Background

The RH Programme Analyst assists in the design, planning and management of UNFPA’s country programme by analyzing relevant political, social and economic trends and providing inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. RH Programme Analyst will be primarily responsible for coordinating the implementation of UNFPA’s  Reproductive Health programme including humanitarian and peace-building  projects in Mindanao with  government and  NGO partners in close collaboration with the Humanitarian Team at the Country Office.

Duties and Responsibilities

Under the supervision of the Head of Sub- Office, the Reproductive Health Programme Analyst will carry out the following tasks:

Thematic Area Leadership

  • Analyzes and interprets the political and social environment relevant to RH, MH and family planning in Mindanao and identifies opportunities for UNFPA engagement and assistance;
  • In keeping with new socio political developments in Mindanao in relation to RH, MH and FP situation prepares briefs and inputs for development of new programmes and interventions;
  • Helps create and document knowledge about current and emerging RH, MH and FP by analyzing programmes, strategies, approaches and ongoing experience for lessons learned and best practices.

Technical Leadership

  • Provides technical support to setting up the mobile medical clinic and laboratory  and puts in place  a functional  health referral  network that will provide RH services for the population including Internally Displaced Peoples (IDPs) in Mindanao and addresses their maternal and neonatal health complications;
  • Identifies need to provide RH equipment to health facilities in IDP return sites;
  • Facilitates procurement of RH and hygiene kits through CO in Manila and ensures proper distribution to pregnant, lactating and postpartum women and adolescents;
  • In collaboration with GBV Programme Analyst helps setting up a functional  GBV surveillance, rescue, medical and psychosocial care, shelter and  referral network from the community to the regional level;
  • Closely supervises and monitors all implementing partners and ensures that activities are implemented as planned;
  • Organizes the  IDP teams in evacuation centers  and the community or women’s health teams in return sites to collect IDP information, conduct information sessions and do referrals;
  • Assists in development of a youth strategy  and strengthen the family planning and  HIV/AIDS components of the projects;
  • Capacitates the service providers in  return sites in the  Minimum Initial Service Package (MISP) on SRH  and in  Life Savings skills;
  • Pro-actively addresses issues and problems of implementation or bring them to the attention of the Head of Office for resolution;
  • Coordinates the conduct of rapid and comprehensive RH assessments;
  • Pursues joint humanitarian activities with other clusters and other UN agencies;
  • Advocates for the mainstreaming of gender and GBV prevention  in the work of other humanitarian clusters;
  • Prepares project proposals in consultation with the RH Working Group to mobilize resources;
  • Designs and implements a system of regular reporting by partners and by the Mindanao sub-clusters to the RH Working Group.

Monitoring and Evaluation

  • Conducts regular monitoring and quality assurance of implementing partners’ activities to ensure that deliverables are met given the budget and timelines;
  • Conducts joint monitoring visits with government partners, UN agencies  and NGOs and prepares standard periodic reports;
  • Provides updates on on-going activities to support RH, MH and FP including in the emergency situations and inputs to the UNFPA website;
  • Performs other duties that may be assigned by the Head of Sub-Office.

Required Skills and Experience

Education: 

  • Master's degree or equivalent in public health, medicine, sociology, social anthropology, health education, health economics, epidemiology, behavioral studies, communication and other related fields.

Experience: 

  • A minimum of 3 years of professional experience at the national or international level in implementing public health programs and projects.

Language:

  • Fluency in written and oral English and national language.
