Background

The United Nations Capital Development Fund (UNCDF) was founded as an independent organization within the UN system in 1966, with a mission “to assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans”. Its creation was part of a larger effort to complement technical assistance and pre-investment activities of the UN Development Programme (UNDP), as well as those of larger partners such as the World Bank. In 1973 UNCDF’s mandate was narrowed to focus “first and foremost” on the least developed countries (LDCs). UNCDF today remains a capital investment organization for the LDCs. Its work is designed to help reduce poverty and achieve the objectives of the Brussels Program of Action for the LDCs, as well as the Millennium Development Goals (MDGs). It has special expertise in 1) microfinance / inclusive finance; and 2) decentralization and local development.

Duties and Responsibilities

Develop 2 knowledge product (such as case studies, policy brief) related to the financial behavior and preferences of poor people, product development, management of financial services, and Greenfield operations:

  • Develop outline and methodology for 2 knowledge products;
  • Interview key informants (FSPs, policy makers, donors and relevant stakeholders);
  • Collect relevant data from UNCDF Sub-grantees to inform the development of knowledge products;
  • Synthetize gathered information and data;
  • Develop Draft of knowledge products;
  • Incorporate UNCDF Programme Manager feed-back into Final Version of knowledge products.

 Disseminate 2 knowledge products among FSPs, policy makers, donors and other stakeholders:

  • Disseminate the Knowledge product and publicize them through social media, such as Twitter;
  • Have them published on UNDCDF or LIFT website.

 Organize workshops:

  • Select and book venues for meetings and workshops;
  • Organize logistic, transport, overnight arrangements, food for meetings and workshops partecipants;
  • Prepare the agenda of the meetings and draft and circulate the minutes with key decisions taken and roles and responsibilities defined;
  • Develop and maintain an invitation list for UNCDF stakeholders and partners and Support relationship management with the relevant stakeholders throughout all phases of this initiative.

Provide technical support to UNCDF Programme Manager, related to MicroLead Project:

  • Ensure proper M&E and reporting from the grantees;
  • Any other tasks as may be assigned by the Programme Specialist, from time to time.

Produce communication material to allow Microlead to step up:

  • Draft a weekly twitter feed on key financial inclusion news/issues;
  • Support the development of the draft MicroLead communications strategy for UNCDF Myanmar;
  • Support the production, sourcing and liaison with vendors for the production of print/digital/web-based publications and communications;
  • Support in the organization of think-shop/workshop with potential advocacy advisors/partners;
  • Support in liaison with Partnerships and Communication team in HQ for necessary approvals and support for implementation.

 Contribute to positioning MicroLead nationally:

  • Meet other MFIs to compare MicroLead project to other programmes;
  • Organize meetings with the government to ensure a continuous relation with UNCDF;
  • Ensure the presence of UNCDF at MFWG meeting and providing the participants with the sector overview;
  • Liaise with the Microfinance association and consider the strategy to develop it.

Required Skills and Experience

Education:

  • Master’s degree in international development, development studies or related field and University degree in finance or accounting.

Experience:

  • Minimum one year experience in working in NGO, INGO, UN and related fields;
  • Previous experience in Microcredit related activities;
  • Demonstrated ability to work effectively as an integral part of multi-disciplinary, multi-cultural and multi-agency teams;
  • High level of energy and initiative, and ability to deal with rapidly shifting priorities and work demands;
  • Knowledgeable about Myanmar context, and previous experience in Myanmar preferred;
  • Knowledgeable of the UN system functioning is an asset.

 Language:

  • Strong English language skills is a must, certificate may be requested.
