Background

Under the overall supervision of the Country Representative and direct supervision of the Assistant Representative, the Head of Sub-Office will provide strategic oversight to the management of the UNFPA’s regular development programme in Mindanao (2012-2018), humanitarian preparedness and response and peace building process. As the Head of UNFPA Sub-Office s/he will have supervisory role over the EU-IP MNCHN Project (until June 2016) and the Joint Programme on Maternal and Newborn Health (JPMNH) (until June 2016). In close collaboration of the CO programme clusters, s/he substantively contributes to the management of UNFPA activities in the areas of population and development, reproductive health and gender in Mindanao as well as the Mindanao peace process.

In addition, working with the Humanitarian Team of the CO, the Head of the Office provides direct support to areas affected by crises in all phases of the response and in consultation with the Country Representative, will closely work with authorities, humanitarian agencies, civil society and local counterparts to provide humanitarian assistance to crisis affected communities.

Duties and Responsibilities

The Head of UNFPA Sub-Office, which is located in Cotabato City, Mindanao, is part of the Country Office (CO) in the Philippines. S/he reports to the UNFPA Assistant Representative., the Head of Sub- Offcie will carry out the following tasks:

  • Create substantive knowledge of population and development, reproductive health and gender issues in Mindanao, assess technical assistance needs in these areas and advises on suitability of programmes and projects to meet these needs. S/he will address policy issues and provide substantive inputs to facilitate policy dialogue and incorporation of these policies into regional plans and strategies, and the UN Convergence Strategy in Mindanao;
  • Provide strategic and substantive leadership and inputs into the design and formulation of programmes and projects translating UNFPA’s mandate and strategic priorities into local interventions and responding to Government plans and priorities;
  • Advise and report on achievement of programme and project results, proactively measuring substantive progress and effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools;
  • Analyze population and development, reproductive health and gender issues (particularly in humanitarian context) in the country to provide substantive inputs to institutional responses and advocacy strategies taking into account political and social sensitivities. Take opportunity to advocate and advance UNFPA’s policy agenda by participating in public information events;
  • Contribute to resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities.

In the crisis situation, the Head of the Office performs the following responsibilities:

  • In collaboration with the CO Humanitarian Team, takes a lead role in the management of humanitarian response during disasters and armed conflicts in Mindanao;
  • Prepare RH and GBV contingency plans and ensure integration in overall UN contingency plans;
  • Prepare situation reports and 3Ws during emergencies;
  • Identify areas of collaboration with humanitarian agencies and national counterparts to address RH, HIV/AIDS, youth, gender and GBV issues in their plans and programmes;
  • Participate and ensure inclusion of RH, GBV and gender concerns in joint UNCT/UNDAC missions and other rapid assessments;
  • If applicable, visit Refugee/IDP and host communities and conduct in-depth interviews with camp managers, UNHCR and other agencies present on the ground to gather information on the immediate needs of the people and the services to be provided;
  • Coordinate CO’s various interventions and represent UNFPA at Cluster/Working Group coordination meetings to share knowledge and ensure comprehensive understanding;
  • Ensure inclusion of UNFPA mandate through participation in existing Clusters, and/or, if appropriate, assist in the establishment of working groups to address RH, and GBV; and
  • Advocate for inclusion of ICPD PoA in emergency response and ensure UNFPA is well positioned in resource mobilization efforts, including humanitarian funding mechanisms such as CAP/Pooled Funds/Common Humanitarian Funds/Flash Appeal/ CERF/ERF).

  • Analyzes information on potential bilateral donors and government authorities to recommend a strategic approach;
  • Promotes and encourages Country Office action for increased contribution to core resources, including cost sharing modalities.

Required Skills and Experience

Education: 

  • Advanced degree (Master or equivalent) in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field.

Experience: 

  • 5 years of progressively responsible professional experience in the field of development and population activities, preferably in programme/ project design, appraisal and management;
  • Proven ability to lead and manage teams to achieve demonstrable results;
  • Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships;
  • Advantage to have previous experience of working in Mindanao.

Language:

  • Fluency in oral and written  English and national language is required
