations. He/she analyzes and interprets the financial rules and regulations and provides solutions to the programme in close coordination with the PMSU. The Capacity Development and Finance Analyst promotes a collaborative, client-oriented approach consistent with UNDP policy, rules and regulations on capacity development and finance.

The Capacity Development and Finance Analyst works in close collaboration with the operations, programme and project teams in the Country Office (CO) and with Government officials ensuring successful Country Office (CO) performance in capacity development and finance of projects.

Duties and Responsibilities

Summary of key functions:

  • Implementation of capacity development policy and guidelines as well as operational and financial management strategies;
  • Projects capacity development needs;
  • Projects’ budget management;
  • Facilitation of knowledge building and knowledge sharing.

Ensures implementation of capacity development policy and operational guidelines and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies of capacity development, and proper functioning of a client-oriented capacity development programme;
  • Identification of programme capacity development needs;
  • Development and implementation of capacity development programme to address stakeholder weakness;
  • Assess the impact of capacity development activities of projects.

Ensures implementation of operational and financial management strategies, and adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, projects’ financial recording/reporting system and follow up on audit recommendations;
  • Monitoring the submission of project financial reports to donors and ensures that the reports are cleared by Operations;
  • In close cooperation with the PMSU, continuous analysis and monitoring of the projects’ financial situation, presentation of forecasts for development projects;
  • Analysis and elaboration of proposals for the utilization of programme funds, including tracking and the materialization of projects finance commitments.

Ensures the management of projects’ budgets and organization and functioning of the optimal GMS’s cost-recovery system focusing on achievement of the following results:

  • In close collaboration with programme managers and the PMSU, elaboration of proposals for planning of financial resources of the Programme, preparation of reports  containing analysis of the projects’ financial situation;
  • Preparation and monitoring of budgets; regular analysis and reporting on the budget approvals and the delivery situation;
  • Support the programme in the establishment of projects’ budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL)  and budgets delivery levels;
  • Implementation of the control mechanism for projects through monitoring budgets preparation and modifications, budgetary status versus ASL.

Ensures facilitation of knowledge building and knowledge sharing in the CO and guidance to all stakeholders on financial matters focusing on achievement of the following results:

  • Organization/conduct of training for the operations/ programme/projects staff on financial management;
  • Synthesis of lessons learned and best practices in Finance;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results:

The key results have an impact on the overall CO efficiency in financial resources management and success in introduction and implementation of operational strategies. Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance UNDP credibility in use of financial resources.

Required Skills and Experience

Education:

  • Advanced University Degree (Masters) in Finance, Business or Public Administration, or a professional accounting qualification from an internationally recognized institute of accountancy;
  • UNDP Advanced Accountancy & Finance Test required.

Experience:

  • 2 years of relevant experience in providing capacity development advisory service, financial management services;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems and ERP financials, preferably PeopleSoft.

Language Requirements:

  • Fluency in French;
  • Good English knowledge will be an asset.
