Background

The Youth Programme Analyst assists in the design, planning and management of UNFPA’s country programme by analyzing relevant political, social and economic trends and providing inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. Primary focus is adolescent and youth sexual and reproductive health in Mindanao. S/he establishes and maintains collaborative relationships with counterparts in government, non-government, civil society and development partners, including multilateral and bilateral donor agencies. 

Duties and Responsibilities

Under the overall supervision of the Country Representative and direct supervision of the Head of the Cotabato Sub-Office, the Youth Programme Analyst will carry out the following tasks:

Thematic Area Leadership

  • Analyzes and interprets the political and social environment relevant to adolescent and youth sexual and reproductive health in Mindanao and identifies opportunities for UNFPA engagement and assistance;
  • In keeping with new socio political developments in Mindanao in relation to adolescent and youth situation prepares policy briefs and inputs for development of new programmes and interventions on ASRH area;
  • Helps create and document knowledge about current and emerging adolescent sexual and reproductive health by analyzing programmes, strategies, approaches and ongoing experience for lessons learned and best practices.

Programme Quality Assurance and Technical Support

  • Serves as the lead technical resource in ASRH programming through government and NGO partners, ensuring that programmes are aligned with globally accepted standards;
  • Provides technical support to ongoing ASRH programmes, in close coordination with the RH and Gender programme analysts in the CO and Sub-OfficeAdvocates for and supports integration of ASRH programming in humanitarian and armed conflict situations;
  • Provides oversight and manages the budget assigned to the ASRH in Sub-Office.

Networking, Partnership & Advocacy

  • Assists in resource mobilization activities and in the preparation of concept papers or project proposals for ASRH;
  • Establishes and maintains active working relationships with key national partners working on ASRH in Mindanao such as Government, UN Agencies, NGOs/Civil Society Organizations, and Development Partners.

Monitoring and Evaluation

  • Conducts regular monitoring and quality assurance of implementing partners’ activities to ensure that deliverables are met given the budget and timelines;
  • In coordination with the M&E Specialist in CO, assist in the formulation of results frameworks and indicators as well as tracking of results for ASRH;
  • Drafts reports and documentation of good ASRH practices.

  • Assumes other tasks as deemed necessary by the Head of Sub-Office.

Required Skills and Experience

Education: 

  • Master's degree or equivalent in public health, medicine, sociology, social anthropology, health education, health economics, epidemiology, behavioral studies, communication and other related fields.

Experience: 

  • A minimum of 3 years of professional experience at the national or international level in implementing adolescent and youth public health programs and projects;
  • Previous working experience with a UN agency is an asset.

Language requirements:

  • Fluency in oral and written English and national language .
