Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system’s work in advancing gender equality.

Due to the acceleration of social and political mobilization to address violence against women and girls (VAWG) at national, regional and international levels, the issue is now firmly positioned as a global priority for sustainable development, peace and security. These developments, which include landmark UN agreements as well as national progress in key areas such as legal and policy reform, enhanced and growing evidence base, and numerous initiatives to prevent VAWG through the positive transformation of social norms, culminated with the adoption of the Sustainable Development Goals, in particular SDG 5 (“achieve gender equality and empower all women and girls”) and its dedicated target on EVAWG (“eliminate all forms of violence against women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation.”).

In addition to its extensive programming to prevent and respond to VAWG at national and regional level, UN Women Regional Office for Asia and the Pacific is also housing the regional secretariat for the UNiTE to End Violence against Women Campaign. The regional component of this global campaign, Asia-Pacific UNiTE, was launched in Bangkok on 25 November 2010 and is coordinated by the Asia-Pacific Regional Coordination Mechanism Thematic Working Group on Gender Equality and Empowerment of Women (TWG-GEEW), co-chaired by UN Women and the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP).

Based in the UN Women Regional Office for Asia and the Pacific, the EVAW specialist / campaign manager will work under the overall supervision and guidance of the Regional Director of the UN Women Regional Office for Asia and the Pacific, in close coordination with UN Women technical EVAW staff at country, regional and global levels, as well as with the Asia-Pacific UNiTE working group and the Global UNiTE Campaign Secretariat in New York. He/she will be responsible for coordinating with internal and external clients to ensure the effective implementation of EVAW programming and campaigns in the region; providing technical and management support to facilitate the monitoring, documentation and reporting on results and lessons learned at national and regional level; developing advocacy strategies, communications materials and strategic partnerships; and organizing high-level functions and events to mobilize political will and resources to EVAW. 

Duties and Responsibilities

Summary of Key Functions:

  • Provide technical and management support to ensure effective implementation of the Secretary-General's UNiTE to End Violence against Women Campaign in the Asia-Pacific region and strengthen inter-agency collaboration at all levels; 
  • Develop and manage the implementation of UN Women’s regional EVAW programming in the Asia-Pacific Region;
  • Communications and strategic partnerships for social mobilization;
  • Knowledge management, monitoring and reporting on results of Asia-Pacific regional EVAW programming and the UNiTE Campaign.

Provide technical and management support to ensure effective implementation of the Secretary-General's UNiTE to End Violence against Women Campaign in the Asia-Pacific and strengthen inter-agency collaboration at all levels:

  • Offer ongoing leadership and Secretariat support to ensure the effective functioning of the UNiTE working group, in close consultation with the TWG-GEEW Co-Chairs;
  • Provide regular technical and management support, tools and advisory services to country and regional colleagues, both from UN Women and other UN Agencies, to facilitate the continued roll-out of the Campaign in the Asia-Pacific region;
  • Develop and sustain close collaboration with global and regional teams for EVAW and UNiTE, to ensure strong regional components of global programming and campaign initiatives; provide substantive regional inputs into global events, reports and other results; and strengthen information-sharing and learning across countries and region;
  • Build and maintain strong bilateral relationships with members of the UNiTE working group to ensure strong inter-agency commitment and support for the Campaign;
  • Ensure continuous capacity development, management, oversight and team building support for Asia-Pacific regional UNiTE Campaign Secretariat team members.

Develop and manage the implementation of UN Women’s regional EVAW programming in the Asia-Pacific region:

  • Manage and be responsible for the overall development and implementation of the UN Women regional EVAW portfolio;
  • Work closely with UN Women offices in the Asia-Pacific Region and provide programme guidance and technical support to develop and implement EVAW programmes at the local and national level; 
  • Coordinate the development, management, monitoring and reporting on annual work plans, focusing on key results to be achieved, synergies with other initiatives, partners involved, and budgets required, seeking and incorporating inputs from concerned stakeholders;
  • Mobilize and manage the human and financial need required for implementing regional EVAW programmes and campaigns, ensuring quality, accountability, transparency and efficiency;
  • Liaise with administrative and support staff for the contracting of goods and services needed to implement the campaign, including by providing terms of reference for consultants or institutional services agreements; and in ensuring timely submission of reports from implementing partners and vendors;
  • Promote coordination and participation in joint activities with various stakeholders such as UN agencies, national women's machineries, and civil society.

 Communications and strategic partnerships for social mobilization:

  • Build and sustain strategic partnerships to ensure broad ownership of the campaign and synergies with key actors, including governments, regional bodies, the private sector, NGOs, youth networks, research institutions/academics, UN agencies, other bilateral and multilateral aid organizations;
  • Provide technical and management support to ensure the development and implementation of a regional communications strategy, as part of the regional Campaign strategy, to ensure the effective development, production and dissemination of Campaign products, tools and messages;
  • Organize regional meetings and events for key stakeholders to exchange knowledge and experiences and to build broad ownership and commitment for the campaign.
  • Effectively engage with various media outlets in the region to ensure good media coverage of key campaign and advocacy events, results and messages and to raise public awareness on issues of VAW/G;
  • Identify and follow-up on strategic opportunities for resource mobilization for EVAW programming and campaigns in the Asia-Pacific region, in close coordination with concerned UN Women colleagues, especially from the UN Trust Fund to End VAW, members of the EVAW team, and the global UNiTE Campaign Secretariat.

Knowledge management, monitoring and reporting on results of Asia-Pacific regional EVAW programming and the UNiTE Campaign:

  • Develop a strategy for monitoring and documenting results, preparing regular progress reports on towards overall results, trends, achievements and challenges in the region;
  • Coordinate with concerned colleagues and partners to ensure the implementation of the above strategy and facilitate sharing of results and related information with internal and external partners;
  • Contribute to the systematic tracking, synthesizing, packaging and dissemination of lessons learned and emerging or good practices, including those gained through the UN Trust Fund to End VAW, and organize events to disseminate and share this knowledge;
  • Prepare substantive written contributions and inputs for use in various reports, events and platforms, including donor and annual progress reports; web stories, speeches and press releases; fundraising proposals and other products, focusing on key results (achieved and expected) under EVAW regional programming and the UNiTE Campaign in the region;
  • Represent UN Women and the UNiTE Campaign in high-level policy, programme and expert group meetings related to violence against women and girls, or related areas, and share information from these meetings to concerned colleagues and partners.

Impact of Results:

The key results have an impact on the successful implementation of EVAW programming and campaigns in the Asia-Pacific region at national and regional levels. In particular, the key results will have an impact on programming for results, inter-agency coordination, the creation of strategic partnerships, and the development and dissemination of knowledge and communications tools and products around the UNiTE Campaign.

Required Skills and Experience

Education:

  • Master’s degree in Social Sciences, Political Sciences, Public Administration, International Relations, or related field.

Experience:

  • Minimum 7 years' relevant experience, preferably from the UN System or an international organization;
  • Proven managerial experience in developing, implementing and monitoring programmes, projects and/or campaigns;
  • Substantive knowledge in Ending Violence against Women;
  • Familiarity with the Asia-Pacific region highly desirable.

Languages:

  • Proficiency in written and spoken English;
  • Knowledge of another UN working language is desirable.
