Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments to gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Inter-Governmental Support, Coordination and Strategic Partnership Bureau is responsible for proactively driving the strategic positioning of UN Women so that the size, resources and predictability of its financial resources help the organization achieve its strategic goals. The Bureau's Division of Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization is organized into three functional branches: 1) Resource Mobilization; 2) Civil Society; 3) Communications and Advocacy.

Under the guidance and direct supervision of the Director, Resource Mobilization Branch, and the overall direction of the Director of Strategic Partnerships Division, and in collaboration with Division colleagues, the Resource Mobilization Advisor is responsible for providing support in the strategic planning and coordination of UN Women's resource mobilization work and for co-leading a range of UN Women resource mobilization initiatives, including the implementation of the corporate resource mobilization strategy, the development of inputs to UN Women business plans and the development and strengthening of strategic partnerships with Governments.

Duties and Responsibilities

Resource Mobilization and Strategic Planning:

  • Co-lead the creation and  implementation of the UN Women resource mobilization strategy which will provide a more stable financing stream and encourage growth in funding levels in close consultation with the Chief of Resource Mobilization,
  • Review and refine the resource mobilization strategy at regular intervals to harness new emerging opportunities, include innovative strategies and ideas, anticipate changes to the internal direction and external environment, and make adjustments as needed, including at the mid-term;
  • Provide strategic guidance and support to UN Women Country and Regional Offices in developing and implementing innovative locally-tailored partnerships and resource mobilization strategies and initiatives;
  • Lead harmonizing resource mobilisation activities globally;
  • Design and execute innovative proposals to strengthen UN Women's reputation and to generate greater financial resources;
  • Review donor trends and assess UN Women’s current fund raising practices  to support its programme activities;
  • Assess funding models that could inform UN Women’s approach to resource mobilization (e.g., replenishment rounds, endowment funds, Government and private partnerships);
  • Provide recommendations on how to better conduct resource mobilization across the UN Women's system, based on international best practices;
  • Develop, assess, and refine policies and infrastructure for resource mobilization procedures, donor database, fund(s) acceptance, fund(s) acknowledgement, research, vetting, and other systems-related aspects of the unit as appropriate.

Coordination:

  • Coordinate the inter-related efforts of the resource mobilization team to ensure a streamlined and efficient approach to building strategic partnerships for mobilizing financial resources;
  • Plan, coordinate and manage the pipeline of cost-sharing proposals, including the new flagship programming initiatives, to ensure UN Women's priority programmes are adequately funded;
  • Manage the design and implementation of new planning and coordination systems, and review and refine existing ones, required to ensure timely, efficient and effective support to implementing the resource mobilization strategy;

Advocacy and Communication:

  • Develop, plan, and lead the execution of global advocacy and high profile outreach events and campaigns for resource mobilization taking into account donor specific interests and priorities;
  • Collaborate with internal partners (media/ communications, outreach/ campaign) on the development and use of effective communications, outreach, branding and other resource mobilization mechanisms and tools to enhance the packaging and marketing of UN Women’s mission, competencies, and goals.

External Relations and Partnerships Building:

  • Serve as a key advisor, representative and interlocutor with Governments in harnessing and strengthening strategic partnerships for UN Women. Act as a key resource of real-time partner intelligence for UN Women's senior leadership;
  • Influence the debate with partners to improve development assistance policies and practices towards more effective and efficient support for gender equality and women's empowerment;
  • Determine the partnerships landscape to ensure optimal win-win partnerships for UN Women. Identify and mobilize key strategic partnerships to enhance impact and influence for UN Women's strategic priorities;
  • Identify targeted interventions to mobilize support for UN Women and positively influence governments' national budgetary, parliamentary and other decision-making processes;
  • Maintain effective relationships with counterparts in other UN agencies, funds and programmes to promote and strengthen coordinated funding support for gender equality and women's empowerment;
  • Establish and maintain effective partnerships with International Financial Institutions (IFIs) and regional financial institutions.

Team Management:

  • Lead and manage the performance of the resource mobilization team, contributing to effective team-building and fostering a well-coordinated team approach;
  • Ensure effective management through clear direction- and target-setting. Prepare and implement workplans;
  • Contribute to strengthening the team members' capacities and promote professional growth, learning opportunities and knowledge sharing;
  • Review the team capacities and expertise required to strengthen UN Women's reputation and to build and maintain results-driven partnerships.

Knowledge Generation and Management:

  • Manage the development, maintenance and sharing of knowledge and intelligence, including political intelligence, to ensure UN Women is informed and positioned to effectively generate and harness opportunities to meet its resource mobilization targets. This includes knowledge and intelligence about donors' priorities and the development assistance environment;
  • Strengthen the case for investment in gender equality and women's empowerment by managing the development of high quality information and knowledge materials;
  • Promote and facilitate exchange of information and knowledge between the resource mobilization team and other UN Women offices;
  • Identify and formulate lessons learned and recommendations to be integrated into the Organization knowledge management efforts;
  • Contribute to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Masters University degree (or equivalent) in international development, public management, public administration, international relations, or a related field.

Experience:

  • A minimum of 10 years of relevant professional experience in resource mobilization and partnerships development at the managerial level, including significant experience with the United Nations and/or International Development Cooperation;
  • Previous experience at the management level in a fund fundraising, with a demonstrated track record in resource mobilization on significant portfolios, and proven experience in developing strategic plans and operational guidelines that enhance resources.
  • Familiarity with resource mobilization for gender equality programming preferred;
  • Experience of working in the field with an international organization a strong asset.

Language:

  • Fluency in English (written and oral);
  • Knowledge of at least one other official UN language is desirable.

Note:

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
