Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

 All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas include ending violence against women, economic empowerment, leadership and participation, peace and security and national planning and budgeting.

UN Women’s Multi Country Office, based in New Delhi, India, covers four countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka.

UN Women works on several fronts towards ending violence against women and girls. This includes tackling its main root: gender inequality. Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society and the UN system. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations. UN Women has also supported data collection on violence against women, facilitating new learning on the issue.

A cornerstone of UN Women’s efforts to advance gender equality, end violence against women and bring women’s rights to bear on local governance and decision making is its work on the neglected issue of sexual violence and other forms of violence in public spaces. To create a catalyst for policy attention, public awareness and innovative responses, UN Women launched a a flagship initiative, the Global Programme on Safe Cities Free of Violence against Women and Girls.

The programme aims to develop the first proven model on how to prevent and reduce sexual violence and harassment in public spaces for eventual adaptation by local authorities and other decision-makers worldwide, in partnership with grassroots women’s organizations and community groups.

This model is intended to be capable of upscaling in many local contexts—furthering women’s empowerment and gender equality, while enhancing the quality of city life for all. Focusing on slum areas, impoverished neighbourhoods and excluded groups, these efforts work to empower women and their communities in diverse settings in five cities: Cairo (Egypt), Kigali (Rwanda), New Delhi (India), Port Moresby (Papua New Guinea) and Quito (Ecuador).

With an emphasis on creating an overarching strategy to create safer cities for women and girls, the Safe Cities Delhi project focuses on some of the following - needed policy and legislative reforms; urban planning and design of public spaces; civic awareness; improvements in public transport and policing; provision and maintenance of public infrastructure and services; and expanding access by survivors to legal assistance, justice and other supports.

UN Women works with the Delhi Government and civil society partners on the program, it provides technical support to the Government of Delhi. In connection with the above UN Women will be placing a Consultant at the Delhi Commission for Women to support the commission in its work on safe cities and effective implementation of legislations for women safety and rights.

The Consultant will be working under the overall supervision of the Chairperson, Delhi Commission for Women and Programme Specialist- EVAW, UN WOMEN and will be reporting to the Chairperson, DCW for daily functions in DCW, New Delhi.

The Consultant will undertake the following key tasks and other responsibilities as may be assigned.

Duties and Responsibilities

  • As part of Safe Cities program, assist in monitoring and undertaking comprehensive technical review of Violence against Women (VAW) legislations for their effective implementation in N.C.T Delhi;
  • Provide technical inputs from a gender perspective on behalf of the Commission on references made by other Commissions on policies, programmes and legislations which are proposed, having a bearing on the empowerment of women;
  • Assist the DCW in undertaking research on issues affecting women safety in Delhi;
  • Undertake research and draft recommendations on strengthening DCW’s existing program’s viz. Sahyogini, Mahila Panchayats, Rape Crisis Cell, Mobile Help Line and Pre Marital Counselling Cell;
  • Develop and propose recommendations for effective implementation and monitoring of programmes of the DCW that provide institutional support to women in difficult circumstances, including women facing gender-based violence to ensure greater access by needy women to these schemes and programmes, as well as programmes to strengthen implementation of existing laws on violence against women;
  • Assist the Commission to frame awareness campaigns to create safer public spaces for women;
  • Assist DCW in creating awareness on new provisions of the Criminal Amendment Act 2013, like acid attack, sexual harassment, voyeurism and stalking as these have an important bearing on Women safety in public spaces;
  • Work on securing safety, welfare and rehabilitation of women who are trafficked and forced into sex trade and bonded labour;
  • Develop and propose recommendations for effective prevention of trafficking;
  • Prepare briefing notes and updates on the status of women in N.C.T Delhi;
  • Prepare periodic progress reports of the work undertaken by the DCW;
  • Work closely with UN Women and civil society partners of the Safe Cities project in knowledge management and documentation, as per project requirements;
  • Any other work assigned from time to time.

 Deliverables & Reporting Obligations

  • Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report include templates & plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UNW with an acknowledgement of UN Women’s technical support to the Delhi Commission for Women.

Required Skills and Experience

Education :

  • Minimum Bachelor’s degree in a relevant field is mandatory;
  • Qualifications in women’s human rights, international studies, or any other related discipline is desirable.

Experience :

  • 2 years of professional experience with work on gender issues is desirable;
  • Working knowledge and experience of working with National /State Government is desirable;
  • Excellent analytical writing, presentation and documentation skills required. Should be well versed with the use of computers and its programmes / applications.Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spread sheet and database packages.

Language Requirement :

  • Fluency in written and spoken English and language of the duty station.
